PRB121393minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, DECEMBER 13, 1993 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:02 p.m. by Board President Jerry Hulbert. PRESENT: Jim Dumke, Jerald Hulbert, Richard Manchester, Howard Schneider, Ron Stephens, Ald. Donna Woodard, Adele Xehoe (late arrival), Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director) GUESTS: see attached list APPROVAL OF MINUTES: Howard Schneider moved to approve, as mailed, the minutes of the November 8 meeting. Ron Stephens seconded. Motion carried. PERSONAL APPEARANCES: Mayor De Angelis informed the Board members that the Bass Bay Sportsman Association desires to donate their land consisting of five or more acres to the City of Muskego to be improved for a public access on Big Muskego Lake. Ron Stephens moved, Ald. Woodard seconded, to accept the donation of land for a Big Muskego Lake access site. Motion approved unanimously. WRITTEN CORRESPONDENCE: The Board members reviewed several letters received in response to Ald. Woodard's letter to residents regarding the Bridgeport Way bike path. Ald. Woodard moved, Jim Dumke seconded, to give homeowners the option of having bike path cross driveway. Homeowners are to have driveways staked out or paved 30 days prior to bike path installation. Motion approved. OLD BUSINESS: Election of Officers President Ron Stephens moved to nominate Jerry Hulbert for President. Jim Dumke seconded. Motion approved. No other nominations. Ron Stevens moved to elect Jerry Hulbert to hold the office of President of the Parks and Recreation Board. Jim Dumke seconded. Motion approved. Minutes, Parks & Recreation Board Meeting, December 13, 1993 - 2 Vice-President Jim Dumke moved to nominate Ron Stephens for Vice-President. Ald. Woodard seconded. Motion approved. No other nominations. Jim Dumke moved to elect Ron Stephens to hold the office of Vice-President of the Parks and Recreation Board. Ald. Woodard seconded. Motion approved. Secretary Ron Stephens moved to nominate Adele Kehoe for Secretary. Richard Manchester seconded. Motion approved. No other nominations. Ron Stephens moved to elect Adele Kehoe to hold the office of Secretary of the Parks and Recreation Board. Richard Manchester seconded. Motion approved. Ron Stephens further moved that in regards to the recording of minutes, the Board members will rotate this duty monthly. Jim Dumke seconded. Motion approved. Mike Nitka request for funds from Rinqer wrestlinq proqram Ron Stephens moved, Ald. Woodard seconded, to pay 50% of fees approved to Mr. Jim Schmitt of Marquette University wrestling program. Motion approved. Ron Stephens moved, Howard Schneider seconded, to recommend spending up to $558.50 for a refrigerator for children's programs at Jensen Center or Born Park. Motion approved. Muskeqo Hiqh School ball diamond usaqe for 1994 After discussion, the Board decided Gordy will initiate including the two ball diamonds into the Joint City/School District Facility Agreement. An estimated maintenance fee schedule was reviewed by the Board as to how the addition of these two fields will effect the cost passed on to the organizations and leagues in 1994. Community survey Gordy will attempt to shorten the survey. The Board will review again in January. DEPARTMENT REPORTS: RECREATION Proqram Status Gordy reviewed the fall program status report with the Board. Bloodborne Pathoqens Exposure Control Plan Gordy has a rough draft in place and is waiting for a City-wide plan to be developed. Minutes, Parks & Recreation Board Meeting, December 13, 1993 - 3 Recoqnition of Recreation Supervisor George Hansen was recognized by the National Youth Sports Coaches Association for training 80 youth sport coaches in 1993. PARKS Format for public hearing on Idle Isle boat launch The hearing to take place on January 10 at 6:00 p.m. Notification to be given in THE MUSKEGO SUN and on public access channel. Final budqet fiqures for 1994 The Board members reviewed the adopted 1994 Parks Operating Budget, 1994 Parks Capital Budget, and 1994 Parks Dedication Budget. NEW BUSINESS, OTHER BUSINESS: Subdivision plans from Plan Commission Lakeview Highlands North In the matter of Lakeview Highlands North, Howard Schneider moved to have a study of outlots #l and #2 and environmental corridor to preserve same. Ron Stephens seconded. Motion approved. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: There was none. ADJOURNMENT: There being no further business, Richard Manchester moved to adjourn. Ron Stephens seconded. Motion approved.
