PRB070990minutesMINUTES PARKS & RECREATION BOARD MEETING, CITY OF MUSKEGO MONDAY, JULY 9, 1990 The monthly meeting of the Parks and Recreation Board was called to order by President Jerald Hulbert at 7:07 P.M. PRESENT: Jerald Hulbert, Adele Kehoe, Richard Manchester, Tom Millonzi, Gordon Jacobson (Recreation Supervisor) and Peter Theis (Parks Supervisor) ABSENT: Ald. Dan Hilt, Therese Rilling (excused), Ron Stephens GUESTS: 11 INTRODUCTION OF RECREATION SUPERVISOR President Jerald Hulbert introduced Gordon Jacobson who has accepted the position of the Recreation Supervisor. APPROVAL OF MINUTES: Richard Manchester moved to approve, as mailed, the minutes of the June 11, 1990, meeting. Tom Millonzi seconded. PERSONAL APPEARANCES: M.A.A. flag football Dennis LeMaster would like to repeat program similar to last year. The M.A.A. expects 120-150 kids. Would like to run program Saturday afternoons at Kurth Park, to begin after Labor Day weekend. Richard Manchester moved to grant request to use Kurth Park providing there is no conflict with soccer program. Tom Millonzi seconded. Motion carried. Yacht Club regatta Bill Anderson requested use of Idle Isle boat parking for 3 days (Friday afternoon through Sunday), June 27-29. Parking would be on the grassy area so that normal boat spaces are available. Richard Manchester moved to accept request. Adele Kehoe seconded. Motion carried. Minutes, Parks & Recreation Board Meeting, July 9, 1990, page 2 WRITTEN CORRESPONDENCE: Aerobics/workout program A letter was received from Judith Staacke regarding an increase in the fee to offer the aerobics/workout program this fall. The Board members were concern as to whether there would be time to notify participants as to cost increase before fall program begins. Gordy Jacobson was asked to discuss S.A.F.E. program with Judith Staacke. Richard Manchester moved to defer request for program increase. Tom Millonzi seconded. Motion carried. Dog obedience refund Mrs. Olson requested the Board to refund a portion of the dog obedience class she had registered for. Adele Kehoe moved to deny request. Richard Manchester seconded. Motion withdrawn. Motion was made by Richard Manchester to have Recreation Director contact Mrs. Olson as to reason for request and defer action until August meeting. Tom Millonzi seconded. Motion carried. Muskego Community Festival request Alderman Taube was present to request additional power which would cut use of so many extension cords. A circuit box would be added near Racine Avenue and Pioneer Drive. Richard Manchester moved to approve new circuit box with the understanding that the Muskegofest Committee would make good on any damage that would be done in extending this power service. Tom Millonzi seconded. Motion carried. Alderman Taube, on behalf of the Muskegofest Committee, requested to create a pond and fill in other areas of wetland area north of the historical park. Funding to hopefully come from DPW (Department of Public Works) and free fill from area construction. Pete Theis questioned whether or not it is park land. Engineering to be done by committee personnel until as much as possible, at that point, costs would be picked up by festival committee. Motion made by Tom Millonzi to approve the concept as presented. Richard Manchester seconded. Motion carried. Wrestling program refund A letter was received from Mrs. Mielke requesting a refund for weight training p?XIglZZlIlL Motion to disapprove refund was made by Richard Manchester. Tom Millonzi seconded. Motion carried. OLD BUSINESS: Comprehensive study update Pete Theis reported that recommendations are being compiled and the concept of the community festival grounds is being addressed. Muskego Recreation Trail sub-committee report The cost estimate of Phase IV which would be from Bay Lane/Woods Road to Bluhm Farm Park was presented. Completion of Phase IV to Mystic Drive by Thanksgiving would be a reasonable goal. Motion made by Richard Manchester to accept recommendation of sub-committee. Adele Kehoe seconded. Motion carried. Gerald Kozey agreement Parkland Plaza agreement had been made to deposit topsoil on the land for a fee of $1,000 to be placed in an escrow account to be used for purchase of playground equipment. 'Lessee of Parkland Plaza was not able to gain access to the plaza due to equipment and soil blocking entrance. Pete Theis to check into the situation. DEPARTMENT REPORTS: Service drive at Mill Valley should be completed within the week. Painting being done at Horn Field for Safety City program. A fence is being put up to protect the play area. Motion made by Richard Manchester to erect a 50-foot, chain-link fence to protect Safety Ciry area. Seconded by Adele Kehoe. Motion carried. Idle Isle launching policy Pete Theis reviewedwiththe Board members the present policy. It seems to be working well. Denoon shelter specifications Specifications will be written and reviewed by sub-committee before being published for bids. Recreation No report at this meeting. New supervisor (on the job for 3 days) will have a report next month. NEW BUSINESS, OTHER BUSINESS: Plan Commission subdivision plats No plat maps were presented. Marlan Meadows drainage problem Motion made to bring the problem to the attention of Public Works. Pete Theis will contact them. Richard Manchester made the motion. Tom Millonzi seconded.
