PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY, NOVEMBER 9, 1992
The monthly meeting of the Parks and Recreation Board, City of
Muskego, was called to order at 6:00 p.m. by Board President
Jerry Hulbert.
PRESENT: Richard Manchester, Fran Burgeson, Alderman Brian Misko, Adele Kehoe, Jerald Hulbert, Jim Dumke, Gordon
L. Jacobson (Recreation Director) and Peter Theis (Parks Director)
ABSENT: Ron Stephens
GUESTS: (see attached list)
APPROVAL OF MINUTES:
Richard Manchester moved to approve, as mailed, the minutes of the October 12th Board meeting. Fran Burgeson seconded.
Motion carried.
PERSONAL APPEARANCES:
Bridgeport Way off-road path,
Mr. and Mrs. Tate appeared before the Board and discussed the
Bridgeport Way off-road path and were not in favor of the bike
path. The Board members deferred this item to the next meeting
to discuss bike path with the residents. Residents were asked
to bring in plans to the next meeting.
Equestrian usage of W.E.P.Co. right-of-way
Al Spitzner appeared before the Board and reviewed the plans
for equestrian trail within the W.E.P.Co. right-of-way. The
plans will be submitted to W.E.P.Co. for their input. Alderman
Misko moved and Mr. Manchester seconded to send plans to W.E.P.CO. Motion carried.
WRITTEN CORRESPONDENCE:
The Board was in receipt of a letter from the Muskego Athletic
Association responding to the Board's request for athletic
field users to help contribute to lighting another field. The
M.A.A. Board voted to decline to participate in providing lights for additional ball fields.

OLD BUSINESS:
Muskego Chorale's participation fees
The Board members discussed Muskego Chorale fees. Fees of $20
for residents and $30 for non-residents per year. Alderman
Misko moved and Fran Burgeson seconded that the fees for Muskego Chorale would be $20 for residents and $30 for
non-residents per year. The motion carried with 5 in favor and
1 not (Richard Manchester)
Storage space for department
Alderman Misko discussed storage space with the Board.
Decision was made that Alderman Misko get storage at the D.P.W
(Department of Public Works) building, 300 square feet because
of park headquarters building interior restoration.
DEPARTMENT REPORTS:
RECREATION
Program status
Gordy reported that the Halloween Spooktacular was a great success with more than 600 children in attendance.
PARKS
Final 1993 operating budget
Pete reviewed with the Board members the final 1993 operating
budget.
Muskego Recreation Trail update
Pete updated the Board on the Muskego Recreation Trail. The trail is done up to Durham Drive.
Interior Restoration plans for Parks Headquarters Buildinq
Pete reviewed with the Park Board members the plans for the
park building's interior restoration. The Board discussed changes to be added to the plans. Some concerns of the Board members were meeting fire codes, building codes, drainage areas and ventilation systems. The plans will be presented to the Building Department for their input. Richard Manchester moved,
Adele Kehoe seconded, to approve the plans with the changes to be added to the new plans. Motion carried.

NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
Candlewood Creek
In the matter of Candlewood Creek, the Board members deferred the plan until the next meeting.
D.N.R. pier funding program
Pete reviewed the D.N.R. (Department of Natural Resources) pier funding program with the Board members. Pete had looked at a pier in Mukwonago and recommended the Board members view this pier also to see the potential of the program. The only concern that the D.N.R. has is that no fee be assessed to get on to the pier and the present fees at Idle Isle are okay. The pier would be primarily used for fishing and the parks department would maintain the pier. Pete will check into the maintenance requirements. Richard Manchester moved, Alderman Misko seconded, to approve the D.N.R. request for pier funding at Idle Isle. Motion carried.
Jewel Crest resident's request
Alderman Misko moved, Richard Manchester seconded, the resident's request to use lake access on Pearl Drive for dredging and residents will be responsible for all restoration to lake access. Motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
Richard Manchester commented that the exterior of the parks headquarters building looks good. Pete did a good job.

There being no further business, Richard Manchester moved, Adele Kehoe seconded, to adjourn the meeting. Motion carried.
