PRB021494minutesMINUTE PARKS & RECREATION BOARD, MONDAY, FEBRUARY The monthly meeting of the Parks and Muskego, was called to order at 6:00 Jerry Hulbert. S CITY OF MUSKEGO 14, 1994 Recreation Board, City of p.m. by Board President PRESENT: Jim Dumke, Jerald Hulbert, Howard Schneider (arrived 6:30 p.m.), Ald. Donna Woodard, Adele Kehoe, Ron Stephens, and Gordon L. Jacobson (Recreation Director) ABSENT: Richard Manchester (excused), Peter Theis (excused) GUESTS: see attached list APPROVAL OF MINUTES: Ron Stephens moved to approve, as mailed, the minutes of the January 10 public hearing and Board meeting. Ald. Donna Woodard seconded. Motion carried. PERSONAL APPEARANCES: Joseph Thibedeau appeared to summarize the M.A.A.'s (Muskego Athletic Association's) proposal for protective fencing at the Bay Lane baseball diamonds. Injuries have occurred with youth boys and older girls leagues. The M.A.A. proposes to split the cost of the fencing with the Parks and Recreation Board. Board concerns of additional maintenance, excavation around diamond where mounded dirt exists, and monetary participation of the school district were discussed. Motion made by Ron Stephens that we accept the concept of the fencing contingent upon points 1, 2 and 3 of Pete Theis' memo and participation of the school district so that the financing be set at 50% M.A.A., 25% Parks and Recreation Department, 25% School Board. Motion carried. This item will be on the agenda for the March meeting. WRITTEN CORRESPONDENCE: The Board members reviewed a report on Outdoor Ice Rinks submitted by the Parks Director. The Board would like Pete to start researching possible locations for an ice rink with possible costs. This item will be on the agenda for the March meeting. Minutes, Parks & Recreation Board Meeting, February 14, 1994 - 2 OLD BUSINESS: Bike Trail Extension Hwy L/DOT Grant In regard to the Muskego Recreation Trail extension along Highway L, we are still short two properties along the trail. Grant monies need to be spent in 1994. Motion made by Alderwoman Woodard to accept participation in the Highway L extension to the bike trail, seconded by Jim Dumke. Motion passed. Pete was requested to measure the right-of-way. Bloodborne Pathoqens Plan update Mayor De Angelis stated that a comprehensive citywide plan is not feasible. Each department will have to train their own people. Parks and Recreation Board will need to formulate their own plan. Freedom Acres tennis courts update The Freedom Square residents have stated that they are willing to donate the tennis courts at Freedom Square. Mayor De Angelis shared with the Board the process of acquiring the courts should the Board so choose. The property should be available by May. Motion made by Ron Stephens to accept the donation of the .861 acres of land with existing tennis courts. Second was made by Howard Schneider. Motion passed. This should be an agenda item for the March meeting. Icetronauts--Bluhm Park fence for snowmobile trail The fence is now up and meets the Park Director's approval. DEPARTMENT REPORTS: RECREATION Program Status A request has been made to Gordy for an "astronomy opportunity" to use the telescope at the high school. Gordy will look into it. Programming at Jensen is back on schedule after the water problems during the cold snap. Gordy brought to the Board's attention the concerns of Scott Kugi, Activities Director for the School District, regarding the lack of staff needed to monitor the co-ret volleyball league and not rely on referees to monitor. Gordy will bring info back to the Board regarding the Youth Activities program similar to Glendale Recreation and Community Services. Reqistration software workshop update SPSI will research and meet with several local communities' Park and Recreation Departments to see if it is feasible to write a program that the City can use for the AS400. Greenfield is Minutes, Parks & Recreation Board Meeting, February 14, 1994 - 3 currently usinq a PC-based software called "RecWare" and is very 0 pleased with the results. Addition of a third proqram book Gordy would like to add a third program book so that there would be a summer book, fall book, and winter-spring book. Gordy will research the cost and bring back more information later. Bluhm Park rental procedures Rental requests usually start in May. Gordy has already been approached about rental for this summer. There was discussion of rental of Bluhm Farm Park and direction given to Gordy. SAM'S Club membership Gordy has been approached by SAM'S Club in Franklin. The Board discussed the possibility. PARKS No report. Parks Director vacationing. NEW BUSINESS, OTHER BUSINESS: Subdivision plans from Plan Commission l The Board reviewed Apple Tree and Plum Creek plans. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: There was none. ADJOURNMENT: There being no further business, Jim Dumke moved to adjourn. Howard Schneider seconded. Motion passed, all in favor.
