PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY, SEPTEMBER 9, 1993
The monthly meeting of the Parks and Recreation Board, City
of Muskego, was called to order at 6:05 p.m. by President Jerald Hulbert.
PRESENT. Fran Burgeson, Alderman Dan Hilt, Jerald Hulbert, Adele Kehoe, Richard Manchester, Tom Millonzi, Ron Stephens, Gordon L. Jacobson (Recreation Director)
and Peter Theis (Parks Director)

APPROVAL OF MINUTES
Ron Stephens moved to approve the minutes of the August 12
meeting as mailed. Tom Millonzi seconded. Motion carried.
PERSONAL APPEARANCES:
Icetronauts snowmobile trails
Tony Zinski was present to request that the Board allow the
snowmobilers access to Denoon Park for the 1991-92 winter
season. Motion was made by Ron Stephens, seconded by Adele
Kehoe, to accept usage of Denoon Park access to snowmobile trail as in past,>on.a year-to-year basis. Motion carried
with one dissension (Richard Manchester dissenting).
CLOSED SESSION
RonStephens:,moved, Richard,'Manchester seconded, to go into
closed session pursuant to $19.85 (1) (e) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed
session, more specifically land purchase negotiations. As to
these matters, formal action may be taken in closed session.
Upon a voice vote, with all members voting yea, the motion carried.
Richard Manchester moved, Ron Stephens,seconded, to continue
in closed session pursuant to §19.85 (1) (c) considering employment, promotion, compensation or performance evaluation data of any public employe over which the governmental body has jurisdiction or exercises responsibility, more specifically evaluation of Parks and Recreation Department heads. As to
these matters, formal action may be taken in-closed session. Upon a voice vote, with all members voting yea, the motion
carried.

l The Board members reconvened at 8:33 p.m. into Open Session for continuation of the meeting.
WRITTEN CORRESPONDENCE:
W.E.P.Co. usage policy update
Pete shared the Wisconsin Electric Power Company's recreation trail agreement amendment with the Board.
OLD BUSINESS.
Park Tour review
Pete reviewed the notes made during the tour. Lake Access #8
is cleared and has a visible shoreline sign. The Board
related to Pete how good the parks looked.
Master Plan land acquisition update
The Board discussed the four parcels being considered for acquisition. A closed session will be scheduled for next
month for further consideration.
Lake District equipment storage
The police will need the entire storage area consequently
the Lake District is losing equipment storage space. Pete
will work something out with the Lake District this year,
but they need to look for a new permanent,.space.
DEPARTMENT REPORTS:
Parks
Shop roof status
Pete shared the preliminary specifications report. Tentative
timetable for reviewing bids is October.
Bay Lane project update
The four fields at Bay Lane have been up-graded. Pete
reported that after a rain, diamond #3 appeared dry where
the tiling was installed.
Parks Budget review
A separate budget meeting will be scheduled for Monday, September 16, at 5:30 p.m.

Recreation
Registration status
Gordon shared the summer program report with the Board. The
report indicated the number of participants in the programs
and status of the programs whether they were held or cancelled due to limited enrollment.
Recreation budget review
A separate meeting is scheduled for September 16 atj~5-:30 p.m.
for recreation budget review.
NEW BUSINESS, OTHER BUSINESS:
Discuss Lake Access Parcel #19
The lake access sign is located on:Silver Drive. Adequate
access to Jewel Creek is being provided on this parcel.
Elections of Officers--Park Board
Ron Stephens nominated Jerald Hulbert to serve as president
of the Parks and Recreation Board. Adele Kehoe seconded the
nomination. Nominations werec'closed. Ron Stephens moved to
approve the nomination of Jerald Hulbert for president of the Parks and Recreation Board. Adele Kehoe seconded. The
motion carried.
Fran Burgeson nominated Ron Stephens to serve as vice president of the Parks and Recreation Board. Richard Manchester seconded
the nomination. Nominations were closed. Fran Burgeson moved
to approve the nomination of Ron Stephens for vice president
of the Parks and Recreation Board. Richard Manchester seconded.
The motion carried.
Alderman Hilt nominated Adele Kehoe to serve as Secretary of
the Parks and Recreation Board. No second.to the nomination.
Fran Burgeson moved that the duties of the Secretary of the
Parks and Recreation Board be shared by the Board members on
a rotation basis. Adele Kehoe seconded. Motion carried.
Subdivision plans from Plan Commission
Lake Forest. Access strips to County Park
Waukesha County intends to open natural paths with no timetable.
Look to County for finished paths.
Installation of sewer metering devices on Old,Settlement Park
A device to let the City know how much drainage is going to the basin is being installed.

There being no further business, Alderman Dan Hilt moved.to
adjourn, Tom Millonzi seconded. The motion carried. The meeting adjourned at lo;24 p.m.
