PARKS & RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, SEPTEMBER 11, 1989
The monthly meeting of the Parks and Recreation Board was called to order at
6:06 P.M. by President Jerald Hulbert.
PRESENT: Alderman Dan Hilt, Jerald Hulbert, Thomas Millonzi, Therese Rilling,
Ronald Stephens, Jackie Schweitzer.(Recreation Supervisor) and
Peter Theis (Parks Supervisor):
ABSENT: Richard Manchester (excused)

APPROVAL OF MINUTES
Ron Stephens moved to approve, as mailed, the minutes of the August 14th, 1989
Parks and Recreation Board meeting. Tom Millonzi seconded. Motion carried.

PERSONAL APPEARANCES
Cullinane Design/Parkland Plaza Study
Mike Rap appeared to review the Parkland Plaza Study with the Parks and
Recreation Board members. He reviewed his 6 points of recommendation that
were included in the report. His basic recommendation was to keep the facility
as parkland and develop it as a neighborhood park. Alderman Hilt questioned
whether he had studied the possibility of a trade with other land in the area.
Mr. Raap indicated he had looked at that but the soil samples could be a problem
for development. The Board would like the Assessor to clarify his land
values as submitted to Mr. Raap and included in the study. Mayor Salentine
had also questioned if there could be a reduction in the charge for the SEWRPC
master plan as this area was studied so thoroughly. Ron Stephens moved to ask
Plan Commission to proceed with extension of road to the parkland and/or ask
developer to come up with a cost estimate for extending road to the park, same
width as the one currently approved for Mr. Klenz. Tom Millonzi seconded.
Motion carried.
Muskego Historical Society 1990 Budget Request
Ron Peters presented the Muskego Historical Society budget and reviewed it
with Board members. Any recommendation from the Board will be made at the
September 13th Board budget meeting.
Marlin Swim Club
Jackie received a phone call asking about the possibility of the swim club
being incorporated into the Recreation Department, or a reduction in fees.

She invited members of the Club to attend this meeting. Lois Seefeldt reported
to the Board on what Marlin Aquatics was about. She appeared to discuss the
need to have the help of the Recreation Department as an advisory committee
and for financial support. Jackie reported that until the School District
started charging the City for pool use, the Marlins were not assessed any fee.
Ron Stephens suggested the Marlin Swim Club request the school board to reduce
the fee charged to the City by the $1,200-$1,500 that the Marlins pay the City
currently and the Board would then not charge them the rental fee.

OLD BUSINESS
Bluhm Park--north area
The Board determined that at this time the land would just sit as is.
Demon Park Building Sub-committee update
Pete reported the committee met with the industrial arts high school teacher,
Mr. Al Kolff, and he will give them a plan on how the students will work on
the project and the committee will then meet with him again.
SEWRPC master plan update
Pete reported they would be starting soon. Still haven't been able to get a
firm date. Will contact again before next meeting.
Welcome signs into City
It was indicated that someone from the Chamber of Commerce would contact Peter
before anything was done on replacing the signs. Pete hasn't been contacted
about the signs to date.
DNR correspondence/Denoon Park sewer easement
Jackie presented the correspondence from the DNR (Department of Natural Resources)
regarding the easement across Denoon Park for sewers. The letter outlines the
procedure that would have to be followed if permission is granted.
DEPARTMENT REPORTS
1989 Muskego Community Fest
Pete reported the total of hours park crew and the Pohlman's put into the Fest
was about 421 hours. Of that time, there was about 41 hours spent on cutting
the areas along the parade route. The festival committee chairpersons will be
at the October Board meeting. Some of the observations after the event were
that two of the large poles were still up, some ground areas are rutted, there
was no activity at Horn, the walking path to Horn was nicely done, set-up,
take-down time is stretching into more time (almost an entire week), holes

were still in asphalt where tent stakes were driven in. These issues will be
discussed with the chairpeople at the next meeting.
Vandalized tree at Schmidt Park
Pete reported the three families involved in the vandalism paid the money for
replacing the tree at Schmidt. The police gave them the choice of restitution
or juvenile court. They will replace the tree with the same kind of tree
(Crimson King). Will be replaced at the end of the week.
1990 Parks Budget handout
Pete handed out 1990 operating and capital budget summary so Board could
review before Wednesday meeting.
Recreation
Teen outing participant
Jackie reported a problem with a student not being on time for leaving the
event and loading on the bus. The student was left behind at Great America
and late for the Familyland trip. Alderman Hilt moved that Warren Heise
must be accompanied by a parent, in the future, if he wishes to continue to
participate in an outing. Ron Stephens seconded. Motion carried.
Dance/gymnastic coordinator/assistant positions
Jackie reported that there was one response to the ad. The sub-committee
will meet to discuss the assistant position on September 13th.
1989-90 department program
Some programs were cut due to previous responses. Books were not delivered
to some homes. Schedule of mailing was poorly timed with registration date.
NEW BUSINESS, OTHER BUSINESS
Subdivision plats as presented from Plan Commission
1. Lakeview Highlands--due to large lots, a play area will not be designated.
Board is comfortable with the large lots.
2. Woodside Estates--did not include a recreational area, has little larger
size lots.
3. Meadow Green West (Addition #l-Phase 2)--a reminder of the bike path
connection from the subdivision to the WEPCO recreational trail needs to
be included.
4. Place on October Board agenda the lease for the Parkland Plaza parkland.
5. Question raised on increasing park dedication per lot/unit charge of $200.00.
Suggested any changes be looked at as the master park plan is developed.
6. The City has listed one of the Ruby Drive lake accesses for sale for
$13,900. This access is under the jurisdiction of the Parks and Recreation
Board/Department.
