PARKS & RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, JUNE 11, 1990
The monthly meeting of the Parks and Recreation Board was called to order
by President Jerald Hulbert at 7:05 P.M.
PRESENT: Alderman Dan Hilt, Jerald Hulbert, Adele Kehoe, Richard Manchester,
Therese Rilling, Ron Stephens, Peter Theis (Parks Supervisor) and
Natalie Wichgers (Assistant Recreation Supervisor)
ABSENT: Tom Millonzi

ELECTION OF OFFICERS
Jerry Hulbert was nominated for President. Ron Stephens moved, Richard Manchester
seconded, the nomination of Jerry Hulbert for President. Motion carried.
Ron Stephens was nominated for Vice President. Richard Manchester moved,
Therese Rilling seconded, the nomination of Ron Stephens for Vice President.
Motion carried.
Adele Kehoe was nominated for Secretary. Ron Stephens moved, Richard Manchester
seconded, the nomination of Adele Kehoe for Secretary. Motion carried.
APPROVAL OF MINUTES
Ron Stephens moved to approve, as mailed, the minutes of the May 14 meeting.
Adele Kehoe seconded. Motion carried. Adele Kehoe moved to amend the
minutes of the May 22 meeting to read "Richard Manchester moved to recommend
a special meeting". Ron Stephens moved to approve, as amended, the minutes of
the May 22 meeting. Adele Kehoe seconded. Motion carried.
PERSONAL APPEARANCES
Robert Maul--Land 0' Lakes baseball team
Mr. Maul was not present so this item will be added to next agenda.
WRITTEN CORRESPONDENCE
Historical Society painting project
Pete reported the Historical Society requests the release of funds. Richard
Manchester moved to accept the Historical Society's request for the painting.
Alderman Hilt seconded. Motion carried.
Aerobics instructor reimbursement request
Richard Manchester moved to deny the request of $20.00 for four rubber tubes
for all instructors. Ron Stephens seconded. Motion carried.

OLD BUSINESS
Status of Shop Study
Pete reported that contingency funds will be used instead af parks dedication
monies to finance this project.
Comprehensive Plan Update
S.E.W.R.P.C. (Southeastern Wisconsin Regional Planning Commission) still putting
contract together. No further input.
Denoon Park building project
Pete reported Common Council to review for approval tomorrow night. specs to
be drawn up and reviewed by sub-committee before advertising for bids.
Continue review of dance/gym coordinator/supervisor position
Jerry Hulbert reviewed some of the past minutes of the Board meetings regarding
the dance/gymnastic program. Both letters of correspondence from Jerry Hulbert
and Mary Kozlik were read. Pete received a letter of grievance from Mary Kozlik
on June 11. Jerry Hulbert read this letter to the Board members.
Therese Rilling moved to limit discussion to one minute. Adele Kehoe seconded.
Motion carried.
Ron Stephens moved to offer both gymnastic/dancing as an instructor at $17.10
an hour. Richard Manchester seconded. Motion carried, with one *aY.
The public's discussion was highlighted by Municipal Judge Peter Lenz who
initiated a kangaroo court, attempting to make Assistant Recreation Supervisor
Natalie Wichgers look foolish, however, the reverse resulted.
A meeting was set for Thursday, June 14, at 3:Oo PM to further discuss in closed
session the supervisor/coordinator.

Parks
Park Improvement Update
Damon roadway
Pete reported the Denoon roadway was completed.
Mill Valley walkway
Pete reported it is still not completed.
Horn Field
Pete reported that project had been completed.

Storm Damage Report
Pete reported on storm damage at the parks. So far clean up has involved
165 man hours or about $1,500 in man hours. Estimates another 80 man hours
to complete.
Recreation
No report.
NEW BUSINESS, OTHER BUSINESS
Michi Drive lake access parcel
Alderman Hilt moved to pursue permit and cost to Michi Drive lake access.
Ron Stephens seconded. Motion carried.
Request for dog retrieving program at Lakefest
Therese Rilling moved to waive the ordinance rule of no dogs in park if they
clean up the area. Ron Stephens seconded. Motion carried, with one nay and
one abstaining.
Plan Corunission subdivision plats
There were no plans submitted for review.
Discussion of replacement for vacant position of recreation supervisor
Jerry Hulbert read the letter from Lisa Baaske indicating she would not
accept the job. Jerry Hulbert also read the applications for two other
candidates. Ron Stephens moved to contact both of the applicants to be
interviewed by Council. Adele Kehoe seconded. Motion carried.
Telephone message from Diane Zbilicki
Diane Zbilicki had left a message for the Board members that she would be
interested in an assistant aquatic instructor position as she is certified
instructor for CPR, WSI, Lifeguard, First Aid.
ADJOURNMENT
There being no further business, Therese Rilling moved to adjourn, Ron Stephens
seconded. Motion carried. The meeting adjourned at 9:55 P.M.
