MONDAY, FEBRUARY 8, 1993
The monthly meeting of the Parks and Recreation Board, City of
Muskego, was called to order at 6:04 p.m. by Board President
Jerry Hulbert.
PRESENT: Richard Manchester, Fran Burgeson, Alderman Brian
Misko, Adele Kehoe, Jerald Hulbert, Jim Dumke, Ron Stephens, Peter Theis (Parks Director), and Gordon L. Jacobson (Recreation Director)

APPROVAL OF MINUTES:
Ron Stephens moved to approve, as mailed, the minutes of the
January 11th Board meeting. Richard Manchester seconded.
Motion carried.
PERSONAL APPEARANCES:
Bridqeport Way bike path
Mrs. Dziennik and her neighbors came before the Board again to
request the goal of the City's bike trail and presented a
nine-point opposition to a bike path along Bridgeport Way.
(The petition has been filed with the minutes and a copy of the
points of opposition has been attached to these minutes.) Pete
recapped the City's goal.
Parkinq at Idle Isle for Carp Contest
The Little Muskego Lake Association along with the Little
Muskego Anglers informed the Board members that they are
planning a carp shoot. They are requesting 50 extra parking spots at Idle Isle on June 5. Pete maintained that if grass
parking were allowed, it would have to be weather permitting.
Richard Manchester moved that we approve the plan with Pete's
conditions (weather permitting). Fran Burgeson seconded.
Motion passed.
s.w.A.T.'~ use of pool and pool fees
Joe Valen and Dale Schrank were not in attendance to present
their concerns to the Board.

WRITTEN CORRESPONDENCE:
Mill Valley suit and insurance premiums
A memo was received from City Clerk Jean Marenda stating there
is no impact on the premiums due to the size of the claim.
OLD BUSINESS:
Kurth Park property tax payment clarification
The Board members discussed the taxes for the recentlycacquired
land for Kurth Park. The amount still owed is $800.46. Alderman Brian Misko moved to recommend paying the $800.46 tax
payment on Kurth Park from Park Dedication fees. Ron Stephens
seconded. Motion carried.
Bike trail for Candlewood Creek (Note item Stoney Creek
corrected is Candlewood Creek)
A plan for the bike path through Candlewood Creek needs to be
developed. Richard Manchester made the motion that we
recommend the straightest possible route for the Moorland
extension with bike path consideration through Candlewood Creek
subdivision. Ron Stephens seconded. Motion carried.
DEPARTMENT REPORTS:
RECREATION
Proqram status
Basketball Shooters Camp, Oil Painters's class, Bonsai Tree
Styling class, Parent/Tot Gym Program, and Volleyball Camp for
grades 5-6 are going to be added this summer. Ron Stephens
made the motion, Alderman Brian Misko seconded, to approve
Gordy's program request. Motion carried.
Summer brochure
New brochure will have a new look.
General Facility Aqreement Status
Common Council has approved it, school board has had its first
reading.
Meetinq date for Baseball/Softball Sub-committee
No meeting date set. Gordy will bring back all information
next month.

Senior women's tennis team request
Gordy will research tennis court rental fees and reservation
procedures from other recreation departments.
Playground program status/Summer 1993
Horn Field building may not be available this summer. Gordy is
trying to get construction schedules for the elementary schools. The department is considering elementary schools as possible program sites for the summer. Pete will look for
other possibilities for office space rather than Horn Park.
PARKS
Tractor quotes
The Board members reviewed the tractor quotes. Pete
recommended a Ford featured transmission synchronized
shuttle-shift at a cost of $14,226. Budget allotment is
$17,668. Alderman Brian Misko moved to recommend, Adele Kehoe
seconded, the purchase of the above-mentioned tractor. Motion
carried.
Access aqreements update
Wil Vidal's
Wil withdrew his request.
Pearl Drive residents'
Two residents have dropped out of the project.
Status of Idle Isle projects
Channel dredging and erosion control with area residents
Erosion control curtains will be put in, riprap will be put in place as required by the Wisconsin Department of Natural
Resources.
Boat launch relocation
Pete is requesting Board approval for $4,345 for engineering for the project. Pete will bring in information regarding
their qualifications for engineering. Cost for the launch
would be $22,685; up to 60% can be recovered from the D.N.R.
This will be an agenda item for next month.
Concession stand (response to ad)
One inquiry (no papers taken out) from the ad which was run in
all the community newspapers. Richard Manchester made the motion that we offer the concession stand to the Grenz's at

