PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY, MAY 9, 1994
The monthly meeting of the Parks and Recreation Board, City of
Muskego, was called to order at 6:02 p.m. by President Jerald Hulbert.
PRESENT: Ald. Donna Woodard, Jerald Hulbert, Ron Stephens
(arrived 6:30 p.m.), Howard Schneider, Adele Kehoe, Gordon L. Jacobson (Recreation Director) and Peter
Theis (Parks Director)
ABSENT: Jim Dumke (excused), Richard Manchester (excused)

APPROVAL OF MINUTES:
Howard Schneider moved to approve, as mailed, the minutes of the
April 11th Board meeting. Alderwoman Woodard seconded. Motion
carried.
PERSONAL APPEARANCES:
Muskeqo Community Festival
Jack Spoerl appeared before the Board for approval of gravel
path from Pioneer Drive entrance to connect with the western
side gravel path and all the other items in letter of May 9. (Approval for light that was completed along the woods from 1st
year with consent coming from Parks and Recreation Board; approval of a possible third light pole in the middle of the
area to further light and electrical capacity; approval for the possibility of locating 8-10 post anchors, cemented
approximately 24 inches under ground level to support street and
informational signs. They would be capped with a cover and
would be 4 inches open in diameter.) Adele Kehoe moved to
approve the request. Alderwoman Woodard seconded. The lawn at City Hall will not be used for parking. Motion carried.
Muskeqo Historical Society
No one from the Muskego Historical Society was present regarding
questions on the City's involvement with the society's affairs.
Bay Lane access to Basse woods
Cynthia Stock presented her plans for a one-mile nature trail.
Ron Stephens made motion to allow them to create an access design to the park to be reviewed by Parks Director Peter Theis. Adele Kehoe seconded. Motion carried.

WRITTEN CORRESPONDENCE:
Idle Isle channel fishing
The Board members reviewed Chief Johnson's letter regarding the
channel fishing at Idle Isle. Frank Kurka appeared before the Board to request no change in the ordinance. The Board recommended to take the request to the Rules, Laws and Ordinance
June meeting.
W.E.P.Co. trail usaqe
Recent correspondence from the Wisconsin Electric Power Company states that the company only permits hiking, bicycle riding and
cross-country skiing on their right-of-ways.
Land O'Lakes waiver request
Land O'Lakes submitted a letter to the Board requesting waiver
of the field maintenance/usage fees for their team. Adele Kehoe
made motion to charge youth rate for one year only. The adult rate will take effect in 1995. Ron Stephens seconded. Motion carried.
LMLA carp out at Idle Isle
Karla Deming was present before the Board members to request

There are five communities that will be
recreation software. They are Marshfiel DLJMB s/t!% :ld, Muskego and West Bend. The initial estil

seconded. Board recommends money be taken from Freedom Square
since all the money won't be used from Freedom Square. Motion carried.

Kurth Park development plan
The department is soliciting fee proposals from architectural
firms to take to public hearing.
Bay Lane fencinq project
The Bay Lane fencing project is almost completed. It was noted
that $3,000 of Parks Dedication funds were used to improve school district property after school board denied a request to
participate in helping to fund this project.
DEPARTMENT REPORTS:
RECREATION
Proqram status
The department was able to purchase two refrigerators totalling
$300, one at Horn and one at Jensen. The Muskego High School
swimming pool possibly will not be ready for the first session
of swim lessons in June; if so, the department will have to
cancel first two weeks. There will be someone at the Muskego
High School during evening hours for programs.
Reqistration reports
The Board members reviewed the registration reports.
PARKS
Bluhm 11~ renovation specifications
The Board members reviewed the specifications for the renovation
of Bluhm II ballfield. Ron Stephens made motion to remove the
grass infield. Howard Schneider seconded. Motion carried.
Parkland Plaza site review
The Board reviewed the Parkland Plaza site.
Water Buq follow-up
Everything went okay with the leases the department has with the
Water Bug Ski Team for their use of Idle Isle Park.
Freedom Acres tennis courts
Adele Kehoe made motion for Pete to resurface, fill in cracks
and fix up. Alderwoman Woodard seconded. Erecting basketball
standards on one side, tennis courts on other side. Pete advised this resurfacing procedure was not the equivalent of a
reconstruction procedure he was recommending. Motion carried.

Plum Creek East trail restoration
0 The Muskego Recreation Trail has been regraded on both sides.

Kimberly Estates (final)
In the matter of the final plat for the Kimberly Estates, the Board reviewed.
Wilkinson Estates Add'n 1 (preliminary)
In the matter of the preliminary plat for the Wilkinson Estates Addition 1, the Board reviewed.
Lakewood Meadows Add'n 1 (final)
In the matter of the final plat for the Lakewood Meadows
Addition 1, the Board reviewed.
Firstar Bank Site and Operation Plan
In the matter of the Firstar Bank site and operation plan, the
Board reviewed.

President
Adele Kehoe nominated Jerry Hulbert for President. Ron Stephens
seconded. Nominations closed. Adele Kehoe moved to elect Jerry
Hulbert for President. Alderwoman Woodard seconded. Motion
carried.
Vice President
Adele Kehoe nominated Ron Stephens for Vice President. Alder-woman Woodard seconded. Nominations closed. Adele Kehoe moved to elect Ron Stephens for Vice President. Alderwoman
Woodard seconded. Motion carried.
Secretary
Alderwoman Woodard nominated Adele Kehoe for Secretary. Ron
Stephens seconded. Nominations closed. Ron Stephens moved to
elect Adele Kehoe for Secretary. Alderwoman Woodard seconded. Motion carried.

Ron Stephens moved that the elected Secretary would serve the
Board; however, the taking of the minutes at the Board meeting
would be rotated among the Board members. Alderwoman Woodard seconded. Motion carried.
Kurth Park basketball courts
In the matter of the Kurth Park basketball courts, the Board
recommended to hold off until Kurth Park is rebuilt since
several new basketball hoops have been put up and torn down
right away.
Parkland Plaza land lease agreement
Jerry Hulbert intends to renew his lease of the Parkland Plaza
land.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
There was none.

There being no further business, Howard Schneider moved to
adjourn, Ald. Donna Woodard seconded. The motion carried. The
meeting adjourned at 1O:lO p.m.
