PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY, OCTOBER 14, 1991
The monthly meeting of the Parks and Recreation Board, City of Muskego, was
called to order at 6:05 p.m. by President Jerald Hulbert.
PRESENT: Alderman Dan Hilt, Jerald Hulbert, Fran Burgeson, Adele Kehoe,
Ron Stephens, and Peter Theis (Park's Director).
Alderman Dan Hilt and Ron Stephen were excused at 7:00 p.m. to
attend a Capital Budget meeting.
ABSENT: Richard Manchester (excused), Tom Millonzi (excused)
Gordon Jacobson, Recreation Director (excused)
GUESTS: None in attendance.
APPROVAL OF MINUTES:
Ron Stephens moved to approve, as mailed, the minutes of the September 9th
Board meeting. Alderman Dan Hilt seconded. Motion carried.
Ron Stephens moved to approve, as mailed, the minutes of the September 16th
Special Board meeting. Alderman Dan Hilt seconded. Motion carried.
PERSONAL APPEARANCES:
There were no personal appearances.
WRITTEN CORRESPONDENCE:
Wisconsin Natural Gas easement request
In order to provide service to a customer, Wisconsin Natural Gas is asking
for an easement across Lake Access #5 from the City. Alderman Dan Hilt moved
to approve the ea+ment request across Lake Access 115 to bring gas line to the
requesting party. Adele Kehoe seconded. Motion carried.
Lion's Club donation
A letter was received from the Muskego Lions Club requesting any funds in
ex&ss of their donation to the Muskego Recreation Trail be returned. Ron
Stephens moved to refund the monies remaining,aft~r,~completion &bike path
portion they offered,to fund tmthe Lions-Club. Alderman Dan Hilt seconded.
Motion carried.

OLD BUSINESS:
Recommend roof bid to Finance Committee/re-evaluate project
The members of the Board reviewed the bids for the roof at the parks garage.
They recommended taking the low bid range of $40,000-$50,000, depending
OR the amount of gypsum board that needs replacing.
Comprehensive Park Plan update
On November 5th, Pete will be addresSing the Plan Commission members on the
comprehensive park plan.
Kozey agreement update
Pete informed the Board members that Gerald Kozey's topsoil is still on
the park land. Ron Stephens moved to extend the agreement three months
as per the first agreement. Adele Kehoe seconded. Motion carried.
NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
The Board members reviewed the plans f+om the Plan Commission. The -amount
of lots+in e&h subdivision was noted as follows: Creek Side (55 lots),
Waterfield (25 lots), Park Place West (40 lots, 20 duplexes), Lakeview
Highlands (21 lots).
l School District lease agreement
The lease agreement for the Mill Valley and Bay Lane Schools will be reviewed
at the November meeting.
Engineering study for Muskego Recreation Trail
Upon reviewing the water regulatory permit application, the D.N.R. is
requesting an engineering study for the purpose of installing a culvert
along the Muskego Recreation Trail. Ruekert and Mielke estimated their
services would be $400 to complete the study. Adele Kehoe moved to appropriate
$400 to pay for the study. Ron Stephens seconded. Motion carried. The
money for the study can be obtained from Park Dedication fees.
DEPARTMENT REPORTS:

Budget status
The parks operating budget was presented to Finance Committee. The capital
budgetlwas.Presented.to:the Capital Budget Committee along with then Parks
Dtidicatioh,budget:afor their.review.
Initiate bidding process for old equipment
The parks department would like to sell two tractors and a dump truck. Ron
Stephens moved to initiate the bidding process to sell the equipment. Adtile
Kehoe seconded. Motion carried.

Update+on Canfield Drive connection to Muskego Recreation Trail
Pete reported that this portion of the trail is in the initial stages and
won't be done untilmext year.
Fire escape at Jensen
The Building Department staff inspected the fire escape at Jensen and found
it structurally sound.
Program status
No report as the director was not present.
Update on budgets
No report as the director was not present.
Park Board Commissioner Workshop survey
The Souttieast Park and Recreataon Council is sponsoring a workshop/seminar
for qr%abe?w~of,~park boards. The Board members present were interested in the
proposed workshop but would like to respond to a date and time.
CLOSED SESSION:
There was no quorum present to go into Closed Session.

There being no further business, Adele Kehoe moved to adjourn. Fran Burgeson
seconded. Motion carr<ed. Meeting adjourned at 8:15 p.m.
