PRB080894minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, AUGUST 8. 1994 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 5:03 p.m. by President Jerald Hulbert. PRESENT: Jerald Hulbert, Adele Kehoe, Ron Stephens, Howard Schneider, Toby Whipple, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director) ABSENT: Richard Manchester (excused), Ald. Donna Woodard (excused) GUESTS: (see attached list) APPROVAL OF MINUTES: Ron Stephens moved to approve, as mailed, the minutes of the July 11th Board meeting. Toby Whipple seconded. Motion carried. PERSONAL APPEARANCES: Horn Field concerns In lieu of their personal appearance, Janice and Clyde Heckert sent a letter to the Board regarding Horn Field. Snowmobile trails review Robert Heiser approached the Board, representing Muskego Icetronauts, seeking approval of agreement for using trails similar to last year's agreement. Motion was made by Ron Stephens to use same trails as last year until notified differently (Bluhm Farm Park, Denoon Park and Lake Access #17.) Howard Schneider seconded. Motion passed. Big Muskeqo Lake launch site Mr. Ed Herda brought proposed plans for launch to share with the Board members. DNR (Wisconsin Department of Natural Resources) recommends 43 parking places based on the acreage of the lake. Funds for building will be funded by Operation Comeback and DNR cost-sharing. Funds ($1,700) for surveying and legal fees from Parks Dedication Account. Motion made by Howard Schneider to approve layout and design. Ron Stephens seconded. Motion passed. Minutes, Parks & Recreation Board Meeting, August 8, 1994 - 2 PARK TOUR: The Board members and interested citizens departed at 5:30 p.m. to take a bus tour of the City parks and park lands. (COPY of the itinerary filed with the minutes.) The Board members returned to City Hall to continue discussion of the remaining agenda items. WRITTEN CORRESPONDENCE: Sale of beer at Horn Field during Community Fest Mr. Jim Haag, representing the Land 0' Lakes Baseball Team, sent a written request to the Board for approval to sell beer on the premises at Horn Field during Community Fest, August 21 and August 28, for the purpose of raising funds for their team. Motion made by Ron Stephens to approve Mr. Haag's request to sell beer for these two dates only. Howard Schneider seconded. Motion carried. Water park request The Board was in receipt of a request from The Schillaci Family for the establishment of a water park in Muskego. The Board members discussed the idea. OLD BUSINESS: None. DEPARTMENT REPORTS: RECREATION Salaries and computer materials budqet request for 1995 Gordy will be requesting items at the September budget meeting. Community survey drawinq The McCoy family on Sue Marie Lane is the winner of $100 gift certificate for recreation programs. Teen program The program will start in January. At this point, it will be a school program. Gordy is making himself available for help. Minutes, Parks & Recreation Boar&Meeting, August 8, 1994 - 3 l PARKS Waqes and salaries request for 1995 budqet August 18, the figures for 1995 wages and salaries are due at clerk's office. Pete will be requesting one additional full-time parks maintenance person for 1995. He is requesting a seasonal parks ranger for 14 weeks during the summer and two baseball workers for 14 Saturdays and 3 weekend tournaments. Adele Kehoe moved to accept Pete's proposal. Toby Whipple seconded. Motion carried. Community Fest overflow parkinq request Ron Stephens moved to allow the extra parking providing Pete designate the appropriate contact person in the event of rain so lawn will not be ruined. Toby Whipple seconded. Motion passed. Summary of July 18th W.E.P.Co. trail meeting Pete provided President Jerry Hulbert with a summary of the July 18th meeting he attended on the community trail network. The committee is looking for a name for the trail. Pete is concerned that the Muskego portion not lose its identity. Waukesha County does not intend to charge for the use of the trail if they oversee the trail. Two Fox River crossings and a crossing over I-43 need to be addressed. Plum Creek path update The Board members observed the progress of the paths at Plum Creek during the tour. NEW BUSINESS, OTHER BUSINESS: Subdivision plans from Plan Commission There were none this month for the Board to review. Athletic field usage fees Ron Stephens moved that the fees for the Muskego Kickers Soccer Club are waived through spring of 1995. Fee structure to be reviewed at that time. Adele Kehoe seconded. Motion passed. Toby Whipple abstained from voting. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: Recreation fees Recreation fees could be placed in appropriate areas. ADJOURNMENT: There being no further business, Adele Kehoe moved to adjourn, Howard Schneider seconded. The motion carried.
