PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY, JANUARY 11, 1993
The monthly meeting of the Parks and Recreation Board, City of
Muskego, was called to order at 6:05 p.m. by Board President
Jerry Hulbert.
PRESENT: Richard Manchester, Fran Burgeson, Alderman Brian Misko, Adele Kehoe, Jerald Hulbert, Jim Dumke, Ron
Stephens, and Peter Theis (Parks Director)

APPROVAL OF MINUTES:
Ron Stephens moved to approve, as mailed, the minutes of the December 14th Board meeting. Alderman Brian Misko seconded. Motion carried.
PERSONAL APPEARANCES:
Access to Idle Isle Park
Mr. Wil Vidal was present to request the Board to approve
access to Idle Isle Park for unloading 5 to 6 trucks carrying
stone, amounting to 68,000 lbs. per truck. They will be responsible for any damage. Alderman Brian Misko moved to use the same agreement as prepared in 1992 with the following
amendments: (1) user agrees to post a Letter of Credit with the City to the satisfaction of the City Clerk, and (21 access
at the bridge is contingent upon the approval of the Public
Works Committee. Adele Kehoe seconded. Discussion followed.
Alderman Misko amended the motion to reflect the new agreement
as of December 29, 1992. The amended motion carried.
Freedom Square tennis courts
Thomas O'Laughlin of the Freedom Square Association informed
the Board that the residents in the neighborhood of the Freedom
Square tennis courts have no problem with the City taking over
ownership and maintenance of the tennis courts. Discussion
followed. Ron Stephens made a motion to contact the property owners to see if they are interested in selling the property to
the City. Alderman Brian Misko seconded. Motion carried.
Bridgeport Way bike path
JoAnn Dziennik questions about the bike path in the
Bridgeport Way subdivision were on the width of the path,

insurance, and the possibility for a walking path along Bay
Lane. She further asked the Board to consider a different
route for the bike path. No action was taken by the Board.
WRITTEN CORRESPONDENCE:
Muskego Chorale singers
The Board members reviewed the letter from Gordy on the Muskego
Chorale's printing costs for music. Richard Manchester made a
motion that the cost of printing and copies be taken out of the
$800 budgeted for the Chorale. James Dumke seconded.
Discussion followed. Richard Manchester withdrew his motion.
Ron Stephens moved to approve the funds for the printing on a one-time basis. Adele Kehoe seconded. Motion carried.
Kurth Park property taxes
The Board members were in receipt of a letter from the City
Clerk on the Kurth Park property taxes. Ron Stephens moved to
defer for clarification. Alderman Brian Misko seconded.
Motion carried.
OLD BUSINESS:
There was no Old Business listed for this meeting.
DEPARTMENT REPORTS:
PARKS
D.N.R. pier funding program
Representatives from the Little Muskego Lake Association were
present and inquired about the length of the pier, would it be
in the water year-round, how will the pier be anchored, can
boats tie up to it? The members of the association expressed
positive interest; however, had concerns about the design and
length.
Idle Isle launch site
Pete informed the Board that DNR funds match up to 60% for the
Idle Isle launch. There are funds available for 1994. The
Board instructed Pete to find out the cost of putting in a new
launch.
Parks Headquarters Building interior renovation
The status of the interior remodeling was discussed and no
action was taken. The Board members support the plan in its
present form. Peter had received a report from Ruekert &
Mielke on the renovation. Richard Manchester moved that if the
project must go out for bid, that the engineering costs also be

bid out and the costs not come out of the original funds. Ron
Stephens seconded. Motion carried.
Mill Valley incident of 8/15/90
Pete had received a letter from the Attorney Winkler stating
there would be no appeal, the item was closed. The Board would
like to know whether or not the City's insurance premium would be increased.
HWy UL" path
Pete informed the Board members that it would cost $3,800 to locate the bike path on the north side. Richard Manchester
moved to have Pete petition the County to use the right-of-way
on the north side of Highway L for bike/walk path. Fran
Burgeson seconded. Motion carried.
Idle Isle concession stand,
Judi and Ken Grenz have informed the Parks, Director that they
will not be renewing the Idle Isle concession stand lease for
1993. Ron Stephens made a motion that the Parks and Recreation
Department run an ad to lease the concession stand at the same rates as 1992 and the same contract. Alderman Brian Misko
seconded. Motion carried.
Tractor quotes
A review of the quotes for a new tractor was deferred until
additional quotes are rec,eived.
RECREATION
Tennis court usage request,
Alderman Brian Misko made a motion to defer Sandy Hassemer's request for tennis court usage until the February meeting when
Gordy would be present. Ron Stephens seconded. Motion carried.
NEW BUSINESS, OTHER BUSINESS
Foxboro North subdivisi,on plans
In the matter of the Foxboro North plans, the Board reviewed.
Candlewood Creek subdivi,sion plans
In the matter of the Candlewood Creek plans, the Board reviewed.

COMMUNICATIONS & MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Parks Master Plan
Two properties are for Sale: (1) Tax Key #2201.992 and (2) Tax
Key #2179.993 & #2179.994. The Parks and Recreation Board
recommended the pursuit of obtaining these properties for
further park use. Alderman Brian Misko and Pete Theis will
serve on the negotiating team.
ADJOURNMENT:
There being no further business, Alderman Brian Misko moved to
adjourn. Ron Stephens seconded. Motion carried. Meeting
adjourned at 9:55 p.m.
