PARKS & RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, NOVEMBER 12, 1990
The monthly meeting of the Parks and Recreation Board was called to order
at 6:05 p.m. by President Jerald Hulbert.
PRESENT: Alderman Dan Hilt, Jerald Hulbert, Richard Manchester, Tom Millonzi,
Therese Rilling, Gordon Jacobson (Recreation Director) and Pete
Theis (Parks Director)
ABSENT: Adele Kehoe (excused), Ron Stephens (excused)
GUESTS: Jack Strasser, Marvin Strasser, Jim Dignin, Tom Zinski, Alderman
Dave Taube, Chief Johnson
APPROVAL OF MINUTES:
Tom Millonzi moved to approve the minutes of the October 8 meeting, as mailed.
Richard Manchester seconded. Motion carried.
Richard Manchester moved to approve the minutes of the October 23 meeting,
as mailed. Tom Millonzi seconded. Motion carried.
PERSONAL APPEARANCES:
Old Public Works garage property
Pete reported that the Finance Committee is looking for a recommendation for
the future use of the property behind the old Public Works garage. Richard
Manchester moved to recommend to the Finance Committee to sell a l/3 of an
acre. Therese Rilling seconded. Motion was defeated, 2 yes, 3 no. No
further motion made.
Discussion on building needs with Pete agreeing to talk to people who know
more about roofs and will put it on agenda next month.
Snowmobile trail/Demon Park
Tony Zinski appeared to request a snowmobile trail through Demon Park.
Tom Millonzi moved to accept the recommendation of the use of the park on a
one-year trial basis with the understanding that they will be working with
the parks director. Alderman Hilt seconded. Motion carried, 3 for, 1 opposed.
WRITTEN CORRESPONDENCE:
Historical Society's financial report for 1990
The Board reviewed the Historical Society's Financial Report.

OLD BUSINESS:
Open swim/pool rental status
Gordy reported that open swim will open on Monday, November 19.
Job descriptions for Recreation Supervisor and Parks and Recreation Secretary
Gordy reviewed with the Board on the crossover of Recreation Supervisor
and Parks and Recreation Secretary.
Muskego Yacht Club agreement
Pete reported that attorney's correspondence suggested caution to agreement.
Richard Manchester moved to accept the correspondence regarding Muskego Yacht
Club's agreement. Tom Millonzi seconded. Motion carried.
Marlan Meadows drainage project
Pete reported that funds for the project are going to be appropriated at
tomorrow night's Finance Committee (11/13) meeting.
DEPARTMENT REPORTS:
Parks
Operating budget status
Pete reported on the cutouts of the operating budget.
l Lake Forest (formerly Cambridge Meadows) development
Therese Rilling moved to accept park dedication fees for Lake Forest
development. Tom Millonzi seconded. Motion carried.
Schmidt Park playground equipment
Pete reported on the status of Schmidt Park playground equipment and would
like to remove the equipment. Richard Manchester moved to accept the
recommendation to remove the playground equipment at Schmidt Park. TOIU
Millonzi seconded. Motion carried.
Recreation
Youth sports/athletics program philosophy
Gordy reported on the future growth of soccer and basketball programs. The
Board discussed the program philosophy and agreed that the programs should
let every child participate and teach them good sportsmanship.
Basketball/volleyball leagues
Gordy reported on basketball and volleyball leagues being successful.
Wisconsin Park and Recreation Association Conference
Gordy reported on the sessions that were attended.

Community Tree Lighting program
Gordy discussed with the Board suggestions on the community tree lighting
program.
NEW BUSINESS, OTHER BUSINESS:
Plan Commission subdivision plat
The Board reviewed the Bream Ridge subdivision plat.
ADJOURNMENT:
There being no further business, Tom Millonzi moved to adjourn. Therese
Rilling seconded. Motion carried. The meeting adjourned at 9:19 p.m.
