PRB013189minutesMINUTES SPECIAL MEETING PARKS AND RECREATION BOARD, CITY OF MUSKEGO TUESDAY, JANUARY 31, 1989 The Special Meeting of the Parks and Recreation Board was called to order by Chairperson Jerald Hulbert at 7:03 P.M. PRESENT: Alderman Dan Hilt, Jerald Hulbert, Richard Manchester, Therese Rilling, Ron Stephens, Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor) ABSENT: Dennis Kucharski, Thomas Millonzi (excused) GUESTS: Linda Howe, Agnes Posbrig, Lenny Wozniak, Mayor Wayne Salentine, Alderman Ed Dumke, Alderman Pat Patterson, Jim Weitzer, Patty Hulbert, Matt Bennett, Zoila Grim, Steve Tietz PERSONAL APPEARANCES: Review Historical Society request Linda Howe appeared representing the Muskego Historical Society to request the release of some of the artifacts that were donated by Charles Damaske. They are working on a settlement with Mr. Damaske and he has asked for return of the items as presented. As a condition of the lease agreement between the City and the Historical Society, the Historical Society must obtain permission from the City for the return or release of any donated items. They are present to request the release in compliance with their agreement. Ron Stephens moved to agree to the release of the list of artifacts as presented by the Muskego Historical Society. Richard Manchester seconded. Motion carried. WRITTEN CORRESPONDENCE: Recreation Supervisor letter of resignation Jerry Hulbert read Jackie Schweitzer's resignation letter. Jackie explained the background of reason for letter. Jerry Hulbert indicated his goal for the transition period wouldbeno loss of any program. Mayor Salentine indicated the position of the recreation supervisor is that of middle management, but is a department head status. BUSINESS: Short-term department organization Jackie agreed to stay on through March 3rd if it would give the Board more time to evaluate the department for short- and long-term organization. Review Parks/Recreation Supervisors job descriptions The review of job descriptions will be done as part of the department organization. Review personnel evaluation process There is currently no review of department personnel, except for seasonal employees by the department head. Minutes, Special Meeting of Parks and Recreation Board, January 31, 1989, page 2 Long-term department organization Ron Stephens moved to not advertise to fill the recreation supervisor position at this time for the purpose of reevaluating the parks and recreation positions. Richard Manchester seconded. Motion carried. CLOSED SESSION: Please take notice that following completion of the Special Parks and Recreation Board Meeting, the Parks and Recreation Board of the City of Muskego will convene upon passage of the proper motion, into Closed Session pursuant to §19.85 (1) (c), considering employment, promotion, compensation or performance evaluation data of any public employee over and more specifically as it applies to employees of the Parks and RecreationDepartment. Ron Stephens moved to go into closed session. Richard Manchester seconded. The roll call vote was taken: Alderman Dan Hilt, yea; Jerald Hulbert, yea; Richard Manchester, yea; Therese Rilling, yea; and Ronald Stephens, yea. Upon a roll call vote with all members present voting, 5 yea, 0 nay, the motion carried. The meeting went into closed session at 8:35 P.M. The Board reconvened at lo:50 P.M. into Open Session for adjournment. ADJOURNMENT: With all business completed, Alderman Hilt motioned to adjourn the meeting. Ron Stephens seconded. The motion carried. The meeting adjourned at lo:54 P.M.
