PRB031191minutesi MINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, MARCH 11, 1991 The monthly meeting of the Parks and Recreation Board, City of Muskego was called to order at 6:08 P.M. by President Jerald Hulbert. PRESENT: Alderman Dan Hilt, Jerald Hulbert, Adele Kehoe, Richard Manchester, Therese Rilling, Ronald Stephens, Gordon L. Jacobson (Recreation Director), and Peter Theis (Parks Director) ABSENT: Tom Millonzi (excused) GUESTS: Harry Udvare, Frances Burgeson, Donald Campbell, Ron Ford, Ken and Judi G-rem, Ed Lyon, Chris Metcalf, Kim Metcalf, Ric Reimer, Agnes Posbrig, Ron Peters APPROVAL OF MINUTES: Richard Manchester moved to approve as mailed the minutes of the regular Board meeting of February 11. Therese Rilling seconded. Motion carried. Adele Kehoe moved to approve the minutes of the special Board meeting of February 27 as corrected. Therese Rilling seconded. Motion carried. Correction: Under guest, add Alderman Dave Sanders as being present. S.E.W.R.P.C. (Southeastern Wisconsin Regional Planning Commission Further review of park plan Pete shared some updated facts with the Board members relating to the 1990 aerial photos the S.E.W.R.P.C. took. Discussion and S.E.W.R.P.C. rational and options available followed. PERSONAL APPEARANCES: Ken & Judi Grew.--Idle Isle concession stand Mr. & Mrs. Grenz brought a cost estimate for a 21' X 6' 1500 CFM exhaust fan for the Idle Isle concession building. Ron Stephens made a motion to have the Grazes seek bids for exhaust fans, total cost not to exceed $1,500. Richard Manchester seconded. Motion carried. Sandy Kurka--Little Muskego Lake dredging Kim Metcalf presented a proposal from 18 homeowners in regard to dredging around Idle Isle. Approximately 1300 feet of channel will be dredged to its natural depth of 6 feet-8 feet. Target date for dredging is winter of '92. They are requesting Park Board participation in the riprap. cost of riprap is $15,000-$25,000 depending on DNR requirements, total for project is $SO,OOO-$115,000 for all work. Motion by Ron Stephens to approve the concept of Park Board participation in riprapping, seconded by Therese Rilling. Motion carried. Minutes, Parks & Recreation Board Meeting, March 11, 1991, page 2 Ed Lyon--regarding Lake Access Parcel #ll on Little Muskego Lake Mr. Lyon broughtzo the attention of the Board a possible problem with encroachment on Access Parcel 811. Pete will attempt to identify the lot line at the access. This will be an agenda item in April. Ron Ford--usage of lights at Mill Valley on Thursdays Ron came to the Board to discuss the scheduling of Women's Softball League at high school rather than at Mill Valley. Mr. Ford suggested that the women's league and men's league alternate years for full use of Mill Valley fields. WRITTEN CORRESPONDENCE: Muskego Athletic Association--waiver of fee request/Muskegofest Subcommittee recommends the August 27 date. These% Rilling moved to waive fees, Ron Stephens seconded. Motion carried. Dance & gymnastics instructor's resignation Richard Manchester movedto accept Mary Kozlik's resignation of employment as dance and gymnastic coordinator and teacher. Ron Stephens seconded. Motion carried. Gordy will send "Miss Mary" a letter of appreciation, for her years of service. OLD BUSINESS: Historical Society lease agreement The Board reviewed the five-year renewable lease agreement. Ron Stephens moved to accept the lease as written by city attorney and amended by the Park Board. Therese Rilling seconded. Motion carried. PARKS: Review specs for shop restoration Pete shared with the Board the outline of the roofing work to be completed on the shop, as provided by Ruekert/Mielke. Therese Rilling moved to approve the specs pending Pete's investigation. of the R-value of the insulation and roof openings. Adele Kehoe seconded. Motion carried. Review park dedication fee structure The Board discussed different methods of assessing park dedication fees. This will be an agenda item in April. Highway L path of Muskego Recreation Trail We are asking the County to allow us to drop the green space between the parking lot and the path. Two quotes have been secured. Richard Manchester moved, Ron Stephens seconded, to accept the lowest bid. Motion carried. Minutes, Parks & Recreation Board Meeting, March 11, 1991, page 3 Phase IV & proposal west towards county park/Muskego Recreation Trail l Pete described the culvert to be completed on the trail in late spring/ early sull!mer. Western trail from Racine Avenue to county park will hopefully be "adopted" by Lions Club. They will possibly fund the materials. Denoon shelter building and well Pete brought the Board up to date on Denoon shelter building and well. Vandalism has been a concern and Pete asked the Board for direction on this project. The Board agreed the project should be put on hold. Basketball standards--Lions Park Pete reported they will replace the basketball standards at Lions Park. Public relations ideas Pete reported on ideas of promoting and advertising the parks system. Review portable toilet quotes Pete reviewed the toilet quotes with the Board and recommended to go with the Waste Management quote. Richard Manchester moved to accept the low bid. Ron Stephens seconded. Motion carried. RECREATION: Review of baseball sub-committee recommendations from February 27 meeting Richard Manchester moved to accept, as amended by staff, the minutes of the sub-committee meeting of February 27. Alderman Dan Hilt seconded. Motion carried. NEW BUSINESS, OTHER BUSINESS: Rental of Parkland Plaza parcel Ron Stephens moved to accept the terms of the lease. Therese Rilling seconded. Motion carried. Meeting date with Comprehensive Plan Committee The Board set the date of the meeting with the Comprenhensive Plan Committee for March 25, at 6:30 P.M. in the Muskego Room at City Hall. Subdivision plats as presented from Plan Commission Board reviewed plan as presented. ADJOURNMENT: There being no further business, Therese Rilling moved to adjourn, Jerry Hulbert seconded.