last year's rate providing they pay past due amount by the end
of this month. If they decline, ad will be put in MILWAUKEE JOURNAL. Ron Stephens seconded. Motion carried.
Waukesha County response reqardinq Hwy "L" path
Waukesha County has responded concerning the Highway "L" path. Pete will work on the sketch and plan and bring it back next
month.
Freedom Acres tennis courts
Actual owners are in Palm Beach, Florida, and Milwaukee,
Wisconsin. Alderman Brian Misko will contact the city attorney
for direction in this matter. This will be on the agenda again.
Shop interior restoration project
PSI Design, Inc. out of Big Bend is being used for
engineering. Pete gave a report on the status of the
restoration project.
Land acquisition(s) report
Ridges subdivision
In the Ridges subdivision, 16 acres are available for purchase.
Kurth Park
In Kurth Park area, an additional 2 acres are available. The
entire property is now for sale. The Board decided to hold off
on design until they can reach a decision on what can be bought.
Status of 1993 seasonal employee
After reconsideration by the Finance Committee, the Parks now have the same seasonal employees as last year.
NEW BUSINESS, OTHER BUSINESS
Waqe increase for Parks Mechanic/Parks Worker/Parks Foreman
position
The Mayor would like to increase Matt's hours for 14 weeks at
foreman position uniformly with other foremen positions. Fran
Burgeson moved, Richard Manchester seconded, to increase Matt's position uniformly with others for the extra 14-week period.
After discussion, motion withdrawn. Ron Stephens made the
motion to send it back to Finance Committee to clarify our role
in setting Park Department salaries. Jim Dumke seconded. Motion carried.

Subdivision plans from Plan Commission
Plum Creek
In the matter of Plum Creek, Parade of Homes will be held in Plum Creek this fall. The Board reviewed the revised plat.
(Adele Kehoe was excused at 1O:OO p.m.)
Candlewood Creek
In the matter of Candlewood Creek, the Board looked over the
plans.
Rufus & Merle Lowe
In the matter of Rufus & Merle Lowe, the Board indicated it
looked like a good compromise.
Lakeview Highlands Addition #2
In the matter of Lakeview Highlands Addition #2, the Board
looked at outlot for addition to present parkland.
COMMUNICATIONS & MISCELLANEOUS BUSINESS AS AUTHORIZED By LAW
The Board reviewed the information on the Canfield connection to bike trail. Funding of $3,310 was approved in 1991, but due
to a water main connection pending the trail was not done. Public Works Committee wanted clarification from the Parks and
Recreation Board on the path's width. Richard Manchester
moved, Jim Dumke seconded, to make Canfield connection to bike
trail eight (8') foot to be uniform and also accessible to
emergency vehicles. Motion carried.
ADJOURNMENT:
There being no further business, Alderman Brian Misko moved to
adjourn. Richard Manchester seconded. Motion carried.

REASONS FOR CITIZENS OPPOSITION TO
OFF ROAD BIKE PATH ALONG BRIDGEPORT WAY
As proposed bike path ends at Bay Lane, we are concerned about
the unsafe conditions for bike riders along Bay Lane
Bay Lane Principal is not in favor of a bike path and does not + To rq '&w
want children riding bikes or walking to Bay Lane or Country
Meadows School.
Muskego Athletic Association encourages parental involvement in
summer program utilizing Bay Lane baseball fields and
discourages children from traveling on Bay Lane (especially with
the heavy traffic and with parked cars on Bay Lane during
baseball practices and games.)
Petition of residents (and lot owners) opposing bike path,
50 regidents and lot owners names appear on this petition
voicing their opposition.
Is this the best use for $4150.00 of park dedication fees? J
Could this money be used to develope a safe, off road bike path
along Janesville Road or be used to begin development of
Parkland Plaza?
Uncertain time frame of development to the west of bike path.
This bike path would be only approximately 551 feet long and
would dead end into a farmers field.
What is the purpose of the proposed bike path which would run
parallel to the existing WEPCO (Wisconsin Electric Power
Company) bike path which is only .2 mile to the e?
Plan of the proposed path (5 feet of grass off the road with an
8' wide asphalt path) which was agreed to by the Park and
Recreation Board and the Developer conflicts with placement of
fire hydrants and utility pole. Was this plan thoroughly
thought through?
Lack of willingness by the Park and Recreation Board to
commuriicate with residents regarding installation of proposed
bike path, why?
