PRB091294minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, SEPTEMBER 12, 1994 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:08 p.m. by President Jerald Hulbert. PRESENT: Jerald Hulbert, Adele Kehoe, Ron Stephens, Howard Schneider, Toby Whipple, Richard Manchester, Ald. Donna Woodard, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director) GUESTS: (see attached list) APPROVAL OF MINUTES: Adele Kehoe moved to approve, as mailed, the minutes of the August 8th Board meeting. Richard Manchester seconded. Motion carried. PERSONAL APPEARANCES: Paul Skidmore--Kurth Park development plan Mr. Paul Skidmore of Quality Consulting Services explained the plan for Kurth Park. He thought the plan would have to be phased in over a period of years. Recommended using the urban forestry program through the DNR (Wisconsin Department of Natural Resources) to plant trees as screening from the neighbors. Grants could be available from LAWCON and the state through the stewardship and inland waterways programs. Grant applications would have to be in by May 1. Alderwoman Donna Woodard made a motion to accept the preliminary plan. Richard Manchester seconded. Motion passed. It was thought that a public informational meeting could be held on October 24 at 6:00 p.m. Jerry Hayden--Water Bug Ski Team, Inc./new boat launch concerns and club options Jerry Hayden and other members of the ski club went before the Board with their concerns about the new boat launch. Discussion. Motion made by Ron Stephens to allow Water Bug Ski Team, Inc. to move the pier a minimum of 20' toward the west. Seconded by Adele Kehoe. Motion passed. WRITTEN CORRESPONDENCE: 9 There was no written correspondence before the Board. Minutes, Parks & Recreation Board Meeting, September 12, 1994 - 2 OLD BUSINESS: Park tour follow-up Jerry Hulbert talked to the school district representative about re-installing a gate or an opening in the fence along Bay Lane at the end of Beleview. They did not have a problem with it. Muskeqofest follow-up It was felt that there should be more lighting in the north area of the Muskegofest grounds and the walkway between the grounds and the Muskego Historical Society parking area. DEPARTMENT REPORTS: RECREATION Some residents of Wind Lake would like to receive Parks and Recreation Department program brochures. Books could be left at Lakeview School or the town hall. Gordy will bring a proposal for a year-round weight room program at the Muskego High School to next Board meeting. Review 1995 Operating and Capital Recreation budqets Recreation Supervisor position: Ron Stephens made a motion go to 40 hours. Seconded by Ald. Donna Woodard. Motion passed, majority in favor with Richard Manchester opposed. Board members questioned Health Account #1603 and Health Insurance Allowance Account #1606. Fees for bus tours would be changed on senior citizen trips so that non-residents pay 50% more. Ron Stephens made a motion, seconded by Toby Whipple, to accept the budget minus the deletions and the cable budget. Motion passed with Richard Manchester dissenting. PARES Parks Operating Budqet Adele Kehoe made motion that the Board strongly recommend the hiring of an additional full-time park maintenance man. Seconded by Ald. Donna Woodard. Motion passed unanimously. Ron Stephens moved, Ald. Donna Woodard seconded, to approve operating budget. Motion passed unanimously. Minutes, Parks & Recreation Board Meeting, September 12, 1994 - 3 Parks Capital Budqet Richard Manchester made motion, seconded by Ald. Donna Woodard, to approve capital budget. Motion passed unanimously. Parks Dedication Budget Pete discussed upgrading of playground equipment and showed a video of equipment in parks. It was felt galvanized steel would be less expensive and more durable to replace some older equipment. Ron Stephens made motion to accept parks dedication budget, seconded by Toby Whipple. Motion passed unanimously. Muskego Historical Society Budget Ald. Donna Woodard made motion to accept the Muskego Historical Society budget, seconded by Richard Manchester. Motion passed unanimously. Horn Park field maintenance Due to the heavy use of Horn Park's ball field, Pete requested funds to do some maintenance on the field this fall. Motion made by Ald. Donna Woodard to approve the request, seconded by Ron Stephens. Motion passed unanimously. NEW BUSINESS, OTHER BUSINESS: Subdivision plans from Plan Commission There were none. W.E.P.Co. trail alonq Hwy 36--MRT proposal Jerry Hulbert stated it would be a good idea to get started on the bike path along Highway 36 and possibly get the section from Krause's development to Durham Hill in soon. Pete has written a letter to W.E.P.Co. stating Muskego's desire to enter into an agreement for the use of the right-of-way. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: There was none. ADJOURNMENT: There being no further business, Richard Manchester moved to adjourn, Ald. Donna Woodard seconded. The motion carried.
