PARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, JULY 24, 1989
The monthly meeting of the Parks and Recreation Board was called to order
at 7:06 P.M. by President Jerry Hulbert.
PRESENT: Alderman Dan Hilt, Jerald Hulbert, Richard Manchester,
Thomas L. Millonzi, Therese Rilling, Peter Theis (Parks Super-
visor) and Jackie Schweitzer (Recreation Supervisor)
ABSENT: Dennis Kucharski
GUESTS: Gary Gresch. Jim Gresch, Dave Taube, John Marson, Mary Kozlik
Fran Burgeson, Wil Vidal, Mark Wolf, Dennis L&laster,
Alderman Dave Sanders, Pearl Haut, Ed Niezgoda, Ron Peters,

APPROVAL OF MINUTES:
Ron Stephens moved to approve the minutes of the June 12, 1989, meeting
Tom Millonzi seconded. Motion carried.
PERSONAL APPEARANCES:
Keith Bennett--Idle Isle proposed site plan change
Peter reported he had called Keith Bennett and that Keith had nothing new
to report for the board.
Gary or Jim Gresch--posting of sign at Idle Isle Park
Jim and Gary Gresch appeared to request that the portion of the "lake rules"
signregarding no wake before 8 A.M. be more emphasized. It should be
so people notice that rule. Vidal agreed to putup asign to this affect
from the LMLA, as they did the original signs.
Dave Taube/John Marson--Muskego Community Fest
Dave Taube appeared to follow up on discussion regarding the walking trail
from the Historical Society parking area to Horn Park. Mr. Taube
presented a layout of the area showing this area. Some areas along the
path will be filled with clay. Estimates the path to be 700 feet long
and lo-15 feet wide. Culverts have been taken cars of. Will use crushed
stone on path. Alderman Dan Hilt moved to approve the request subject
to approvals from the Building Department, that it is not in wetlands
and from the Historical Society. Richard Manchester seconded. Motion carried.
Dave Taube asked that the minutes reflect that he is doing the festival as
a volunteer, not as an Alderman.

Soccer field at Horn Park for Tournament
John Marson reported on the propsed events of Community Fest for
1989. Saturday there would be soccer at Horn Park and a Chargers football
tournament at MHS. Wants both to have certain athletic events to draw
people. In future looking at doing more with golf, bowling and softball.
John Marson requested to "se Horn Field as a soccer field and bathroom
facilities. Mr. Niezgoda suggested using MHS and Mill Valley for these
games. Pete questioned bathroom "se, parking, rain situation, and contacting
neighbors. Alderman Hilt moved to approve the request for soccer at Horn
Park for 1989. Ron Stephens seconded. Two opposed--motion carried.
Mary Kozlik - dance/gymnastic reclassification
Mary Kozlik reported on the history of the dance and gymnastic program
and reflected on the letter that was submitted at the last meeting. Mary
wants to write the lesson plans for programs. She proposed compensation for
corrdinating, hiring, training, supervising and being responsible for addi-
tional classes. Ron Stephens moved to approve the concept and proposal and
will work out details with department staff. Richard Manchester seconded.
Motion carried.
Wil Vidal/Mark Wolf - LMLA review of 1989 Lakefest
Wil Vidal appeared to discuss the Lakefest results and address any concerns.
Jackie indicated there was a problem from the Police Department's stand-
point with the time that the bands stopped playing and when people had to
be out of the park. The department needs to communicate better with the
police in these special "se approvals and also LMLA should keep a copy of
the agreement/guidelines at the park during the festival. Another concern
was with the boat launch being closed off (someone wanted to go out fishing
early in the morning). Mr. Vidal explained that it was closed off in anti-
cipation of the Flight for Life helicopter's arrival. No major problems
this year. Good festival.
John Marson - M.A.A. flag football
Dennis Le Master appeared to discuss setting up a flag football league for
4th and 5th graders and would like to "se from mid-August to the end of
September the Bay Lane School facility. Requesting two fields be put into
place. Pete questioned the lease agreement at the schools that the Department
has with the School District as to whether we have the authority to approve
or if it should come from the School District. No bathroom facilities would
be available at Bay Lane School as the port-a-pots are removed at the end
of the M.A.A. softball season. Jackie suggested Kurth Park as an alternative
site as there are two soccer fields already laid out that could be adapted
for flag football use. Jackie also offered to include in the Recreation book-
let a notice on the program for the 1990 season. M.A.A. will get back to
Pete with their decision.

