PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY;, JUNE 10, 1991
The monthly meeting of the Parks and Recreation Board was called to order
at 7:00 p.m. by Chairperson Jerry Hulbert.
PRESENT: Jerald Hulbert, Alderman Dan Hilt, Richard Manchester, Tom Millonzi,
Ronald Stephens, Gordon L. Jacobson (Recreation Director) and
Pete Theis (Parks Director)
ABSENT: Adele Kehoe (excused), Therese Rilling (excused)
GUESTS: Mayor Salentine, Jack Anderson, Gene Fink, Muskego Yacht Club
APPROVAL OF MINUTES:
Richard Manchester moved to approve the minutes of the Monday, May 13th,
meeting as corrected. -Correction to show.that Ron Stephens was present.
Motion carried.
,- __ -__-.L COMMUNICATIONS:
Parkland Plaza South
Mayor Salentine and Gordy discussed the Lake Point Estates Addition.//1

with the Board. Board members were not interested in purchasing at this
time. Ron Stephens made a motion that the Board has the right of first
refusal for acquiring shaded area on map (attached to minutes). Richard
Manchester seconded. Motion carried.
Little Muskego Yacht Club:
Vie Mum of the Little Muskego Yacht Club was present to request dates
for their Midwest District regatta. Jack Anderson apologized to the Board
for parking violations on Saturday, June 1, 1991. Pete reported that there
was no damage to the grass. Ron Stephens made a motion to accept their
fezyest for July 26 and 27 for Midwest District Regatta per last year's
agreement. Richard Manchester seconded. Motion carried.
Community Festival Request
The Board reviewed the request from the Community Festival for permission
to install two 30-foot wooden poles with four 400-watt light fixtures on
the site. These poles would remain year-.to year and would be wired
underground to one of the power panels already installed. The addition
of these poles would greatly reduce the set up time of the site and would
enchance the safety and security of the site and festival. Ron Stephens
made a motion to accept the request for pbles. Richgrd Manchester seconded.
Motion carried. The festival committee also presented their site plan for
1991.

M.B.A. Response to Bay Lane Proposal
Pete reported that the Muskego Athletic Association did at its May 15th
meeting allocate $7,500 for renovation of the Bay Lane softball diamonds
111, #2, #3 and #4.
OLD BUSINESS:
Muskego Historical Society lease
The Muskego Historical Society lease regarding the Fire Department's usage
on the northwest corner was deferred until the next Board meeting in July.
Kozey/Parkland South
Board reviewed the agreement for Kozey to store topsoil on Parkland South
property. Alderman Dan Hilt made a motion to notify Kozey that if he
doesn't have the dirt moved by the end of the contract period, he'll be
billed at monthly prorated rate. Ron Stephens seconded. Motion was amended
to include that the area be reseeded/restored with perennial grass. Motion
as amended carried.
Comprehensive Plan update
Pete reported to the Board on the status of the comprehensive plan. The
Board members would like plan to be more site (park) specific. This item
to be placed on the July agenda.
Basketball courts/Muskego Elementary School
Jerry Hulbert reported to the Board of the possible cost-sharing with
the school on the upgrading of the basketball courts.
Insurance claims (Wargin/Feldhausen)
Pete reported to the Board members on both cases.
DEPARTMENT REPORTS:
Parks
Kurth well uljdate
Pete reported that the test results were still unsafe and more tests will
be done.
Shop reroofing project update
This item will be reviewid in July.
Recreation
Gymnastics instructor update
Gordy repprted to the Board that Tammie Bettinger has been hired for the
gymnastics program. She has a bachelor of sc?ence degree in community

recreation from UW-Milwaukee, has six or more years competitive experience,
and has four or more years teaching experience at Wauwatosa Recreation
Department.
Playground coordinator update
Gordy reported that Tracy Nienow had been hired as the playground coordinator
fortthis sumner. Tracy has had seven or more years experience with the
playground program. Her jniti~l.emp~oyinent.,with:~the,.department was as a
volunteer assistant playground leader. She is majoring in education at UW-
Lacrosse.
NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
Jerry Hulbert presented four plans from the Plan Commission to the Board:
(1) Denoon Point Estates, (2) Karah Court, (3) Country Brook Estates, and
(4) Meadow Green No. 2.
Capital Budget Committee representative
Alderman Dan Hilt nominated Ron Stephens as the Board's representative
on the Capital Budget Cotiittee, Tom Millonzi seconded the nomination.
Ron Stephens accepted the nomination. Motion carried.
Water Bugs
Pete reported that no complaints were brought to his attention on the Water
Bugs use of Idle Isle Park for their practices and shows.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
Richard Manchester thanked Mayor Salentine for sending letter to the Muskego
Lions Club for their $6,530.50 contribution to the recreational trail.
Jerry Hulbert inquired if the members of the Board would like to take a
park tour this year. :~Also~~possibility of scheduling the August 12th
meeting at Idle Isle Park for 6:00 p.m.
There was some discussion on the signing of the parks to assist spectators
in locating parks.

There being no further business, Alderman Dan Hilt moved to adjourn;
seconded by Thomas Millonzi. Motion carried. Meeting,ad$ourned at
9:45 p.m.
