MONDAY, SEPTEMBER 13, 1993
The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:00 p.m. by Board President
Jerry Hulbert.
PRESENT: Adele Kehoe (excused at 1O:OO p.m.), Jim Dumke, Ron Stephens, Howard Schneider, Jerald Hulbert, Alderwoman Donna Woodard, Gordon L. Jacobson (Recreation Director), and Pete Theis (Parks Director).
ABSENT: Richard Manchester

APPROVAL OF MINUTES:
Ron Stephens moved, Jim Dumke seconded, to approve the minutes
of the August 9th Board meeting as mailed. Motion passed, all
in favor. l PERSONAL APPEARANCES:
Siqns on Lake Drive
Mr. Bernardt Larsen was present to request to have signs taken
down and put up a realistic sign. Peter will talk to Police
Department and will give Board members direction for next month.
Muskeqo Historical Societv--1994 budget
Ron Stephens made motion to accept budget for $880. Howard
Schneider seconded. Motion carried.
WRITTEN CORRESPONDENCE:
There was none.
OLD BUSINESS:
Muskego Kickers request for portable toilets at Denoon Park
Adele Kehoe made motion to put one portable toilet for two
months at Denoon Park. Alderwoman Woodard seconded. Motion carried.

Lions Park water test results
The Lions Park water test results were unsafe. Pete will contact the Wisconsin Department of Natural Resources to get the
September 30th deadline extended to correct the situation.
Park Dedication fee structure update
Park fee from $400 to $600 reviewed.
Addendum review to Subdividers' Handbook
All future parkland developments and subdivisions will be
requested to make trail connections with reasonable distances to all parkland and recreational facilities. Ron Stephens made
motion to send addendum to Plan Department. Howard Schneider seconded. Motion carried. (Proposed Addendum to Subdivider's
Procedural Guide is attached to these minutes.)

RECREATION
Proqram Status
Registration is going well. There are many waiting lists.
1994 Recreation Budget review
Parks and Recreation Board members reviewed the 1994 Recreation
Budget. Ron Stephens made motion to accept. Alderwoman Woodard
seconded. Motion carried.
Muskeqo Public Access Group 1994 Budqet review
The Board members reviewed the Cable Club budget. Park and
Recreation Board members support concept of increased quality of
accessibility. Due to lack of representation of Cable Club, the
Board gave no recommendation. Adele Kehoe made motion. Ron
Stephens seconded. Motion carried.
PARKS
Parks 1994 Operatinq Budqet review
The Board members reviewed the operating budget and Jim Dumke
made motion to accept. Howard Schneider seconded. Motion
carried.
Parks Capital Outlay Budqet
The capital outlay budget for Parks was reviewed. Ron Stephens
made motion to accept and Alderwoman Woodard seconded. Motion carried.

Parks Dedication Budget
The budget for Parks Dedication Fund was reviewed and was discussed. Alderwoman Woodard moved to accept budget, deleting
$1,500 for 1994 Denoon Park walkway improvements and request monies to make the walkway improvements in 1993. Ron Stephens
seconded. Motion carried.
Park Dedication Fund carry-over request
Board members reviewed the carry-over requests for the Park Dedication Fund. Howard Schneider made motion to accept the
request, less the Bellview Ponds expenditure. Ron Stephens
seconded. Motion carried.
Budqet transfer requests for 1993
Alder-woman Woodard moved to recommend the transfer requests as submitted by Pete. Jim Dumke seconded. Motion carried.
NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
Kimberly Estates--preliminary plan
In the matter of the Kimberly Estates preliminary plan, the
Board members reviewed the plan and were concerned about the pedestrian path.
Muskeqofest follow-up discussion
The Board members recommended to Pete to send a letter to the
committee addressing concerns discussed.
Tournament policy
Alderwoman Woodard made motion to accept revised copy of
Tournament Policy. Ron Stephens seconded. Motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
There was none.
ADJOURNMENT:
There being no further business, Jim Dumke moved to adjourn.
Howard Schneider seconded. Motion carried. The meeting
adjourned at 11:25 p.m.

PROPOSED ADDENDUM TO SUBDIVIDER'S PROCEDURAL GUIDE
1. OFF-ROAD TRAILS
The Muskego Parks and Recreation Board envisions a
community linked together by a system of safe and functional
off-road recreation trails, for such activities as hiking,
biking, cross-country skiing, and nature study to meet the needs of the residents of the City of Muskego.
Under the Park and Open Space Plan for the City of
Muskego, it is recommended that a citywide system of
supplementary local trails be developed to connect the
existing and planned City of Muskego park and open space
sites and Muskego County Park (Waukesha County Park System).
This local trail system would be incorporated along all
types of city streets as described on Map 6, page 41 of the
City of Muskego Comprehensive Land Use Plan (see attachment
#1 listing the existing or proposed trails).
It is further envisioned that the proposed City of
Muskego trail system would eventually connect to the existing Milwaukee County Root River Parkway and Trail to
the east, to the existing Racine County Waterford-Wind Lake
Trail to the south, to the proposed Waukesha County Fox River Parkway and Trail to the west, and to the New Berlin
recreation trail to the north.
Under this proposal, the Muskego City trail system
would be located primarily along the Wisconsin Electric Power Company (WEPCo) right-of-way and along existing road
right-of-way as shown on Map 8, page 34 of the Park and Open
Space Plan for the City of Muskego, available for inspection
at City Hall.
Concludinq Statement
As indicated by the narrative and mapped on attachment #2,
off-road trails utilize all types of streets in the City of
Muskego's highway system. The Parks and Recreation Board has requested the placement of a trail system along principal
arterials (Janesville Road, Highway 36), minor arterials (Crowbar Road, Pioneer Drive, County Highway 00, Durham Drive),
collectors (Lannon Drive, Muskego Dam Road) and on several Land
Accesses (local streets). All future land developments and subdivisions will be requested to make trail connections within reasonable distances to all parkland and recreational facilities.
