PRB061394minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, JUNE 13, 1994 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:00 p.m. by President Jerald Hulbert. PRESENT: Jerald Hulbert, Richard Manchester, Ron Stephens, Ald. Donna Woodard, Howard Schneider, Toby Whipple, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director) ABSENT: Adele Kehoe (excused) GUESTS: George Hansen, Dominic D'Acquisto, Jerry Hayden, Laura Mecha & Chris, Jim Dumke, Don Zilinske, Bob Zielinski INTRODUCTION OF NEW BOARD MEMBER: Mr. Toby Whipple was introduced to the Board. He will serve in the capacity of a citizen member. APPROVAL OF MINUTES: Ald. Donna Woodard moved to approve, as corrected, the minutes of the May 9th Board meeting. Howard Schneider seconded. Motion carried. PERSONAL APPEARANCES: Farewell address to Board Mr. Jim Dumke stated that it was a pleasure to work on the Board and enjoy his time on the Board, but he has a new position at work and doesn't have time to dedicate to the Board. Church softball league home dates Mr. Don Zilinske was present to request Jensen Park ball field for some Monday nights for the church softball league. The dates were open that he requested. Richard Manchester moved to give resident status for fees ($15 per game) and dates for 1994 only. Ald. Woodard seconded. Motion carried. Muskego Historical Society There was no one present from the Society to present their concerns. Minutes, Parks & Recreation Board Meeting, June 13, 1994 - 2 Boy Scout Troop #19 Ron Stephens moved to approve the concept to allow Boy Scout Troop #19 to build a structure for storage on park land. Ald. Woodard seconded. Motion carried. Safety concerns, fishing pier at Idle Isle Ald. D'Acquisto presented concerns from his constituents regarding the fishing pier at Idle Isle Park. There was mentioned the possibility of a park range in the future. Discussion followed. The immediate problems are enforceable through existing ordinances. Water Bug Ski Club, Inc. Jerry Hayden was present to request permission to sell soda and candy and chips during their ski shows at Idle Isle. No glass containers and the litter generated by their concessions would be the Water Bug Ski Club's responsibility. Howard Schneider moved for approval. Ald. Donna Woodard seconded. Motion carried. Landowner identified in parks master plan MK. Bob Zielinski owns some of the land identified in the parks master plan. The Board discussed possible purchase of some of the land for a park. Ron Stephens moved to inform the Building Department and Planning Department that the building plan for property does not conflict with the parks plan. Howard Schneider seconded. Motion carried. WRITTEN CORRESPONDENCE: There was none. OLD BUSINESS: Tennis windscreens update The cost of the tennis court windscreens at the Muskego High School was approved to come out of park dedication fees, specifically Freedom Square. Bridgeport Way status report One homeowner needs to pave the end of their driveway for the bike path. The construction of the bike path could start this week. Pete is coordinating with contractor and Department of Public Works. The developer is not fulfilling his responsibility. Minutes, Parks & Recreation Board Meeting, June 13, 1994 - 3 Plum Creek update The bike path for Plum Creek is not in. Pete will check with the Plan Director. Idle Isle channel fishing The channel remains a no fishing zone. Rules, Laws & Ordinance Committee requesting the Police Department to continue enforcement of ordinance. DEPARTMENT REPORTS: RECREATION Proqram status Swimming pool is set to open June 27. Recreation Supervisor job description amendment regardinq overtime Alderwoman Woodard moved to accept the Finance Committee's overtime stipulation. Toby Whipple seconded. Motion carried. PARKS Kurth Park services quotes After reviewing the quotes received for the Kurth Park expansion proposal, Howard Schneider moved, Ald. Donna Woodard seconded, to accept the bid from Quality Consulting Services not to exceed $3,950 with a 60-day time frame. Motion carried. Non-resident boat launch pass The request for a non-resident boat launch pass was denied. W.E.P.Co. trail in Franklin Alderwoman Woodard moved, Howard Schneider seconded, to add addendum to W.E.P.Co. lease agreement, entering Franklin city limits for approximately l/10 of a mile (between 124 West and North Cape Road). Motion carried. Idle Isle boat launch relocation Pete reported that the bid documents for the relocation of the Idle Isle boat launch are in the process of being prepared by the consultant for a fall installation. Minutes, Parks & Recreation Board Meeting, June 13, 1994 - 4 NEW BUSINESS, OTHER BUSINESS: Subdivision plans from Plan Commission No plans were reviewed. June 7 Plan Commission meeting The items from the June 7 Plan Commission meeting relating to the Parks Department were reviewed. Land O'Lakes concession stand fund-raiser The Land O'Lakes ball team requested use of the concession stand at Horn for concessions for fund-raising. Alderwoman Woodard moved to allow fund-raiser, permits to be approved for selling, and the litter generated by their concessions would be their responsibility. Toby Whipple seconded. Motion carried. Parking at Jill's Laundromat when usinq Freedom Square Park The proprietor of Jill's Laundromat has complained about cars parking in their stalls when using the Freedom Square site. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: There was none. ADJOURNMENT: There being no further business, Richard Manchester moved to adjourn, Ron Stephens seconded. The motion carried.
