PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY, APRIL 8, 1991
The monthly meeting of the Parks and Recreation Board of the City of Muskego
was called to order at 6:08 p.m. by President Jerald Hulbert.
PRESENT: Alderman Dan Hilt, Jerald Hulbert, Adele Kehoe, Richard Manchester,
Thomas Millonzi, Therese Rilling, Ronald Stephens, Gordon L. Jacobson
(Recreation Director) and Peter Theis (Parks Director)
GUESTS: Diane Bronkell+,Bill Reeder, Chuck Last, Jerry Hayden, Fran Burgeson,
Ramona Harvey, Bill Heath, Don Chapman, Larry Chtii&lewski, Ed Lyon,
Mark Schwalbach, Ken & Judi Grenz
APPROVAL OF MINUTES:
Richard Manchester moved to approve, Therese Rilling seconded, the minutes of
the March 11, 1991 meeting, as mailed. Motion carried.
Therese Rilling moved to approve, Richard Manchester seconded, the minutes of
the March 25, 1991 joint meeting with the Comprehensive Plan Study Committee,
as mailed. Motion carried.
PERSONAL APPEARANCES:
Idle Isle concession stand
The Grenz's brought the Board up to date on difficulties in ggtting bids for
the exhaust fan for the Idle Isle concession stand. Pete told the Board that
the buiLdingbad been inspected for code violations and will be undergoing
some renovation in the near future. It was agreed that the exhaust fan work
would be included in the renovation work. When the ventilation/exhaust fan
becomes usable by the concessionaires, the rental will increase to $250/month.
The Grenz's contract will be the same as last year until the work is completed.
As improvements are made, rent is to be raised. Motion made by Alderman Hilt
seconded by Richard Manchester, lease to be $lOO/month to be raised to $250
once ventilation/exhaust fan system is functional. Motion carried.
Lake Access #ll
Ed Lyon appeared before the Board regarding encroachment problem on lake
access f/11. Pete reported that the variance request by Mr. Chapman was denied
by the Board of Appeals. Mr. Hulbert advised the Board that the lot line be
established. Mr, Lyon also requested an behalf of himself and five neighbors
that a pier be built on access #ll. Bill Heath of Oak Grove Drive, Chuck
Last, Jim Molesky also spoke in favor of putting in a pier. Motion made
by Therese Rilling to put in a pier at Lake Access ffll. The pier will be a
standard one-section, 8-foot, pressure-treated pier. Motion seconded by
Tom Millonzi. Motion carried. Mr. Chapman stated that a state-certified
survey is to be made on his property to establish the property line and
determine the amount of encroachment.

WRITTEN CORRESPONDENCE:
None.
OLD BUSINESS:
Revised comprehensive plan
Pete spoke with Jerry Emmerich who indicated the revised plan is not ready
to present.
Parkland Plaza rental agreement
The land has been rented to Jerald Hulbert.
Dedication Fees
Adele Kehoe moved to recommend to the Common Council to raise park dedication
fees to $400 per unit. Ron Stephens seconded the motion. Ron Stephens
moved to recommend that the fee schedule be reevaluated on an annual basis
and that the land dedication ordinance be changed to clarify the option of
the Board to accept land in lieu of dollar amount, i.e. "The Common Council
shall determine whether a land dedication and/or a park dedication fee is
more feasible or compatible with development of the community." Amendment
passed. Motion carried.
PARKS:
Shop re-roofing project
The Board has recommended that insulation bids for values of R14 and R25
be gathered.
Phase IV Muskego Recreation Trail
WEPCo. (Wisconsin Electric Power Company) required that an application to the
DNR be made before putting in the culvert. That application has been made.
Pete met with Don Matheson in regard to extending the trail past Muskego
Elementary School. All is ready to go.
Muskego
Pete shared his recommendations with the Board. The Board deferred action
until the May meeting.
RECREATION:
Job description & thank you letter--dance instructor
Gordy shared the letter of thanks to Miss Mary with the Board. Gordy
recommended the head dance instructor and head gymnastic instructor job
description. Therese Rilling made the motion to accept the job description
for head dance instructor and head gymnastic instructor. Ron Stephens
seconded. Motion carried.
l Wage pay scale--minimum wage adjustment
Pay scale was adjusted in response to minimum wage being raised.

Water Bug Ski Team dates
Bill Reeder cane to the Board to request to be allowed to use docks on
Monday. Jerry Hayden, president of the club, was present as well as
Mark Schwalbach... Request to put in pier for their show dates for public
use when the Water Bugs aren't using the pier. The jump is moored off
DeAngelis' Island. They would like to disable the jump so that it cannot
be used as a jump. Ron Stephens made motion to accept requests of Ski
Club. Adele Kehoe seconded. Motion carried. Michael D. Stahl, conservation
warden for DNR, who says that the jump can be disabled (414/594-2135).
NEW BUSINESS, OTHER BUSINESS:
Subdivision plats from Plan Commission
No action taken on plats for Meadow Green West--Addn. #3 and Lake Point
Estates--Addn. #l.
ADJOURNMENT:
There being no further business, Richard Manchester moved to adjourn,
Thomas Millonzi seconded. Motion carried. Meeting adjourned at 9:20 p.m.
