PRB051490minutesMINUTES PARKS & RECREATION BOARD MEETING, CITY OF MLXKEGO MONDAY, MAY 14, 1990 The monthly meeting of the Parks and Recreation Board was called to order at 6:04 P.M. by President Jerald Hulbert. PRESENT: Alderman Dan Hilt, Jerald Hulbert, Adele Kehoe, Richard Manchester, Thomas Millonzi, Therese Rilling, Ron Stephens, Peter Theis (Parks Supervisor) and Natalie Wichgers (Assistant Recreation Supervisor) GUESTS: Fran Burgeson, John Johnson, Jack Spoerl, Mary Kozlik, Gilbert Spieler, Mr. Costello APPROVAL OF MINUTES: Richard Manchester moved to approve, as mailed, the minutes of the April 9 meeting. PERSONAL APPEARANCES: Muskegofest Jack Spoerl appeared to inform the Board of the dates (August 24, 25 and 26) and agenda for Muskego Community Festival. A new addition to the Muskego Community Festival is the Liebel Family Circus. Ron Stephens moved to accept the dates and additions of the 1990 Muskego Community Festival. Alderman Hilt seconded. Motion carried. Idle Isle boat launch Gilbert Spieler appeared to discuss the Idle Isle boat launch. He asked about the moving of the boat launch and was told it was on hold, pending the sale of Lake Access Parcel #6 on Ruby Drive. Dance/gymnastic program Mary Kozlik appeared to discuss concerns she has about the dance and gymnastic pl-0gralU. Jerry Hulbert reviewed Mary Kozlik's concerns with the Board. In reviewing the concerns of Mrs. Kozlik, the sub-committee would like to meet again to discuss these concerns and come up with the recommendations before the summer session. Minutes, Parks & Recreation Board, May 14, 1990, page 2 WRITTEN CORRESPONDENCE: Letter from City Clerk No discussion since this was regarding the sale of Lake Access Parcel 116 on Ruby Drive which fell through. Request to relocate oil barrel Pete presented a map to the Board showing an area the Public Works Committee chose to relocate the oil drum. Ron Stephens moved that the oil barrel goes on the settlement area assuming that the Historical Society is notified and before this is implemented, we need to see a site plan. Therese Rilling seconded. Motion did not carry. Richard Manchester moved that it should be placed next to the dumpster at City Hall,because of concern with policing and l+ghtilig . Tom Millonzi seconded. Motion carried. OLD BUSINESS: Chapter 26 of Municipal Ordinance Pete recommended that the Board needs to review the Chapter 26 of Municipal Ordinance at a later date. Private use of public property policy This item was deferred and will be reviewed along with Chapter 26 at a future meeting. l - Idle Isle concession stand lease Pete reviewed with the Board the Idle Isle concession stand lease as approved by Common Council. He also reported the lease has been worked out and the concession stand will open Memorial Day weekend. DEPARTMENT REPORTS: S.E.W.R.P.C. status report Pete and representatives from S.E.W.R.P.C. (South Eastern Wisconsin Regional Planning Commission) met on May 8th and discussed the report. By the end of June, the first draft should be set. Denoon Shelter update Pete reported that we didn't qualify for D.N.R. (Department of Natural Resource) matching funds. Ron Stephens moved to request funds for the picnic shelter and well with escrowed money. Tom Millonzi seconded. Motion carried. Park dedication fees for building project Ron Stephens moved to use park dedication fees not to exceed $2,000 to study the park building relocation. Richard Manchester seconded. Motion carried. i l Minutes, Parks & Recreation Board, May 14, 1990, page 3 Parks Improvements Update Alderman Hilt reported dredging needs to be done in the Michi Drive area. Pete informed the Board of the paving schedule for Demon and Mill Valley. He reported that the Horn paving has been completed, the.Horn sewer lateral has been completed, and the Horn baseball field is 75% completed. Recreation Staff recommendations Natalie handed out a list of contracted employees. Ron Stephens moved to hire the employees that were presented and approved that Natalie may hire the swim positions that need to be filled. Richard Manchester seconded. Motion carried. Office update Natalie reported that summer booklets have been sent out. Registration will be held on May 23 and May 29. Ron Stephens moved that Ken Dunahee can teach children's swim as long as he is supervised and completes the certification. Tom Millonzi seconded. Motion carried. Letter to Mayor Natalie's letter to the Mayor regarding the extra hours involved with bike licensing was presented to the Board. The Mayor authorized that camp time be earned for the added hours. Air-conditioner at Horn Park Natalie reported an air-conditioner will be purchased for Horn Field. NEW BUSINESS, OTHER BUSINESS: Capital Budget Committee member Richard Manchester moved to approve Ron Stephens as the Parks & Recreation Board's member on the Capital Budget Committee. Adele Kehoe seconded. Motion carried. Plan Commission subdivision plats review The Board members reviewed and okayed the subdivision plats for Woodside Estates, Woodcrest Heights, Lake Brittany and Lake Forest (formerly Cambridge Meadows) as presented. Recreation Supervisor recommendations The sub-committee has narrowed the candidates for the position of Recreation Supervisor down to two.
