MONDAY, AUGUST 14, 1989
The monthly meeting of the Parks and Recreation Board was called
to order at 7:lO P.M. by President Jerry Hulbert.
PRESENT: Ald. Dan Hilt, Jerald Hulbert Richard Manchester,
Thomas Millonzi, Therese Rilling, Ronald Stephens,
Pete Theis (Parks Supervisor) and Jackie Schweitzer
(Recreation Supervisor)
GUESTS: Fran Burgeson, Dennis LeMaster
APPROVAL OF MINUTES:
Richard Manchester moved to approve, as mailed, the minutes of
the July 24, 1989 Board Meeting. Tom Millonzi seconded. Motion
carried.
Alderman Hilt moved to approve, as mailed, the minutes of the Denoon
Shelter sub-committee meeting on July 24, 1989. Richard Manchester
seconded. Motion carried.
Ron Stephens moved to approve, as mailed, the minutes of the

personnel committee review of dance/gym instructor position of
August 7, 1989. Richard Manchester seconded. Motion carried.
Richard Manchester moved to approve, as mailed, the minutes of the Denoon Shelter sub-committee meeting on August 8, 1989. Ron
Stephens seconded. Motion carried.
PERSONAL APPEARANCES:
Ed NiezgodafJanice Heckert--path and use of Horn Park
John Marson called Pete and indicated there will be no soccer
events at Horn Park this year as part of the Muske,go Community
Fest activities.
Board members agreed that responsibility of maintenance of the
path will be that of the Festival Committee.
Janice Heckert had called to say she would be unable to make the
Board meeting. She asked that Jackie relay her thoughts regarding
the path and use of Horn Park. She is happy to have the land
used for recreational purposes, but does not want to see it misused.

concerned with the car parking at the park.

WRITTEN CORRESPONDENCE:
Parks & Recreation Board Member resignation
Dennis Kucharski has resigned his position due to other time commitments. The school district hasn't recommended a person at this time to fill his position.
Robert Klenz-Festival Park Site proposal
Jackie reported Bob Klenz could not attend this Board meeting due
to another meeting. The Board reviewed the letter submitted by
Mr. Klenz and indicated they will consider this proposal in the
comprehensive parks master plan update.
Bluhm Park special request
A letter was received on August 14th from Tracy Miller requesting
permission to have a horse in Bluhm Park as part of her wedding
photos. Ron Stephens moved to allow the wedding party to bring
their carriage and horse into Bluhm Park for wedding pictures,
and they are asked to pick up after the horses. Richard Manchester
seconded. Motion carried.
Summer Playground Program
A letter was received from a resident indicating her pleasure with
the summer playground at Jensen Park, the leaders and the opportunity for her children.
OLD BUSINESS:
Muskego Community Festival update
Pete reported they asked to put in two more large poles for the fire/police department activity scheduled. Are working with Peter
to determine location. Richard Manchester moved to approve the
request for the fire department activity for festival, placing two poles and that they contact Digger's Hotline for any under-
ground service lines. Ron Stephens seconded. Motion carried.
The Board requested of the Muskego Community Festival Committee
to supply us with a diagram of all the underground wiring at the
Festival site and update of the layout.
Review dance/gymnastic instructor concept (job responsibility)
Jerry Hulbert reported the sub-committee has met to organize the
position for the dance/gymnastic instructor. The sub-committee
agreed to advertise for the assistant position. Jackie reported
on the four different positions that are involved with the dance/
gymnastic program. Will keep the Board updated.

Update on status of recreational trails (WEPCO/Bay Breeze)
WEPCO--Pete reported there are some maintenance problems that were observed when Phase I was toured with WEPCO representatives. WEPCO will contact Pete with their research on some of the problems,
if they are WEPCO created or are someone else's problem. Also, Mr. Wiegan, from WEPCO, indicated a letter was being sent to the resident on W. Tower Dr. who seems to have encroached on the
right-of-way with garbage cans, brush, etc.
Bay Breeze--Jackie indicated thereis some progress being made in the
area where the path should be going in. Board questioned which
phase of asphalt lift does path go in.
Bluhm Park fencing
Proposal for a chain link cyclone fence was presented to the Board
from Plan Commission. Board requested that Plan Commission approve the request, but require that the owner not have any barbs or
exposed fencing at the top. Concerned with the injury factor if
someone going after a foul ball from the ball field. Richard
Manchester made a motion to acc,ept the proposal of the fence but
that it needs to be barbless. Ron Stephens seconded. Motion carried.
DEPARTMENT REPORTS:
Parks
LMLA and MAA recognition letters
Pete presented copies of the letters that will be sent to the MAA and LMLA thanking them, respectively for the benches and cash donation.
SEWRPC master plan update
Pete reported that a letter was sent from the City to SEWRPC asking
them to proceed separately with the Parks Comprehensive Plan. This
is what was originally decided. Jerry Emmrick indicated he would
be starting soon.
Denoon Park Building Sub-committee update
Pete reported the sub-committee has narrowed down the designs for
shelters. They hope to meet with someone from the high school and
hope to have a proposal for the September meeting.
Civil War Days review
The Board requested Pete to send a note to the Muskego Historical
Society reminding them that they are to submit to the Parks and Recreation Board their plans of the Civil War Days dates and site
plan, as was done in previous years but not in 1989.
Flag football update
Dennis LeMaster appeared to report that the MAA would like to use
Kurth Park to hold their flag football program. Requested approval for Monday and Tuesday nights from 6:00 P.M.-7:OO P.M. for a 4-6
week program for youth ages 9-12. It is an MAA-sponsored program.

A $25.00 key deposit will be required for the key for the restroom
at Kurth for the fall season. Ron Stephens moved to approve the football program at Kurth Park and dates as requested. Richard Manchester seconded. Motion carried.
Lake Access signage
Pete reported that all lake access signs are now in place.
Vandalism at Schmidt Park
Pete reported he received a call from a neighbor who said his
children indicated there were boys in the park beating on a tree
with bats. Pete and the police both arrived and the boys were still there. Determined that with removal of the tree and planting
of a new replacement tree, the cost would be $900.00. If the
individuals don't decide to make restitution, the matter will be
turned over to Waukesha County juvenile division. Jackie suggested
the Board should send a letter to the neighbor and his family showing our appreciation for his effort in reporting this incident.
Peter will follow-up with this correspondence.
Recreation
No report.
NEW BUSINESS, OTHER BUSINESS:
Review of subdivision plats as presented from Plan Commission -
Reviewed the plan on the Lake Brittany Estates #2 (3 lot division)
and made no recommendations.
Board Meeting Time Change
Ron Stephens made a motion that for September-May, Board meetings
will start at 6:00 P.M. and from June-August, meetings to begin
at 7:00 P.M. Alderman Hilt seconded. Motion carried.
"Deliberations of Council" handout
The Board reviewed the handout Jackie had mailed out. It explained
procedural policies established by the Common Council for conducting
a meeting, discussion and voting. It was sent in response to an
inquiry from a Board member regarding action taken at the July meeting.
Muskego Welcome Signs
It was noted in the Plan Commission agenda for a/15/89, there is
discussion about replacing the entrance signs to the City. As
this was not on the Parks and Recreation Board agenda, it was
informally discussed. The Board is concerned about the kind of
sign in regards to amount of maintenance and the kind of landscaping going in from a maintenance standpoint.

Special Budget Review Meeting
Due to the possible length of the September meeting, the Board
agreed to hold a special meeting to only review the parks and recreation division budget proposals for operating and capital
items for 1990. Tentatively set for September 13th.

adjourn. Ron Stephens seconded. Motion carried.
