PRB011094minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, JANUARY 10, 1994 PUBLIC HEARING: The public hearing to discuss a proposed relocation of the public access site on Little Muskego Lake in Idle Isle Park was called to order at 6:00 p.m. by Board President Jerry Hulbert. After Peter Theis, the Parks Director, reviewed the proposed plan, the floor was open to comments from the general public in attendance. GUESTS: (see attached list) Comments 1. 2. 3. 4. 5. 6. I. 8. 9. 10. 11. 12. 13. 14. Question was raised about motor loading. Question was raised about resurfacing drive. Concern expressed about the speeds of boats near old launch. Water Bugs concern about what their options are if the new launch is placed where their current pier is. Concern raised about adding additional parking for cars and trailers. Most people preferred two piers on sides. Concern raised about need for dredging both for installation and on an on-going basis. Dave Taube suggested that the old site is best and the old site should be improved. Pier down center would cause problems for both weed cutting equipment and ski jump. It was suggested that the old pier have a gate across it so it could be used for the weed cutting equipment. A concern about the current sea wall around the corner. Needs to be improved to prevent soil from going through railroad ties. Perhaps the railroad ties could be removed and stones put in place. A concern about using the new launch for the heavy weed cutting equipment. Water Bugs would like to have a location to the west of new launch. The public hearing closed at 6:55 p.m. Minutes, Parks & Recreation Board Meeting, January 10, 1994 - 2 The monthly meeting of the Parks and Recreation Board, City of a Muskego, was called to order at 7:00 p.m. by Board President Jerry Hulbert. PRESENT: Jim Dumke, Jerald Hulbert, Richard Manchester, Howard Schneider, Ron Stephens, Ald. Donna Woodard, Adele Kehoe (departed at 7:25 p.m), Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director) GUESTS: see attached list APPROVAL OF MINUTES: Richard Manchester moved to approve, as mailed, the minutes of the December 13 meeting. Ron Stephens seconded. Motion carried. PERSONAL APPEARANCES: There was none. WRITTEN CORRESPONDENCE: There was none. OLD BUSINESS: l Community Survey The Board reviewed the community survey proposed for 1994 and made the comment that the printing would need to be larger. Biq Muskeqo Lake access proposal Pete reported to the Board that the City accepted the gift of land for the lake access. The Board members assume the club will continue to be involved with this project and will supply some funds. DEPARTMENT REPORTS: RECREATION Proqram Status Gordy reported that the bus for the senior tours this year will be leaving from Hardee's, not City Hall. Gordy will be going to "Sign Up Software demonstration on January 12, 1994 at Greenfield. Minutes, Parks & Recreation Board Meeting, January 10, 1994 - 3 PARKS a Land acquisition priority list Pete had provided the Board members with a priority list for land acquisition, including sketches of the land areas. The Board reviewed the list and commented as follows: 1. Kurth acquisition completed. 2. City Hall: Pete will check on wetlands and value. 3. Bentley/Dawson: northeast outlot being set aside, leave on priority list as is. 4. Bluhm: Tudor Oaks property may not be available because it is included in PUD (Planned Unit Development). The Board members also reviewed the open space plan. NEW BUSINESS, OTHER BUSINESS: Relocation of Idle Isle Park public access site on Little Muskego Lake Richard Manchester moved to approve the move to this new location. Ron Stephens seconded. Jim Dumke expressed concern about upkeep after launch is installed. Motion passed, all in favor. Pete will have consultants check on cost of ramp for motor launching, two piers on sides and one pier down center. a He will also check on how much dredging is needed. A new launch would also be a time to review launch fees. Subdivision plans from Plan Commission Plum Creek East In the matter of Plum Creek East, the Board members reviewed the plan. Developer will contact Pete about WEPCo. (Wisconsin Electric Power Co.) intersect. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: Jim Dumke noted that the Icetronauts Snowmobile Club had not installed fences at Bluhm Farm Park as they had agreed to do. Snowmobiles are riding over ballfields. Alderwoman Donna Woodard moved to have Pete contact the Club to either install fences by January 15, 1994 or remove trail signs. Richard Manchester seconded. Motion passed, all in favor. ADJOURNMENT: There being no further business, Richard Manchester moved to adjourn. Howard Schneider seconded. Motion passed, all in favor.
