PRB030992minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, MARCH 9, 1992 The m6hthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6 08 p.m. by President Jerald Hulbert. PRESENT Fran Burgeson, Jerald Hulbert, Alderman Dan Hilt, Adele Kehoe, Tom Millonzi, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director) ABSENT Ron Stephens (excused), Richard Manchester (excused) GUESTS: (see attached list) APPROVAL OF MINUTES: Tom Millonzi moved to approve the minutes, as mailed, of the February 10 Board meeting. Alderman Hilt seconded. Motion carried. Adele Kehoe moved to approve the minutes, as mailed, of the sub- committee meeting held on February 17. Tom Millonzi seconded. Motion carried. PERSONAL APPEARANCES James Soneberg--WEPCo right-of-way to Big Bend The parameter of the project has expanded. There will be a joint meeting in Big Bend with representatives of the involved munici- palities. This meeting will be at 6:00 p.m. on Thursday, March 26. Tom Millonzi made the motion to accept the program, Adele Kehoe seconded. Motion carried. The funding for the program would be split--State 50%, County 25%, City 25%. Steve Davis--Muskego Athletic Association Mr. Davis brought to the Board members some concerns the Muskego Athletic Association has concerning field assignments. The M.A.A. would like to have some input in the scheduling. Mr. Davis also stated that he would like to see M.A.A. get first priority for fields due to the fact that they represent 800 Muskego/Norway School District children. Motion made by Tom Millonzi to send the issue back to sub-committee for further discussion and review. Adele Kehoe seconded. Motion carried. The sub-committee will meet on Monday, March 23, at 6:00 p.m. Alderman Taube stated he would like to see land acquired at farm- land prices for park development. A cheap fix would be to look for land outside the sewer and water service areas. Mihii’t‘es) Parks & Recreation Board Meeting, March 9, 1992, page 2 Majorie Morack--petting zoo at Lakefest Ms. Morack stated that Lakefest would like to add a petting zoo and llama ride for June 21, 1992. June 21 is Father's Day this year and the Lake Association would like to make this a family and fathers? day. Tom Millonzi made a motion to accept the request pendingamutually agreed upon site plan with Pete Theis. Fran-Burgeson seconded. Motion carried. WRITTEN CORRESPONDENCE: Muskego Athletic Association Jerry Hulbert read to the Board members and audience the letter written to him from Steve Davis, Secretary of the M.A.A. OLD BUSINESS Special request registration policy The Board members discussed the policy. Non-resident fee policy Non-resident fee is 20% more than resident fee. The Board members discussed moving non-resident rate to 50%. The Board also considered a separate fee for those living in the Muskego/Norway School District, but not within the City limits. Fran Burgeson moved that the non-resident fee assessed be 50% more than resident fee. Adele Kehoe seconded. Motion carried, Tom Mi$lonZi, abstained, concerned about amount of increase. Idle Isle concession stand lease agreement Pete met with Judi Grenz and Fran Burgeson. Discussion included rental terms, and that the leasee pay the Lake Association $250 as a donation for Lakefest. A menu for Lakefest weekend was developed. Pete presented a lease to the Board members that was mutually agreed on between the Grenz.':s and the Lake Association subject to all sales being inside the building. Fran Burgeson made the motion to accept the lease. Tom Millonzi seconded. Motion carried. Mill Valley incident S/15/90 Pete gave the Board members an update on the insurance stand. DEPARTMENT REPORTS: Parks Roof at shop March 1 was the date to resume work on the shop roof. So far nothing has happened. Holz Island Pete has been in contac;t':with the Police Department concerning Holz Island and Idle Isle. Pete put up 7 signs at Idle Isle-- they are gone. Also warnings in the newspaper, L.M.L.A. newsletter and within the Icetronauts membership have been made. Discussion of a proposal for the L.M.L.A. to take over the island followed. Approve 1992 baseball maintenance and usage fees Deferred through mutual agreement. Approve 1992 paving projects Pete presented paving projects for this season. Adele Kehoe moved to accept the recommended quotes. Tom Millonzi seconded. Motion carried. State of Wisconsin boat launching fee increase Our fees are $3.00 for Wisconsin residents and $5.00 for out-of- state residents. The DNR (Department of Natural Resources) says we can increase to $4.00 and $6.00.. We can petition to further increase fees; Board to review in more detail in the fall. Recreation Program status Gordy said the new camera for cable has arrived and it looks great. Joint City/School Planning Committee The Parks and Recreation Board members addressed the need to get personnel into the buildings to oversee the SCUBA and SWAT programs. Gordy will look into the SCUBA fee structure. NEW BUSINESS, OTHER BUSINESS. Subdivision plans (1) Plum Creek--there will still be some affordable housing. New sketch isn't here. (2) Denoon Point Estates--lift station will be on park ground. Luther Parker Cemetery Motion was made by Adele Kehoe to defer the issue to the Department of Public Works. Seconded by Fran Burgeson. Motion carried with Alderman Hilt voting nay. Minutes, Parks & Recreation Board Meeting, March 9, 1992, page 4 CLOSED SESSION. There was no need for a closed session at this meeting. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW The Board members reacted to the letter from Carol Cichocki requesting permit for beer and wine coolers. Letter will be sent to Rules, Laws and Ordinance committee. ADJOURNMENT. There being no further business, Tom Millonzi moved to adjourn, Adele Kehoe seconded. Motion carried.
