PRB110893minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, NOVEMBER 8, 1993 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to drder at 6:02 p.m. by Board President Jerry Hulbert. PRESENT: Adele Kehoe, Jim Dumke (arrived at 6:30 p.m.) Ron Stephens, Howard Schneider, Jerald Hulbert, Alderwoman Donna Woodard, Gordon L. Jacobson (Recreation Director), and Pete Theis (Parks Director). ABSENT: Richard Manchester (excused) GUESTS: see attached list APPROVAL OF MINUTES: Ron Stephens moved to approve, as mailed, the minutes of the October 11 meeting. Adele Kehoe seconded. Motion carried, 7-O. PERSONAL APPEARANCES: Tony Zinski of the Muskego Icetronauts appeared in person before the Board to request approval of a snowmobile trail through Bluhm Farm Park. Ron Stephens made motion to accept the proposed trail route through Bluhm Farm Park, noting that snowmobiling is limited in the park area to the designate trail within the guidelines of a properly installed orange safety fence with adequate signage to the City right-of-way, 15 feet from roadways. Jim Dumke seconded. Motion carried. WRITTEN CORRESPONDENCE: The Board was in receipt of a letter from Mike Nitka requesting that monies from the Ringers Wrestling program be used to purchase equipment for the high school weight room. The Board members took no action. This item will be placed on the December agenda. Gordon was requested to send correspondence to Mr. Jim Schmitz. OLD BUSINESS: Pool rental procedure In regard to the office procedures in taking reservations for the rental of the Muskego High School pool, Ald. Woodard Minutes, Parks & Recreation Board Meeting, November 0, 1993 - 2 a made motion to accept revised pool rental procedure to read "10 working days." Ron Stephens seconded. Motion carried. Muskegofest Restoration of the area is being completed as requested. Bridgeport Way update Ron Stephens made motion to put bike path in this year and Finance Committee should not release funds until bike path is installed and accept moving of the fire hydrants if done this year. Adele Kehoe seconded. Motion carried. Denoon Park walkway Howard Schneider made motion to transfer funds. Ron Stephens seconded. Peter was requested to get another bid, but not to exceed $3,750. Motion carried. DEPARTMENT REPORTS: RECREATION Proqram Status a For the Spooktacular program held October 23, 600 kids were registered. Actual attendance exceeded 2,000 people. The program was very successful. Alderman Misko said Gordon should be commended on his job with Spooktacular. Gordon noted that it was a group effort that brought the program all together. Notice for dance instructor will be posted as well as WSI and arts and craft instructors. Opinion Survey to be included in 1994 summer brochure This item was deferred to the December meeting for further review. The Board members would like the survey condensed to two pages. Baseball/Softball facilities survey The Board reviewed the baseball/softball facilities survey as presented by Gordon. Board members recommended Gordon send out an amended survey and Jim Dumke so moved. Alderwoman Woodard seconded. Motion carried. PARKS Idle Isle boat launch relocation There has been some reconsideration of moving the Idle Isle boat a launch. The Board members recommended this item be on the Minutes, Parks & Recreation Board Meeting, November 8, 1993 - 3 January agenda. They would like to get some public input on the relocation. Garbaqe removal/disposal issue Pete reported that with the City-wide garbage/recycling service starting in 1994, the Parks would be allowed 52 trips a year. 1994 budqet(s) status The Board members had received copies of the 1994 proposed budget to review. Regarding personnel for 1994: Pete explained that the 560 additional seasonal hours will be used year-round as a substitute for the 2,080 hours not approved. Also, the additional 112 hours for baseball workers was a request to meet already existing needs in that program (increased Friday diamonds usage) not to expand the program (new high school fields). Combined with capital budget disapprovals (tractor), Peter feels that the high school diamonds should only be incorporated into the school district's lease agreement as a "play as is" maintained facility, or users make their requests for the usage of these diamonds directly through the school district. Bike path extension Peter reported that the Horn Field bike path extension has been completed and the Canfield Drive path will be paved this week. Handicap accessible pier Plans and documents for the handicap accessible pier at Idle Isle have been finalized and Shoremaster will install next week weather permitting. NEW BUSINESS, OTHER BUSINESS: Subdivision plans from Plan Commission There were no plans for the Board members to review. Election of officers No action was taken.
