PARKS AND RECREATION SUB-COMMITTEE MEETING
CITY OF MUSKEGO
WEDNESDAY, MARCH 9, 1988
This special sub-committee meeting was called to order by Chairperson Stephens
at 6:lO PM.
PRESENT: Dennis Kucharski, Richard Manchester, Ron Stephens, Jackie Schweitzer
(Recreation Supervisor).
ABSENT: Peter Theis (excused)

APPROVAL OF MINUTES:
Richard Manchester moved to approve the minutes of the February 4, 1988
meeting as mailed. Dennis Kucharski seconded. Motion carried.
Policies and Procedures for Athletic Field Usage
The sub-committee reviewed the rough draft prepared by Jackie and Peter.
"Section I: Definitions, C, 2," add Atonement Church to the list of Travelling
leagues. Need to clarify under "Section IV: Fees and Charges" resident and
non-resident. For daily non-tournament usage (Jess than 2 hours), resident
would be defined as the person requesting the usage must be a Muskego resident
to be eligible for the resident rate. For Daily Tournament usage or Daily
Non-Tournament (more than 2 hours) usage, resident would be defined same as
non-tournament daily (less than 2 hours) for the non-tournament (more than 2
hours). Resident, for daily tournament, will be defined as 75% of participating
teams must be from Muskego.
"Section IV, D" should be as follows, Security Deposit: Resident ($250.00/
tournament); Non-Resident ($500.00/tournament) - usage only for both.
"Section IV," add an E that would address the Board's decision in December of
1987 of waiving tournament fees in lieu of donations.
Dennis Kucharski moved to recommend to the Parks and Recreation Board approva
of the rough draft, with changes, of the Policies and Procedures for Athletic
Field Usage. Richard Manchester seconded. Motion carried.
Baseball/Softball Field Usage Dates/Policy
The sub-committee reviewed this policy and decided to leave as is.
Policies and Procedures Use of Park Buildings/Shelters

The sub-committee reviewed the rough draft as prepared by Jackie and Peter.
Only clarification was under General Use and Rules: 1/Y. Should add, "Dogs must
be on a maximum 6' leash at all times if outside building/shelter.

Dennis Kucharski moved to recommend to the Parks and Recreation Board approval
of the rough draft, with changes, of the Policies and Procedures Use of Park
Buildings/Shelters. Richard Manchester seconded. Motion carried.
Master Baseball/Softball Schedule
Dennis Kucharski moved to recomend to the Parks and Recreation Board approval
of the master schedule as presented and move to deny the request of the Puddles
team for use of Mill Valley in the early morning for use of the pitching
machine. Richard Manchester seconded. Motion carried.
The sub-committee commended Jackie and Peter for a good job in putting these
policies and procedures together.
There being no further business, Dennis Kucharski moved to adjourn the meeting
at 7~37 PM. Richard Manchester seconded. Motion carried.
