PRB091492minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, SEPTEMBER 14, 1992 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:07 p.m. by Board President Jerry Hulbert. PRESENT: Richard Manchester, Fran Burgeson, Alderman Brian Misko, Adele Kehoe, Jerald Hulbert, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director) ABSENT: aim Dumke (excused), Ron Stephens (excused) GUESTS: John Johnson, Tony Zinski, Kathy Chiaverotti, Joe Schlafer, Mayor Salentine APPROVAL OF MINUTES: Alderman Brian Misko moved to approve the minutes of the August 10th Board meeting as mailed. Richard Manchester seconded. Motion carried. Adele Kehoe moved to approve the minutes of the August 24th Muskego Recreation Trail Sub-committee meeting. Alderman Misko seconded. Motion carried. The minutes were approved as mailed. Richard Manchester moved to approve the minutes of the Special Board meeting held August 24, as mailed. Adele Kehoe seconded. Motion carried. PERSONAL APPEARANCES: Muskegofest The Board members had received a letter Parks Director Pete Theis had sent to the Muskegofest Committee as a followup to the event. John Johnson was present to respond to the letter. The early setup was due to predicted rains. The takedown was mostly done on Monday except for a few items; i.e., Pepsi equipment. Ruts are to be filled in. The Department of Public Works tentatively agreed to do some further grass restoration to areas where previous seeding did not take. The committee is proposing a gravel path through the grounds. Alderman Brian Misko moved to amend the site plan to put in gravel path. Richard Manchester seconded. Motion carried. Adele Kehoe moved, Alderman Misko seconded, to amend time schedule for Community Festival arrival date for equipment, etc. to Monday before until the Monday following. Motion carried. The Board asked that the Committee advise equestrians to stay off bike path. Minutes, Parks & Recreation Board Meeting, September 14, 1992 2 l Muskego Recreation Trail Joe Schlafer, 1731 S 115th Court, West Allis was present and offered to volunteer to help improve the bike path. Icetronauts snowmobile trail--Denoon Park Tony Zinski was present to request approval for their snowmobile trail through Denoon Park. Peter Theis would like to put Lion's Park and Lake Access #17 and Denoon Park Trail on an annual review basis. Alderman Brian Misko moved, Adele Kehoe seconded, to approve use of Lion's Park, Lake Access #17 and Denoon Park Trail as part of Icetronaut's snowmobile trail with an annual review by Parks and Recreation Board. Motion carried. WRITTEN CORRESPONDBNCE: Thomas Millonzi resignation The Board members had received a letter from Board Member Tom Millonzi stating that he could no longer serve on the Board. Alderman Misko moved that a letter of appreciation be given to Thomas Millonzi for the three and a half years of service to the City. Adele Kehoe seconded. Motion carried. a OLD BUSINESS: Election of Officers Adele Kehoe moved to defer election. Richard Manchester seconded. Motion carried. Recreation requirements for new land divisions PUD (Planned Urban Development)--what to ask for for the 10%; also if amenity is not put in either. Lake Access The Board members discussed possible solutions to the problems at the lake accesses. "No Launching" signs, "No Trailer Parking" signs, and barricades using chain or railroad ties were proposed solutions. S.W.A.T. The Board members discussed the S.W.A.T. program and came up with the following agreement: Adele Kehoe moved, Alderman Misko seconded, that the South West a Aquatic Team be offered rental of the Muskego High School pool at a rate of $lS/hour, plus a charge of $6/hour supervisory pay Minutes, Parks & Recreation Board Meeting, September 14, 1992 3 for Parks and Recreation Department personnel providing they can provide and agree to the following: (1) Proof of 100% Muskego residency, (2) Certificate of liability insurance in the amount of one million dollars, signed, dated and a contact person to be provided, (3) Agreement to make restitution for any Muskego High School equipment or Parks and Recreation Department equipment damaged during their rental time. This agreement will be re-evaluated at the end of one year, at which time the rental rate will be determined by the rental rate the Parks and Recreation Board charges all other groups. The SCUBA program will be offered the same opportunity. Strict adherence to time schedules will be required by both groups. Keys to pool area only through the Parks and Recreation Department supervisors. Motion carried. The Board members directed Gordy to forward a letter to S.W.A.T.'s Board of Directors informing them of the Board's decision. DEPARTMENT REPORTS: PARKS Shop status update Pete reported that an agreement had been sent to the contractor by the City Clerk. The contractor provided a paint color chart for review. Adele Kehoe moved to approve exterior color for building and to add a stripe with contrasting color. Fran Burgeson seconded. Motion carried. Parks Operating Budget The Board members had received copies of the budget in the packets. Richard Manchester moved to accept as amended the Parks Operating Budget. Fran Burgeson seconded. Motion carried. Parks Capital Outlay Richard Manchester moved to accept as presented and amended with addition of #5 on page 32 the Parks Capital Outlay Budget. Alderman Misko seconded. Motion carried. Parks Dedication Budget Richard Manchester moved to accept the Parks Dedication Budget as amended with Item No. 6 moved to Capital Budget. Fran Burgeson seconded. Motion carried. Minutes, Parks & Recreation Board 1992 4 Muskego Historical Society Budget Meeting, September 14, Richard Manchester moved to accept the Muskego Historical Society Budget as presented. Fran Burgeson seconded. Motion carried. RECREATION Recreation Operating Budget Alderman Misko moved to accept as amended the Recreation Operating Budget. Fran Burgeson seconded. Motion carried. Capital Budget Alderman Misko moved to accept as presented the Recreation Capital Budget. Richard Manchester seconded. Motion carried. Cable Club Budget Fran Burqeson moved to accept as presented the Muskeqo Public Access Group (Cable Club) Budget. Alderman Brian Misko seconded. Motion carried. NEW BUSINESS, OTHER BUSINESS: Subdivision plans from Plan Commission Plum Creek In the matter of Plum Creek, Alderman Misko moved, Richard Manchester seconded, that the wetlands be attached to the outlot and be held in common ownership providing original parkland remains the same as in earlier plot; also, that $10,000 be provided for park improvements subject to review by the Parks and Recreation Board to be completed when 50% of the lots are sold. Should the $10,000 not be used for park improvement, the full $10,000 will revert to the Parks and Recreation Board. Motion carried. Foxboro North In the matter of Foxboro North, Richard Manchester moved, Alderman Misko seconded, that the developer put in a paved bike path between Lotg3 and Lot+yi Motion carried. COMMUNICATIONS AND MISCELLANEOU BUSINESS AS AUTHORIZED BY LAW: Tennis courts at Parkland issue to be discussed with condo owners, possible City take over.
