PRB011188minutes-a MINUTES PARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO MONDAY, JANUARY 11, 1988 The monthly meeting of the Muskego Parks and Recreation Board was called to order at 7:07 PM by Vice-Chairperson Richard Manchester. PRESENT: Jerald Hulbert, Dennis Kucharski, Richard Manchester, Alderman Pat Patterson, Ronald Stephens, Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor). ABSENT: Robert Rasmussen (excused), John Schaal GUESTS: (see attached sheet) APPROVAL OF MINUTES: l Jerry Hulbert moved to approve, as mailed, the minutes of the December 14, 1987 meeting. Dennis Kucharski seconded. Motion carried. PERSONAL APPEARANCES: Idle Isle Park boat launch closing Wil Vidal spoke on behalf of Mark Wolf who did not appear. Mr. Vidal gave the background on the aeration system. With the low lake level (experienced generally in the spring) during the draw down period, there was extensive damage to the LMLA's (Little Muskego Lake Association) aeration system by boats in the launch area of Idle Isle Park. Problems were mainly at launch area and southwest side of Idle Isle. They would request extra time, if needed, that launching be curtailed in the spring one to two weeks after ice thaw or until lake level is adequate that boat launching will not affect the aeration system. Peter refreshed the Board with what occurred in 1987. The Board left their June 1987 decision that possibly the Lake District should pursue an ordinance change for sensitive areas of the lake. Alderman Patterson moved to close the Idle Isle boat launch effective the day the ice melts until it reaches the spillway level, but not to exceed into open fishing weekend. Ron Stephens seconded. Motion carried. Baseball sub-committee, donations, tournament fees Mr. Ron Ford requested to know who the members of the sub-committee are. Ron Stephens and Dennis Kucharski are the representatives. Gave Ron Ford dates for sub-committee meeting. (a) Future donations The women's softball league has generated $5,500 over the years in donations Mr. Ford walked the Board through the procedure or process used in the Muskego High School drainage problem. Minutes, Parks and Recreation Board Meeting, January 11, 1988, page 2 (b) Tournament fees The women's league doesn't understand why last year (1987) the Board didn't accept their donation, changed their mind at the last minute. Mr. Ford presented a handout of comparison between maintenance fees and tournament fees. Feels there is a great inequity between the two; the tournament fee is too high he feels. Requested the sub-committee to review these fees. The sub-committee will review Mr. Ford's concern at their meeting. (c) Resolution of outstanding debt Regarding outstanding debt of their tournament for 1987, Alderman Patterson moved that the Board reconsider the waiving of the tournament fees in lieu of donation. Dennis Kucharski seconded. Alderman Patterson moved to amend the motion to include the purchase of four (4) team benches for the Muskego High School ball field and Jensen Park ball field with prepay of the bill or the actual benches are received by February 1st. Ron Stephens seconded. Motion carried. Main motion, as amended, carried. Idle Isle Park for Lakefest for 1988 Mr. Vidal appeased to request the use of Idle Isle Park by the LMLA on July 8, 9 and 10, 1988 for Lakefest. He presented guidelines to be followed for their use in 1988. Alderman Patterson moved to approve the use of Idle Isle Park and the dates of July 8, 9, and 10, 1988 for the Little Muskego Lake Association's Lakefest based on the procedures as outlined in writing. Jerry Hulbert seconded. Motion carried. OLD BUSINESS: Baseball/softball tournament fee policy The sub-committee has not met to date. Jackie to mail out schedule requests to all leagues. Sub-committee will meet on Wednesday, February 3rd, at 7:00 PM at City Hall. Parkland Plaza parkland status The Board felt no immediate need to develop it as parkland, but with the development occurring would need park space available in the future. That kind of park may be developed more as a "festival/community" park without athletic fields. January 28th Public Works Committee meeting The committee meets at 7:00 PM on January 28th. The Board hopes to jointly resolve the people's concerns with the Public Works Committee. Alderman Patterson moved to go back to Personal Appearances. Dennis Kucharski seconded. Motion carried. Minutes, Parks and Recreation Board Meeting, January 11, 1988, page 3 DEPARTMENT REPORTS: Parks Kingston Drive lake lot Peter presented information on the current status of the Kingston Drive lake access from the Muskego city assessor. Alderman Patterson moved to decline offer. Dennis Kucharski seconded. Motion carried. Reason for denial is the back lot status and rights for this lot. Recreation Wrestling situation Jackie reported talked with instructor and shared the concerns of the Board and parents. Jerry Hulbert requested that Jackie reassess the goals of this program for 1988. NEW BUSINESS, OTHER BUSINESS: Parks Comprehensive Master Plan colisultant Peter reported that $5,000 was approved for updating the comprehensive park master plan. Dennis Kucharski moved to recommend to contact SEWRPC (Southeastern Wisconsin Regional Planning Commission) on cost to update the existing comprehensive parks master plan and if fee is at or below the $5,000 allowed, that SEWRPC be hired. Jerry Hulbert seconded. Motion carried. Golden Country Estates preliminary plat The Board reviewed the Golden Country Estates preliminary plat. There are 47 planned lots (all single family) and curb and gutter. Jerry Hulbert reported that Chief Johnson felt that there should be a bike path connecting the original subdivision and the proposed plan. Dennis Kucharski moved that Alderman Patterson and Jerry Hulbert pursue the idea of the bike path as proposed by Chief Johnson. Ron Stephens seconded. Motion carried. ADJOURNMENT: There being no further business, Alderman Patterson made a motion to adjourn the meeting at 9:56 PM. Seconded by Ron Stephens, motion carried.
