PRB071293minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, JULY 12, 1993 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:Ol p.m. by Board President Jerry Hulbert. PRESENT: Alderwoman Donna Woodard, Jim Dumke, Ron Stephens, Jerald Hulbert, Howard Schneider (arrived at 9:45 p.m.), Peter Theis (Parks Director), and Gordon L. Jacobson (Recreation Director) EXCUSED: Adele Kehoe, Richard Manchester GUESTS: see attached list APPROVAL OF MINUTES: Ron Stephens moved, Alderwoman Woodard seconded, to approve the minutes of the June 14th Board meeting as mailed. Motion carried, 3-O. Note: Freedom Acres did not get to Finance. PERSONAL APPEARANCES: Eaqle Scout project at Denoon Park Mr. Kendall Fredrick appeared before the Board to explain the Eagle Scout project he finished at Denoon Park. Lake Access #8 concerns Mr. William McGowan voiced his complaints about the maintenance of shore area of Lake Access #8. The Board members suggested a group from the area get together to clean it up. If they do get together for clean up, Pete Theis will arrange to haul away the material. Milwaukee Kickers qoals of proqram Mr. Toby Whipple reported on the new soccer program in Muskego. There will be an organizational meeting on August 2 and coaches' training at Denoon Park on August 19 and August 24. The soccer season will begin the Saturday after Labor Day and continue for eight weeks. All games scheduled for Saturdays at Denoon Park. George Hansen has been excellent in getting this program off the ground. There will be future discussion on securing soccer goals and soccer field availability. Minutes, Parks & Recreation Board Meeting, July 12, 1993 2 M.A.A. flag football field/facility request Mr. Gino Klein presented his field/facility request for the Muskego Athletic Association's flag football program for Ages 8-12. The participants are uniformed in full gear. Last year they played at Bluhm Farm Park. This year they are requesting a scorer's box, goal posts and lining the fields for the season from September 11-October 3. Ron Stephens moved, Alderwoman Woodard seconded, that they be allowed to place a removable scorer's box per department staff approval. Motion passed, 3-O. WRITTEN CORRESPONDENCE: Idle Isle parking Pete handed out a letter from Jerry Hayden of the Water Bugs. The letter states that an officer should have ticketed cars that were parked on the grass. A copy of the letter was forwarded to the police department. The Board members also reviewed a letter from Chief Johnson regarding Idle Isle parking; points 1 through 6 of his letter were discussed. Bluhm Farm Park rental The Board members were in receipt of a letter requesting refund for Bluhm Farm Park rental due to the condition the party found the building in when they arrived and the time they spent cleaning up the facility for their use. Alderwoman Woodard moved to refund $25 to Sandra Hofer because park was not cleaned up after Friday night's ball games because of insufficient overtime funds to cover the expense. Ron Stephens seconded. Motion passed, 3-O. Finance Committee minutes of June 22 Finance Committee sent back the Bridgeport Way issue to the Parks and Recreation Board because easement would need owner's approval to use. Owner (#19) indicated he would not allow this. Alderwoman Woodard moved to postpone putting bike path in. Motion died for lack of a second. Ron Stephens moved to go back to original plan where bike path crosses four lots along Bridgeport Way Lane. Jim Dumke seconded. Discussion. Ron Stephens amended the motion for path to be six foot where needed. Motion passed, 2-Yes, l-No (Alderwoman Woodard). The item will now go back to Finance Committee. DJ request for Bluhm Farm Park rental Party renting Bluhm Farm Park on July 31 has requested a DJ for their event. Ron Stephens moved to okay the DJ, but music must be over by 9:00 p.m. Alderwoman Woodard seconded. Motion passed 3-O. Minutes, Parks & Recreation Board Meeting, July 12, 1993 3 OLD BUSINESS: Janitorial service for hiqh school pool The school district will pay for the janitorial service for the next four years which is the term of the facility agreement. Parks Dedication fee survey Ron Stephens moved to increase our park dedication fees from $400 to $600. Alderwoman Woodard seconded. Motion passed, 3-O. It will be sent to Finance Committee and Common Council for approval. Freedom Acres tennis courts/ponds This was not sent to Finance Committee after the June meeting. It will go to Finance Committee to determine the cost of buying the property. DEPARTMENT REPORTS: RECREATION Program status No questions from the Board members. Gordy is looking into some theater programs, wood sculpture program, and ski lesson programs. Reqistration refund policy Ron Stephens moved to amend refund policy for Item #3 to replace "after the start of the program" to "three days before the start of the program." Alderwoman Woodard seconded. Motion passed, 4-o. PARES Lakefest report Wil Vidal reported that the park needs repair work from cars driving on grass during Lakefest. The LMLA accepts responsibility for the damage and agree to repair. They would like to have until the end of July to complete work. Pete is most concerned about getting it leveled out. BFI dumpster needs to be moved. Also wood chips need to be cleaned up. Ron Stephens moved to extend time to repair park until the end of July, 1993. Alderwoman Woodard seconded. Motion passed, 3-O. Parks Headquarters interior restoration project The interior restoration of the parks headquarters building has been started. It is 30%-40% completed. The contractor is Minutes, Parks & Recreation Board Meeting, July 12, 1993 4 l looking at a completion date of August 16. The parks director will move out of Horn Field building by August 1 for the Safety City program to occupy. DNR pier proqram/bids The bid opening was held; however, for lack of a bid bond and some bids coming in late, the project will be re-bid. Auqust parks tour itinerary There was concerned expressed about complying with the open meeting law; therefore, the parks tour will be an agenda item. The Board will meet at City Hall to begin meeting at 6:00 p.m. After short meeting, the tour will begin and follow the itinerary set up by Pete. The group ,will meet back at City Hall to close the meeting, Muskeqo Recreation Trail specs for subdivider's handbook The Board members reviewed the specs for the bike path to be included in the subdivider's handbook. Pete will have a follow-up report for the August meeting in an attempt to formulate an addendum to this handbook. Lutsch property update Mayor De Angelis was present to confirm the Board's understanding of the agreement for the Lutsch property. "The park will be an addition to Kurth and if a road is put in, the road will be named" after the Lutsch family. NEW BUSINESS, OTHER BUSINESS: Subdivision plans from Plan Commission Lutsch Estates--final In the matter of the Lutsch Estates, the final plan was reviewed by the Board members. Boehm and Heinrich--sketch In the matter of the Boehm and Heinrich sketch, the Board is looking for the bike path connecting the Muskego High School and Parkland South along Woods Road. Ron Stephens moved that we move ahead with a bike path along Woods road on the north side, Jim Dumke seconded. Motion carried, 4-O. Metro Eng. --sketch (Lions Park Drive) In the matter of the Metro Eng. (Lions Park Drive), the Board members reviewed the plans. If Lions Road becomes a cul de sac, then the Board would be looking for some type of walkway or bike path. Concern was expressed about how Kingston Bay would be dredged. Minutes, Parks & Recreation Board Meeting, July 12, 1993 5 Capital Budqet Committee member The Board was asked to designate a member for the Capital Budget Committee. Alderwoman Woodard moved to have Ron Stephens serve on the Capital Budget Committee. Howard Schneider seconded. Motion passed, 4-O. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: Two new softball fields at the Muskego High School were discussed. Pete will need additional help to maintain these. If this additional money is not approved, the department will not request the fields be added to the existing lease agreement with the school district. ADJOURNMENT: There being no further business, Ron Stephens moved to adjourn. Alderwoman Donna Woodard seconded. Motion carried.
