PRB051192minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, MAY 11, 1992 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:00 p.m. by President Jerry Hulbert. PRESENT: Jerald Hulbert, Richard Manchester, Ron Stephens, Adele Kehoe, Fran Burgeson, Thomas Millonzi, Alderman Brian Misko, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director) GUESTS: Mark Schmalz, James Soneberg, Jay Richards, Ted Richards, Debbie Verburgt, Richard Shaw, Lyn and Gary Gulbins, Scott Krause INTRODUCTION OF NEW BOARD MEMBER: President Jerald Hulbert and members of the Parks and Recreation Board welcomed Alderman Brian Misko to the Board. Alderman Misko informed the Board members that he had asked and received the appointment. APPROVAL OF MINUTES: Adele Kehoe moved to approve the minutes of the April 13th Board meeting. Alderman Misko seconded the motion. Motion carried. The minutes were approved as mailed. PERSONAL APPEARANCES: Jensen Recreation Center for Child Care Program Debbie Verburgt was present to request the Board's approval for use of the Jensen Recreation Center's bathrooms for the Child Care Program meetings. Tom Millonzi moved to approve the request through the regular application system. Adele Kehoe seconded. Motion carried, 5 aye and 1 nay. Big Bend recreation trail James Soneberg brought before the Board members Big Bend's proposed bike trail from Muskego to Old World Wisconsin. He acknowledged the Board's efforts in initiating the recreation trail in Muskego. Ron Stephens made the motion to approve the concept of the plan. Adele Kehoe seconded. Adele Kehoe motioned to increase the Kurth Park parking lot in the basketball area. Tom Millonzi seconded. Motion was approved unanimously. The Board recommended to the group that they should address their concerns also to Alderman Simmons and Police Chief Johnson. Muskego Yacht Club regatta Mark Schmalz of the Muskego Yacht Club requested parking of trailers during their special event on June 6 at Idle Isle Park. Tom Millonzi moved, Fran Burgeson seconded, to allow Muskego Yacht Club's request for parking of trailers. Motion passed unanimously. Krause's development Scott Krause reviewed his proposed development and offer of a land dedication in lieu of paying park dedication fee. The Board members showed no interest in his offer. WRITTEN CORRESPONDENCE: No correspondence to review. OLD BUSINESS: Athletic field usage policy review Ron Stephens moved, Alderman Misko seconded, to approve Athletic Field Usage Policies and Procedures policy update. Motion to approve passed unanimously. Program registration policy review Ron Stephens moved, Fran Burgeson seconded, to approve Program Registration Policies and Procedures policy update. Motion to approve passed unanimously. Parkland acquisitions list review Adele Kehoe moved, Ron Stephens seconded. to add Tax Key #2273.997 (Kaminski Woods) to the Parks Master Plan. Motion approved unanimously. Ron Stephens moved, Alderman Misko seconded, to add Tax Keys #2222.987 (partial) and #2222.986 (City Hall area) to the Parks Master Plan. Motion approved unanimously. Motion approved unanimously. Tom Millonzi moved, Alderman Misko seconded, to add Tax Key #2201.992 (partial) (Kurth) to the Parks Master Plan. Motion approved unanimously. Tom Millonzi moved, Ron Stephens seconded, to add Tax Key #2169.987 (community park) (Option: Tax Key #2170.991) to the Parks Master Plan. Motion carried unanimously. DEPARTMENT REPORTS: PARKS Kurth Park design estimate Ron Stephens moved, Alderman Misko seconded, to defer the issue of the Settler's Creek drainage ditch running through the newly acquired Kurth Park property to the next meeting. Motion passed unanimously. Ron Stephens moved, Fran Burgeson seconded, to defer $5,100 design plan to next meeting. Motion passed unanimously. Shop roof status Pete reported to the Board members that the shop roof renovation has been done. Tom Millonzi moved, Alderman Misko seconded, to continue with exterior of shop renovation. Motion passed unanimously. V.F.W. request Tom Millonzi moved, Ron Stephens seconded, not to remove trees. Motion passed unanimously. Regatta request Approved under Personal Appearance. The date for the regatta is June 6. Culvert project on recreation trail Pete reported that the culvert needed on the recreation trail was nearing completion. Ordinance regarding alcoholic beverages The Board recommended that Chapter 26 under Ordinance #327, Section 26.02 (d) be updated to include wine with not more than 6% alcohol (wine coolers). Minutes, Parks & Recreation Board Meeting, May 11, 1992 4 Ordinance regarding Luther Parker Cemetery Eagle Scout Jay Richards had a concept approved in co-operation with the Jaycees. Jay Richards was at the Board meeting to present his concept. Ron Stephens moved, Alderman Brian Misko seconded, to approve the concept of starting Luther Parker Cemetery clean up and restoration. Motion approved unanimously. RECREATION Program status The Jerry Augustine Baseball Clinic had 70 participants. Program went well. The Nestle's Corporation of Burlington will donate candy bars to the Halloween special event. The summer brochure is now out. Policy review The Board members were presented with the Muskego High School pool usage policy revision to compare with currently existing policy. Discussion and action on this policy was deferred until June. NEW BUSINESS, OHTER BUSINESS: Subdivision plans Alderman Misko moved to recommend disapproval of Krause's plot plan as discussed under Personal Appearances. Richard Manchester seconded. Motion was approved unanimously. Ron Stephens moved to approve Kelly Estates plot plan, with sidewalks, public access to W.E.P.Co. right-of-way. Tom Millonzi seconded. Motion was approved unanimously. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: There was no additional communications or business at this time.