OLD BUSINESS:
Review Icetronauts request for storage space at Parks garage
The Public Works Superintendent and the Public Works Committee did not
approve the Icetronauts request to store their trailers behind the Parks

Garage/DPW area. The Parks & Recreation Board approval was contingent upon
Public Works approval.
Community Fest electrical service revision
Jackie reported that John Johnson had indicated that the location of their
initial request this spring for additional electrical service needed to be
changed. He asked if they could trench from the existing light pole they
had installed in 1988 to Pioneer Drive. They originally had planned on coming
under Pioneer Drive. Became costly and Wisconsin Electric felt this would be
a better way. After discussion with Peter, they gave permission but with the
stipulation that the area. be resored to its "lawn area" condition. Richard
Manchester moved to approve the request with the condition it be restored to
its current condition. Ron Stephens seconded. Motion carried.
Update on status of recreational trails (wEPCO/B~~ Breeze)
WEPCO-- No dates reported yet as to the start of work on Phases II and III of
the WEPCO trail by the Public Works department.
Bay Breeze-- Jackie indicated there is no deadline date on record in the sub-
divider's agreement with Mr. Ingersoll; therefore, cannot enforce completion
of the recreation path. Our time extension permit with Waukesha County was
approved and gives us until December 31, 1989 to complete this path. Mr.
Ingersoll has been notified of this current deadline date.
Parkland Plaza parkland update
The Common Council approved expenditures of $1,770 for hiring a consultant
to study this area. In meeting with Cuillinane Design, $300 was pared off
by having some in-house work done by the Assessor's Office. Their final
report will be preSented at the September Board meeting.
DEPARTMENT REPORTS
PaAS
SEWRPC master plan update
A meeting was held with members of SEWRPC, Mayor Salentine, Jerry Lee and
Pete and Jackie to discuss the City's request of an update of the master plan
and the park master plan request. It was determined in that meeting that the
park plan would be done separately from the City's plan. Pete reported that
by the next Board meeting he should have some more information on the status
of the master plan for the parks.
Demon Park update
Pete reported the sub-committee looked at various designs for shelters and
discussed where it would be placed at the park. Pete and the sub-committee
will be looking at structures of shelters in various parks in the surrounding
communities.
Recognition of M.A.A. Donation
The 15' player benches have arrived and Peter is looking at installing them
on July 28th at Bay Lane School ball complex. Peter will draft a letter of
appreciation for the donation to the M.A.A.

Women's Softball Tournament review
Pete reported next year's tournament must be directed where to park their
vehicles. People were parking all over the grass at Bluhm Park. This was
not an approved condition for their use of the park; otherwise, there were
no problems.
Concerns regarding "no motor loading" sign
Pete reported police said they saw the sign at Idle Isle Park but need an
ordinance to enforce, as there is none on record at this time. Board felt
to just leave as is because it still seems to deter people. When there is
a problem, will then draft such an ordinance.
Update on lake access signage
Pete reported that there are 12 signs up at this time. Will be putting the
last ones up in the next few days.
Mill Valley light usage
There have been independent teams that have requested use of the lights at
the Mill Valley ball complex. Pete has denied requests for Mill Valley light
usage, but thought there should be a policy regarding this usage. This-is
time consuming from a staff standpoint in issuing keys, collecting deposits,
etc. Board determined that only leagues or tournaments will be allowed to
use the lights for their programs. No individual use.
Review capital budget process
Pete indicated he would present to the capital budget committee only items
that are not eligible for funding from the Park Dedication account. A separate
budget of anticipated expenditures from Park Dedication will be presented
to the Board and Finance Committee.
Recreation
Non-resident/Norway school district resident fee structure
Deferred to another board meeting due to length of this meeting.
Teen youth programs
Richard Manchester stated he did not approve of the program and hoped that
it would not put extra work on the department. Jackie reported, at this time,
there has only been a request to attend a meeting of the committee.
NEW BUSINESS, OTHER BUSINESS:
Vendors in park/recreational areas
Jerry Hulbert reported if vendors are to sell items in our parks or recreational
areas under our jurisdiction, they must come through the Parks & Recreation
Board for permission and pay for a transient license through the City. It
was determined that Jackie will draft a statement to this effect that will
be distributed when people apply for a transient license from the City.

Review of Woodside proposed development
Reviewed the plans as submitted to Plan Commission. No recommendations on
this plan.
Review of "Old" Oak Meadows proposed development plan
Gene Ditlevson appeared to discuss the former Oak Meadows subdivision develop-
ment. He is representing Mr. Irving Haut and Mrs. Pearl Hat. Looking for
approval to cross the Demon Park strip to the north for purpose of connecting
from the Lake Meadows sewers to this proposed development. Ron Stephens moved
to allow access of sewer across the park area based on a negotiated price with
the Board and City, and with approval from the DNR to allow the crossing of
parkland for this purpose. Tom Millonzi seconded. Motion carried.
Review of Bluhm Park area (north)
Pete described the area and advised the Board to look at it before the
next meeting.

Stephens seconded. Motion carried. Meeting adjourned at 11:04 P.M.

SUB-COMMITTEE MEETING FOR DENOON PARK SHELTER BUILDING
PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY, JULY 24, 1989

The sub-committee of the Parks and Recreation Board to review and
to discuss the building of a shelter building at Demon Park met
at 6:lO P.M.
Members Present: Jerald Hulbert, Richard Manchester, Tom Millonzi, and
Peter Theis (Parks Supervisor)
Various designs were presented and analyzed with the sub-committee
directing the Parks Supervisor to prepare a cost breakdown of a
rectangular park shelter building with plumbing alternatives
Locations were then reviewed taking into consideration potential
sewer hook-up sites from a proposed development in the area.
The sub-committee is to meet again when figures are available and
sewer connections are determined.
The meeting adjourned at 6:55 P.M.
