PRB062088minutesMINUTES PARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO MONDAY, JUNE 20, 1988 The monthly meeting of the Muskego Parks and Recreation Board was called to order at 7:18 P.M. by Alderman Dan Hilt. PRESENT: Alderman Dan Hilt, Thomas L. Millonzi, Therese Rilling, Ronald Stephens, Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor). LATE ARRIVALS: Jerald Hulbert (7:22 P.M.), Dennis Kucharski (7:45 P.M.) and Richard Manchester (8:20 P.M.) GUESTS: Per attached list. APPROVAL OF MINUTES: Ron Stephens moved to approve, as mailed, the minutes of the May 9, 1988 meeting. Tom Millonzi seconded. Motion carried. PERSONAL APPEARANCES: Muskego Community Festlphysical ,layout and details The Board reviewed the plan with John Johnson. Only change from proposed layout is larger main tent. Pete discussed overflow parking areas. Culverts needed in sme areas; acmes from Reise qrive needs culvert (DPW~ to provide). Parking also by Horn Field only in designated areas. Committee indicated not in picture for this year. Electrical transformer for electricity was discussed. Festival Committee paying for 200 amp service, underground wiring. Need to install a pedestal. Will install by hedges at Leisure Park. Discussed gravel path through Historical Society park area. Committee will not use this year. Motion to approve site plan as submitted (with change of tent size) by Ron Stephens with grassy area south of City Hall as last alternative for parking. Therese Rilling seconded. Motion carried unanimously. Chief Johnson wants approval for beer sales. Ron Stephens made motion to recommend to Finance Committee approval for sale of malt beverages for the Festival (wine coolers if permissible by City). Seconded by Therese Rilling, motion carried unanimously Jerry Hulbert asked for volunteers to help Festival Committee. If can help, contact Chief Johnson. Keith Bennett/address Idle Isle study committee Mr. Bennett appeared before the Board to express his ccmcern with survival as business on island. Youth (150) visit park daily in controlled atmosphere. Parents voice approval. Homes sold because of access to park. Keith will bring a proposal to the August meeting. Jerry Hulbert reminded Keith that the group studying the parking/launching, etc. is only an advisory committee. Keith would like to find a way for more opinions about the park. Alderman Hilt recommended Keith speak with members of the advisory committee. Keith stated parking for 58 cars is tough to-keep concessions running profitable if parking along streets will be taken away. e Minutes, Parks & Recreation Board Meeting, June 20, 1988, page 2 Wil Vidal/Lake Fest request for camping on Idle Isle Park Mr. Vidal is requesting permission for 15-20 campers to park on Idle Isle the Friday night of their festival. Can get in county park if need be. Past policy has been to not allow. Mr. Vidal mentioned security guards will be provided all night. Jerry Hulbert mentioned Richard Manchester called him and felt it was not a good idea to allow campers. Alderman Hilt questioned if they are motor homes. Believe so. Dennis Kucharski moved to approve the request on an experimental basis for one year with the following conditions: (1) no tents, (2) no alcohol beverages, (3) no camp fires, (4) not accommodating camping, just festival, (5) work out logistics-of camping area with Peter, (G) camping for this festival will be restricted to Friday night, (7) 20 units, and (8) security will be provided through the night. Alderman Hilt seconded. Motion carried unanimously. Three light poles and power boxes will be installed and left for others to use. Installation at the expense of Little Muskego Lake Association. Controls are on poles. Recanmend to contact neighbors about lights going into park. Good to contact them before it is done; not after. Board will send out letter to neighbors. Ron Stephens concerned mc~re with kind of lighting than location. High pressure sodium reammended instead of mercury vapor. Ron Stephens moved to approveplacementand use of high pressure sodium lights. Dennis Kucharski seconded. Motion carried unanimously. WRITTEN CORRESPONDENCE: There was none. OLD BUSINESS: Little Muskego Yacht Club's regatta costs Pete stated Mr. Anderson informed him they would prefer to pay the $60 flat fee. Status of bike paths Jerry Hulbert indicated that the officials at WEPCO (Wisconsin Electric Power Company) were concerned about the bridges and guy- wires. After looking at it further, WEPCO indicated their operations division will move wires and their engineers felt bridges would meet approval. Need from the City: (1) engineering report, (2) signage proposal of the trails (Two options for signing: All wood or.enamel on steel. Allow sub-committee to make decision. Signs have to have their logo with joint venture with City.), (3) eating the path (Police department prefers no gates, WEPCO would like gates.). Therese Rilling would like to serve on sub-committee due to Alderman Patterson no longer being on Board. WEPCO okayed Woods Road to Highway Y section to begin the recreational trail project. Signs would be needed on every road entrance. Sub-committee will meet Friday, June 24, at 10 A.M. at Recreation Office. Sub- committee will determine costs and put proposals together. Will also contact Mr. Ingersoll about his section of bike path in regard to his development. Status of Little Muskego Lake Advisory Committee Alderman Hilt indicated DNR (Department of Natural Resources) representatives informed the committee what was legal and what was not. Minutes will soon be available. The meeting was only of a fact-gathering nature. Public access lots #7, U9, 1115 are potential access points for alternate spots to launch boats. No street parking at these points at this time. Future Advisory Committee meetings will be the fourth Monday of each month. DEPARTMENT REPORTS: PARKS Idle Isle Park non-attendant collection system Pete provided the Board with pictures of Idle Isle Park and samples of forms to use in the collection system. Currently there are about 45 signs on Idle Isle. Peter reported that $219 was collected to date using the "honor system" (no attendant). Update on Muskego Hisxorical Society carousel status It was burned so no longer an issue of placement at the Historical Park. Review Waterbugs' agreement Peter reported that the Waterbugs have met all the conditions in the agreement to date. Ski jump not in yet, but will be in at end of July. Mr. Bennett indicated a problem with Waterbug members parking cars in the car/trailer stall area. Peter reviewed the agreement that indiates that Peter can designate an area for overflow if all car spaces are filled. That designated area is the service drive. Peter will follow up on this. Another concern was raised about people who are swimming and diving off the Waterbug pier. Also people are climbing on the lifeguard stand. Peter will sign the lifeguard stand as authorized personnel only and sign the waterbug pier. Review City Ordinance 26.01 as it relates to animals Pete would like to see the ordinance changed to allow no animals period in parks. Richard Manchester moved to recommend to Rules, Laws and Ordinance Committee to allow no animals in parks. Ron Stephens seconded. Motion carried. Demon retention pond meeting.update Pete reported about the meeting held at the ponds. Public Works will maintain them. Out of Park Board hands. Tug of War tournament review Pete credits Bob Sullivan for a smooth tournament. There were no problems this year. RECREATION Summer registration update Jackie reported that many programs have waiting lists. Bluhm Park playground move brought complaints to one of the Board members. More pressure on the Recreation Department, possibly from the growth in the community. High school tennis courts are in poor shape; City should be aware, make Mayor aware. Minutes, Parks & Recreation Board Meeting, June 20, 1988, page 4 NEW BUSINESS, OTHER BUSINESS: Plan Commission subdivision plats review Problems are developing with the Meadow Green West subdivision (DNR concern with floodplain and State Historical concerned with burial grounds). This was the development that the developer was going to include two acres for park purposes. Capital Budget Committee member Alderman Hilt moved to nominate Ron Stephens to serve on the Capital Budget Committee. Dennis Kucharski seconded. Motion carried. Board Meetings Jerry Hulbert recommended we should move our meetings to some of the park locations to get a better look and understanding of things going on at the parks. Mr. Manchester recommended if we do move the meetings, we include phone numbers on the agenda at the parks for emergency situations.
