PARKS & RECREATION BOARD MEETING
MONDAY, SEPTEMBER 10, 1990
The monthly meeting of the Parks and Recreation Board was called to order
by President Jerald Hulbert at 6:06 p.m.
PRESENT: Ald. Dan Hilt, Jerald Hulbert, Adele Kehoe, Richard Manchester,
Thomas Millonzi, Therese Rilling, Ronald Stephens
APPROVAL OF MINUTES:
Richard Manchester moved to approve, Therese Rilling seconded, the minutes
of the August 13, 1990 meeting with the following correction: change under
recreation trail update instead of Tom change to Pete will write a letter
to school board explaining the bicycle path. Motion carried.
PERSONAL APPEARANCES:
Mayor Salentine--regarding the Fire Department proposal
Mayor Salentine appeared to update the Board on the Fire Department proposal.
Richard Manchester moved to recommend to the Fire Department to further
explore the use of the land that they need to build a new fire department.
Tom Millonzi seconded. Motion carried.
WRITTEN CORRESPONDENCE:
Petition from Bay Lane Place residents
Alderman Sanders, Jim Malechi and Brent Martins presented concerns of safety
regarding bicyclists not being seen on the 150 feet of the proposed bicycle
path on Bay Lane Place. Pamela Boehm and Bruce Sasiter also spoke in support
of the petition. Alderman Hilt made a motion that the sub-committee and Pete
meet to determine costs and plan of action concerning culvert on bridge and
take that recommendation to Finance Committee. Seconded by Therese Rilling.
Motion carried. Pete presented options of culvert or bridge. He stated the
area will be brushed out. Motion made by Ron Stephens to go ahead with
culvert providing we get cooperation from Public Works. Seconded by Therese
Rilling. Motion carried.
Lake Access Parcel #17
Neighbors have been contacted. No negative feedback has been received.
OLD BUSINESS:
Park Dedication Funds for Marlan Meadows
Engineers are drawing up plans to remedy the drainage problem. No cost
estimate available yet.

Parks Maintenance Shop proposal
Pete Theis shared the report from Ruekert and Mielke engineers regarding up-
dating current building. He stated the positives regarding having the park
and public works departments share facilities, as well as some concerns.
Mayor Salentine shared several options of new building with the Board.
Title changes for the Recreation Supervisor, Assistant Recreation Supervisor
and Parks Supervisor positions
Gordon Jacobson requested that his title be changed from Recreation Supervisor
to Recreation Director, and Pete Theis' title be changed from Parks Supervisor
to Parks Director. Motion made by Richard Manchester to recommend title
changes as requested. Therese Rilling seconded. Motion carried.
DEPARTMENT REPORTS:
Parks
Status of well at Kurth Park
Peter Theis received a letter from Department of Natural Resources stating
that we either fix well or abandon it. The well has been baled. It looks
as though the problem may be solved. It will be tested again.
Recreation
George Hansen, new Assistant Recreation Supervisor
Gordon Jacobson brought to the Board the qualifications of the new Assistant
Recreation Supervisor. He shared with us Mr. Hansen's primary responsibilities.
Brochure delivery and advertising
Proposed advertising guidelines were presented to the Board. Proposed adverti-
sing would be placed on back cover of the recreation booklet. Gordon will do
further research.
The program brochure seems to have not been delivered to all residential
addresses in Muskego. Muskego Sun carried a notice that brochures will be
available at the recreation department.
Cable Club/room status
Gordon met with the remaining members of the original Cable Club. They
indicated a desire to self-organize and enlarge their membership. The group
has requested that they beknown as Muskego Public Access Club. The
recreation department will continue to assist with overseeing the club.
Cable Club will be up-dated at the October meeting.
Dance recital/program structure
The dance instructor had indicated to the Recreation Director that the recital
has become a burden due to the extra work load. She did say she would continue
with the recital if the Board deemed it necessary to continue. Motion made
by Ron Stephens, seconded by Therese Rilling, that the recital take place as
budgeted. The recital is to take place in the City of Muskego. Motion carried.

Program restructure was done in hopes of alleviating the long-line situation
during the second-time registration process. There also has been strong
feedback from Mrs. Kozlik and parents to combine both sessions into one
session.
Gymnastics program to start on time. Motion made by Ron Stephens that
gymnastics program be divided into two programs, fees paid at beginning of
each session. Fees for the 24-week dance program may be paid in two install-
ments. People who have already paid be notified by mail of the new policy
and given the opportunity to request the half of the fee that is not now due.
Seconded by Therese Rilling. Opposed, Richard Manchester. Motion carried.
Saturday registration
Done to alleviate long lines and allow working parents equal chance to register.
Program fee analysis
Administrative fees were discussed.
NEW BUSINESS, OTHER BUSINESS:
Building at Idle Isle
Little Muskego Lake Association indicated they were not receiptive to the idea.
Ruby Drive
Calls are being received for property on Ruby Drive.
ADJOURNMENT:
There being no further business, Tom Millonzi moved, Richard Manchester
seconded, to adjourn the meeting. Motion carried. Meeting adjourned at
10:45 p.m.
