PRB100890minutesMINUTES PARKS & RECREATION BOARD MEETING, CITY OF MLISKEGO MONDAY, OCTOBER 8, 1990 l l The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:OZ p.m. by President Jerald Hulbert. PRESENT: Jerald Hulbert, Adele Kehoe, Richard Manchester, Therese Rilling, Ronald Stephens, Gordon Jacobson (Recreation Director) and Peter Theis (Parks Director) ABSENT: Alderman Dan Hilt, Tom Millonzi (excused) GUEST: Frank Kozlik APPROVAL OF MINUTES: Motion to correct the September 10 minutes to change: On page 2, Title Change: Change in title should not change job description. Dance recital/program structure: Recital to be held in City of Muskego, if possible. was made by Richard Manchester, seconded by Therese Rilling. Motion carried. Richard Manchester moved to approve as corrected the minutes of the September 10, 1990 meeting. Therese Rilling seconded. Motion carried. Therese Rilling moved to approve with the following correction, title of last section from Parks Division Capital Budget to Parks Division Park Dedication Funds. Ron Stephens seconded. Motion carried. PERSONAL APPEARANCES: Muskego Community Festival Jack Spoerl appeared before the Board and gave thanks to all for cooperation given during Muskego Community Festival. Use of Idle Isle Park Pete reported that Wil Vidal will not be requesting access to Idle Isle Park. WRITTEN CORRESPONDENCE: There was no written correspondence presented. OLD BUSINESS: Recreation Supervisor job description Gordon shared with the Board the job description of the Assistant Recreation Supervisor. Minutes, Parks & Recreation Board Meeting, October 8, 1990, page 2 Program brochure advertising concept Gordon reported that advertisers for other program brochures shown to the Board were selected rather than a solicitation made to all area businesses. Motion made by Ron Stephens to pursue the concept of adding advertising to the recreation program booklet. Seconded by Therese Rilling. Motion carried. Cable Club status Equipment has been repaired. The Club expressed interest in learning to operate editing equipment. The high school expressed an interest in involving high school students with the cable. Gymnastic Instructor pay scale The pay scale was reviewed for the gymnastic instructor. DEPARTMENT REPORTS: Parks 1991 Operating Budget Minimum wage will be increasing next spring so seasonal salaries will be raised to match. Budget had not changed much at this point. Revenue projections will be a small amount higher than anticipated. 1991 Capital Budget An amount of $110,000 was approved for renovation of the Parks garage. Regarding the concerns raised as to its present condition, Pete reported that the building is under the jurisdiction of Public Works Committee and in 1988, the Capital Budget Committee unanimously defeated a $10,000 request for a study and/or repairs of that building. Parks Dedication Account Status Ron Stephens made motion to amend the budget to include playground equipment and Muskego Recreation Trail connections. Therese Rilling seconded. Motion carried. Muskego Yacht Club agreement Pete shared the agreement between the Muskego Yacht Club and the City of Muskego. Motion made by Therese Rilling that the agreement be sent to the city attorney for his comments. Ron Stephens seconded. Motion carried. Recreation Custodian fees/basketball-volleyball leagues A part-time security person could be hired or the on-site supervisor could be allowed to open up. Lifeguards are being advertised for. NEW BUSINESS, OTHER BUSINESS: Injury at Mill Valley insurance claim On August 18, a man was injured in the men's basketball league chasing down a ball. A report was filed the following day. An insurance claim has been filed. Breann Ridge sub-division plat Bream Ridge sub-division plat was reviewed. Board procedures and past practices The Board procedures were discussed. ADJOURNMENT: There being no further business, Therese Rilling moved to adjourn. Seconded by Ron Stephens, the motion carried.
