MONDAY, NOVEMBER 14, 1994
The monthly meeting of the Parks and Recreation Board, City of
Muskego, was called to order at 6:05 p.m. by President Jerald
Hulbert.
PRESENT: Jerald Hulbert, Ron Stephens, Howard Schneider, Toby
Whipple, Adele Kehoe, Richard Manchester, Ald. Donna
Woodard, Gordon L. Jacobson (Recreation Director) and
Irene Schuder (Recreation Supervisor)
GUESTS: (see attached list)
APPROVAL OF MINUTES:
Ron Stephens moved to approve, as mailed, the minutes of the
October 10th Board meeting. Howard Schneider seconded. Motion
carried.
Adele Kehoe moved to approve, as mailed, the minutes of the
October 24th Public Information Hearing on Kurth Park
Development. Toby Whipple seconded. Motion carried.
PERSONAL APPEARANCES:
Horses on Muskeqo Recreation Trail
Mr. A1 Spitzner and Mr. Robert Tate want to link Muskego Park
with Big Bend/Town of Vernon (new county park) with a multiple
use bike and horse trail. Jerry Hulbert indicated that Muskego
would not be participating with the county on continuation of
the trail beyond City limits. Muskego would be completing our
part of the trail on our own. Ron Stephens expressed concerns
about having bikes and horses on the same path. Mary Gazparek
expressed concern about dogs on the trail. A1 Spitzner
indicated that he had volunteers to help maintain the trail. He
would like to see horses allowed on west end of trail on a trial
basis. Art Dyer expressed concerns about forcing horses to ride
along the roadways. He felt safety concerns should supersede
any other issues. Bob Tate indicated horses on trail would not
involve any additional costs. Bob also expressed horsemen would
help with maintenance. Howard Schneider indicated that he would
rather see an adjacent trail for horses, next to the bike path.
John Siebers indicated he felt if the elevation of the path were
cut down, you could accommodate horses and bikes. Mrs. Tate
indicated she felt horses and bikes could use the same trail
simultaneously. Dave Rozman indicated he had nothing to do with
horses. He expressed that due to increases in traffic, he felt

horsemen needed a place to ride. Alderwoman Donna Woodard moved
that the Parks and Recreation Board allow horses on Muskego
Recreation Trail from Janesville Road to West City Limits of
Muskego. Richard Manchester seconded. Alderwoman Woodard
amended her motion to add upon completion of the trail. Richard
Manchester withdrew his second. Motion died due to no second.
Ron Stephens would like information on widening the trail.
Kurth Park development
Manfred Kreuzpaintner was the spokesperson for citizens and
neighbors concerned about the Kurth Park development. Mr.
Kreuzpaintner presented the following list of concerns:
1. Safety of children of area.
2. Concerns about additional vehicle traffic in area.
3. Adequate money to upkeep park.
4. Concern increase in taxes for upkeep.
5. Concerns of policing and vandalizing.
6. Property values of adjacent homes.
I. Storm water run-off.
8. Area citizens may be interested in purchasing land.
Jerry Hulbert reviewed proposed park plans; 48% of proposed park
in intensive recreation use, 52% green space. Richard Shane
expressed concerns about green space. Arlene Zurowski expressed
concerns about whether Kurth is a neighborhood park or a sports
complex. Mayor De Angelis expressed he would be willing to
review a proposal to purchase the Kurth Park expansion if the
City would not lose money and be able to purchase land elsewhere
in the City for use as recreation fields. Dorothy Lewendowsky
wanted to know how much money we would be looking for.
Alderwoman Woodard indicated she had met with area residents and
felt the area was too populated for a park. Ron Stephens
indicated we need to address the traffic control situation
regarding current park. Howard Schneider was concerned about
future use of extended Kurth Park land if we sell it to area
homeowners. Adele Kehoe indicated she would be willing to
explore other sites. Ron Stephens moved that the Parks and
Recreation Board would explore alternative sites that could be
used for like usage as current Kurth Park development plans. A
resolution to be made in the next 6 months. Ron Stephens
indicated the Board would extend time frame if need be.
Alderwoman Donna Woodard seconded. Motion carried unanimously.
Jerry Hulbert indicated the Board is looking for matching funds
and phasing of current Kurth Park development plans. The Board
will submit list of people that was presented that are opposed
to Kurth development. Concerns were expressed about current
level of maintenance at current Kurth Park.
WRITTEN CORRESPONDENCE:
The Board members packets included a written proposal from Chief
Johnson regarding a no boating area at Idle Isle Park. Richard

Manchester moved that the Board ask Pete Theis for additional
information before any further action is taken. Further
information and a scale map of area is needed. Howard
Schneider seconded. Motion carried.
OLD BUSIKESS:
Waukesha County snowmobile trail/Bluhm Farm Park access
The Board took no action. The trail agreement is actually with
Waukesha County.
Land donation on Lake Drive
Adele Kehoe moved to decline donation of property. Ron Stephens
seconded. Motion carried.
D.P.W. Committee action re fence openinq (Bay Lane-Beleview)
The Public Works Committee approved the fence opening with all
costs to be paid by the Parks Department. The Mayor is to
discuss with Pete the possibility of making the opening offset
instead of a straight opening.
Parks budqet(s) report
The Board members reviewed the Finance Committee and Capital
Budget Committee meetings minutes. Pete's tentative schedule
for additional maintenance person in Parks Department was
discussed.
DEPARTMENT REPORTS:
RECREATION
Recreation Supervisor
Irene Schuder was hired as the new Recreation Supervisor.
Compensation Pay Scale
Gordon Jacobson discussed part-time/seasonal employee
compensation policies.
Irene Schuder reviewed proposal to have two lifeguards on duty
at open swims, and pay both at the lifeguard pay rate.
second lifeguard would replace the cashier position.
members asked that the Recreation Department look at the fee
structures to pay for increased cost of lifeguard. Irene
Schuder reviewed proposal for a Head Swim Instructor on the pool
deck to oversee all pool activities for safety reasons. Irene
Schuder reviewed proposal for a Swim Aide position. Richard
Manchester moved that concept for increased swim instructors be
approved. Howard Schneider seconded. Motion carried.

Certification fee reimbursement for Recreation Supervisor
Gordon Jacobson proposed that Board reimburse Irene's
certification fees for W.S.I. and lifeguard training. Ron
Stephens moved. Adele Kehoe seconded. Motion carried.
Community edication, ADA, drawing proqramminq
Gordon will look at community education on a conceptual level
only. Ron Stephens moved, Howard Schneider seconded, that
Gordon will look into SPARC/ADA program concept. Motion
carried.
Gordon reviewed Young Rembrandt's proposal. He is looking into
further program for skilled young drawers.
Janitorial service for Horn and Jensen fieldhouse
Mrs. Gertrude Frami, the custodian primarily for Jensen's park
building, has resigned. Adele Kehoe moved to get an estimate
from current City janitorial service on cost of cleaning Horn
and Jensen buildings. Richard Manchester seconded. Motion
carried.
Muskego/Norway School District/City of Muskego agreement
Gordon submitted program supervisor addendum proposal from
School District. Questions were discussed. Gordon will take
questions back to School District.
1995 budqet-revenue
Gordon indicated City Council wants Recreation Department to
make more money.
PARKS
There was no report. Pete Theis is on vacation.
NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
There were no plans presented for the Board to review.
Eiche property
Chairman Hulbert reviewed the Eiche property with the Board
again.
Recommendation to approve purchase of land from W.E.P.Co.
No action was taken.

Review of Kurth Park Information Hearing
The Board members reviewed the public hearing comments at the
start of the meeting.
