INTRODUCTION OF NEW BOARD MEMBER:
The Board members welcomed Jim Dumke to the Parks and
Recreation Board. He was appointed by the Mayor to fill the
unexpired term vacated by Tom Millonzi.
APPROVAL OF MINUTES:
Alderman Brian Misko moved to approve, as corrected, the minutes of the September 14th Board meeting. Richard
Manchester seconded. Motion carried. Under NEW BUSINESS,
OTHER BUSINESS, Foxboro North, change Foxboro Lot #15 to #13
and Lot #16 to #14.
PERSONAL APPEARANCES:
Muskego Chorale
Larry Keck and Mary Pietruszynski, members of the Muskego
Chorale, were present to discuss participation fees. The Board
recommended that the Muskego Chorale present their cause to the Finance Committee. Alderman Misko moved, Adele Kehoe seconded,
to send the Muskego Chorale's request for some kind of fee structure to the Finance Committee. Motion carried. Gordy
will advise the group on the fee structure.
Muskego Recreation Trail
Al Spitzner appeared before the Board to ask if and when the
bike trail is expanded to Big Bend (from the County Park) and
west areas, to consider and make arrangements with W.E.P.Co.
(Wisconsin Electric Power Company) to consider a horse trail
within this right-of-way. Mr. Spitsner would like the W.E.P.Co. right-of-way at this time. Pete suggested the bike trail sub-committee meet to set up a plan to present to W.E.P.Co. for an amended policy.

plum Creek Subdivision
In the matter of the Plum Creek subdivision, Bill Carity, Terra's representative, was present to discuss the developer's plans/proposal. Richard Manchester moved, Ron Stephens
seconded, that $10,000 be used for low impact improvements to the park area and be split into three separate timetables, each one of three phases to be instituted at the time of the subdivider's agreement and the approximate park area shown would be acceptable to the Board, and supply to the Board a plan as to park area layout. Motion carried.
WRITTEN CORRESPONDENCE:
Muskego Historical Society annual report
The Muskego Historical Society's annual report was submitted to the Board for their review as agreed in the lease. Richard
Manchester moved, Ron Stephens seconded, to accept the review of the annual report and to place it on record. Motion carried.
OLD BUSINESS:
S.W.A.T. ,
Gordy gave a status report regarding S.W.A.T.'s use of the pool and the S.W.A.T. program.
DEPARTMENT REPORTS:
PARKS
Budget status
The Board reviewed with Peter the status of the capital, operating, and park dedication budgets. Alderman Brian Misko moved, Fran Burgeson seconded. to include in the 1993 Park Dedication budget the bike path connection points that have been in the budget since 1990-91 in the amount of $3,310.
Parks Headquarters exterior renovation status
Pete reported to the Board that the renovation was started on September 22 and it looks like the deadline date of October 26 is going to be met.
Mill Valley accident of 8-15-90
The judge has dismissed the case as of this time, but it could be appealed.

Parks Headquarters interior restoration project
The capital budget committee approved approximately $45,000 for the interior restoration. There is $10,000 from the sale of property and $20,000 to carry over from 1992. Total of approximately $75,000 allocated for the interior phase of the project.
RECREATION
Program status
Gordy reviewed fall and summer program reports with the Board.
Milwaukee Kickers soccer camp
The Milwaukee Kickers would like to hold a soccer camp in Muskego. Jim Dumke will check with the M.A.A. (Muskego Athletic Association) as to their interest. Gordy will check further into the Milwaukee Kickers program.
NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission.
Kelly Estates
In the matter of the Kelly Estates, the Board members reviewed the plan.
Foxboro
In the matter of the Foxboro subdivision, the developer should put in a paved bike path between Lot #13 and Lot #14.
Plum Creek
In the matter of the Plum Creek subdivision, this item was discussed under Personal Appearances as the Terra representative was present.
Champions Village
In the matter of Champions Village, Alderman Brian Misko moved, Ron Stephens seconded, that $10,000 be required for park improvements, private access to Outlot #3 in more than one spot and public access to the W.E.P.Co. right-of-way and that a park plan as to park area layout be supplied to the park board. Motion carried.

Muskego Historical Society site plan
Richard Manchester moved, Alderman Brian Misko seconded, to accept the Muskego Historical Society site plan as presented. No further discussion on site plan. Motion carried.
Ken Pakulski was present to request approval for the church to be placed on a temporary site until it can be placed on the permanent foundation on site. Richard Manchester moved, Alderman Brian Misko seconded, for approval to set church on alternate site up to 45 work days until slab is put in. Motion carried. Motion carried.
Freedom Square Tennis Court
In the matter of the Freedom Square Tennis Court, Alderman Brian Misko will check this out further and Pete will take a look at the site.
(Adele Kehoe was excused from the meeting at 1O:OO p.m.)
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
Elections
Nominations were open for the office of President. Ron Stephens moved to nominate Jerry Hulbert as President, Alderman Brian Misko seconded. Motion carried. There being no other nominations, Alderman Brian Misko moved to close nominations for President and to cast a ballot for Jerald Hulbert as President, Fran Burgeson seconded. Motion carried.
Nominations were open for the office of Vice President. Alderman Brian Misko moved, Richard Manchester seconded, to nominate Ron Stephens as Vice President. Motion carried. There being no other nominations for Vice President, Fran Burgeson moved, Alderman Brian Misko seconded, to close the nominations and to cast a ballot for Ron Stephens as Vice President. Motion carried.
Nominations were open for the office of Secretary. Richard Manchester moved, Ron Stephens seconded, to nominate Adele Kehoe as secretary. Motion carried. Alderman Brian Misko moved to nominate Fran Burgeson as Secretary. The motion died for lack of a second. There being no other nominations, Alderman Brian Misko moved, Fran Burgeson seconded, to close nominations and to cast a ballot for Adele Kehoe for Secretary. Motion carried. Richard Manchester moved, Ron Stephens seconded, that the Board members rotate the secretarial duties starting with Adele for January 1993. Motion carried.
