PARKS & RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, AUGUST 13, 1990
The monthly meeting of the Parks and Recreation Board, City of Muskego, was
called to order by Vice President Ron Stephens at 7:05 p.m.
PRESENT: Alderman Dan Hilt, Adele Kehoe, Thomas Millonzi, Therese Rilling,
Ron Stephens, Gordon L. Jacobson (Recreation Supervisor) and
Peter Theis (Parks Supervisor)
ABSENT: Jerald Hulbert (excused), Richard Manchester
GUESTS: Wil Vidal, Larry Schneider, Bennie Lewis, Jack Anderson, Fran Burgeson
APPROVAL OF MINUTES:
Tom Millonzi moved to approve the minutes of the July 9, 1990 meeting with the
following corrections: Under Yacht Club regatta change the month of June to
July; Wrestling Program heading change to Weight Program. Therese Rilling
seconded. Motion carried.
PERSONAL APPEARANCES:
Wil Vidal . ..Little Muskego Lake Association regarding 1990 Lakefest
Mr. Vidal appeared before the Board members to thank them for the use of the
Idle Isle Park for the Lakefest. He presented them with a donation to the
park departemnt to hopefully be used for Idle Isle. Pictures were shown of
the different activities. The Lake Association would like for the Park Board
to consider allowing the Lake Association to build a building on Idle Isle to
be used during the winter months as a storage shed for weed cutters. It
would be used in the summer as a meeting room.
Bennie Lewis... Chargers football program regarding field permit
Mr. Lewis came to the Board to ask the Baord members to reconsider the usage
fees. If they could obtain community-based status, they would be exempt from
the usage fee. He would also like to have a designated site for his team's
games, Saturday mornings. Motion made by Therese Rilling, seconded by Adele
Kehoe, to grant category 2 status. Motion carried. Motion by Adele Kehoe and
seconded by Tom Millonzi to designate Bluhm Farm Park for Charger football
pending availability. Motion carried.
Jack Andersen . ..Muskego Yacht Club usage of Lake Access Parcel #17
Mr. Andersen is seeking permission from the Parks and Recreation Board to
moor the yacht club's race committee boat to Lake Access Parcel U17 from
May l-September 15. Pete will contact neighbors to see if there is any problem
with them. Motion made by Alderman Hilt to grant request for pier for parcel 1117
approval pending contact with neighbors and paperwork with attorney. This is
to be reviewed after one year period. Seconded by Therese Rilling. Motion
carried.

WRITTEN CORRESPONDENCE:
Sharon Passick refund request
Motion by Alderman Dan Hilt, seconded by Therese Rilling, to deny request.
Motion carried.
Theresa Bullis refund request
Motion by Tom Millonzi, seconded by Therese Rilling, to refund $7.00 minus
$2.50 handling fee. Alderman Hilt opposed. Motion carried.
Muskego Community Festival
Pete read letter written by Chief Johnson stating that the Festival Committee
had never agreed to pay engineering costs for wetland area north of the
historical park as stated in minutes of July 9.
OLD BUSINESS:
Dog obedience refund request
Gordon contacted Mrs. Olson for details regarding the request. Tom Millonzi
made motion to deny request. Therese Rilling seconded. Motion carried.
"S.A.F.E." program fee increase
Tom Millonzi made motion to accept increase of $50--$lO/program. Adele Kehoe l seconded. Motion carried.
Muskego Recreation Trail update
W.E.P.Co. right-of-way
Bay Lane east, waiting for paperwork to be completed.
Highway "L" path
Tom will write a letter to school board explaining the bicycle path and requesting
cost sharing.
Marlan Meadows drainage problem
Park dedication fees may be used. Issue is at a standstill.
DEPARTMENT REPORTS:
Park Improvements
Pier costs
l If two more added, they could be purchased for $500 each. Pearl and Diamond
Drives had requested piers.

Fencing quotes
Pete recommended we accept quote of $5,280 for fencing for Denoon Park
basketball court. Alderman Dan Hilt made a motion to accept the quote of
$5,280 for fencing of Denoon Park basketball court. Therese Rilling seconded.
Motion carried.
Recreation
Assistant Recreation Supervisor...full-time position proposal
Mr. Jacobson brought to the attention of the Board members the need for a full-
time Assistant Recreation Supervisor. He presented to the Board a written
proposal of justification.
Recreation Department expansion proposal
Mr. Jacobson detailed the need for expansion in the Recreation Department.
Request staff title change...Recreation Department
Motion made by Therese Rilling, seconded by Tom Millonzi, to recommend to
Common Council that Gordon Jacobson's staff title be changed to Recreation
Director from Recreation Supervisor. Motion retracted and item deferred to
next month's meeting.
Brochure update
New brochure to be 84" x ll", 18-20 pages.
Natalie Wichgers resignation as Assistant Recreation Supervisor
Board received and accepted Miss Wichgers resignation. A letter from the
Board to Natalie will be sent thanking her for all her efforts.
NEW BUSINESS, OTHER BUSINESS:
Planning Commission sub-division plats
Breann Ridge
No comments from the Board members on this sub-division plat at this time.
ADJOURNMENT:
There being no further business, Tom Millonzi made a motion to adjourn.
Therese Rilling seconded. Motion carried. Meeting adjourned at lo:15 p.m.
The next meeting will be Monday, September 10, and a special budget meeting
will be scheduled for Wednesday, September 12.
