PARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, FEBRUARY 8, 1988
The monthly meeting of the Muskego Parks and Recreation Board was called to
order at 7:04 PM by Chairperson Bob Rasmussen.
PRESENT: Jerald Hulbert, Richard Manchester, Thomas Millonzi, Robert
Rasmussen, Ronald Stephens, Jackie Schweitzer (Recreation Supervisor)
and Peter Theis (Parks Supervisor)
ABSENT: Dennis Kucharski (excused), Alderman Pat Patterson (excused)
GUESTS: Chief John Johnson, Alderman Dave Taube, Gary Badertscher (Muskego
Times Record)
APPROVAL OF MINUTES:
Ron Stephens moved to approve, as mailed, the minutes of the January 11, 1988
meeting. Richard Manchester seconded. Motion carried.
The minutes of the February 4th sub-committee meeting were not available.
Next month's agenda.
PERSONAL APPEARANCES:
Muskegofest: proposed use of City complex grounds/beer permit
Chief Johnson explained the background of Muskegofest. Nine civic organizations
will contribute people and money for this event: Entertainment for weekend.
Festival will run from Friday-Sunday with the parade on Sunday. Four-thousand
($4,000) dollars for entertainment has been donated (Catch a Wave on Saturday
evening and Booze Bras. on Sunday afternoon). It will be a family-oriented
activity.
Alderman Dave Taube outlined site plan of City Hall complex--culverts--pathways.
Parking would include City Hall parking lot and the grass area south of City
Hall and Horn Field area.
Want commitment for long-range planning; tentative okay from Historical Society.
Dates will be August 27 and 28, 1988. No carnival and no rummage will be involved.
There will be beer, soda and food available.
Richard Manchester moved, Jerry Hulbert seconded, to allow Festival.
Board asked what manpower of the department would be required? Committee felt
no more than V.F.W. Country Fair Days in past (picnic tables, garbage barrels,
snowfencing). The committee is requiring 720 man hours of groups involved.
Pete will determine propriety of parking. The Festival Committee agreed they
will be responsible for maintenance/restoration of lawn areas as needed. Music
will end by lo:30 PM or 11:OO PM. Board asked the committee to contact sur-
rounding residents regarding the noise from the bands. No conflict with Historical
Society. Board felt there should be guidelines drafted, similar LMLA fest. Motion passed unanimously.

WRITTEN CORRESPONDENCE:
Fee waiver request
Richard Manchester moved to waive, if instructor of the Ready, Set, Grow
program agrees; if not, person requesting waiver will have to drop or pay
fee. Gymnastic fee will be waived. Ron Stephens seconded. Motion carried.
OLD BUSINESS:
Golden Estates development bike path
Jerry updated the Board on the status of the request from the Chief of Police
regarding the possibility of a bike path from the existing subdivision to
the proposed Golden Estates development. Children couldn't cross from one to
another: Must bike on to Highway 24, crossing Highway 24 twice to get to
Glenbrook subdivision. Ron Stephens moved to have Representative Hulbert
see if Plan Commission will reconsider final plat. Richard Manchester seconded.
Motion carried. Board is concerned for pedestrian/bike pathway. A letter
from the Board should be sent.
Women's softball league donation
Peter gave background on the donation. Order placed for two benches (after
Mr. Ford conferred with Peter). Board directed Peter to check with the company
if the order was placed and report back at next meeting.
DEPARTMENT REPORTS:
PARKS
Comprehensive Plan status/timetable
Peter reported on SEWRPC's (Southeastern Wisconsin Regional Planning Commission)
timetable to update the Comprehensive Plan: will begin in 1989; will take
six months to complete; could come in $800 under budget. Since funds are
allocated out of Parks Dedication, shouldn't be a problem if funds aren't spent
by the end of the year.
January 28th meeting with Public Works Committee
Peter reported public works accepted responsibility for the operation of the ponds.
Reconsideration of purchase of Kingston lake access parcel
Pete reviewed past history with the Board. Reviewed letter received from
Mr. White asking for reconsideration of the purchase of the Kingston Lake access
and his reasons. Jerry Hulbert moved to have Peter forward information to
attorney for advice. Ron Stephens seconded. Motion carried.
RECREATION
Jackie handed out fliers for senior citizen tours for 1988.

NEW BUSINESS:
Historical Society land acquisition proposal
Historical Society may proceed with gathering further information on the
possibility of acquiring additional land adjacent to the existing historical
park. Not enough information available at this time. Jerry recommended they
check with the Plan Commission on the recent plan submitted by Mrs. Reinke
and her division request.
Sub-committee's policy proposals
Ron Stephens briefly reviewed with the Board the meeting of February; minutes
to follow. Fee structure will be discussed at the next sub-committee meeting
and presented to the Board for final approval. Discovered that the building
usage policy may have to be redone to incorporate into the athletic field
usage. Richard Manchester also agreed to serve on this committee.
Bike trails (paths)/park dedication fees
The Board reviewed the subject of bike paths/pedestrian trails. Discussed
possibly having developers put in paths, when deemed necessary by Board instead
of paying park dedication fees. Board feels it is important to develop a bike
path, walkway system to allow for safe recreation by bicyclists, pedestrians
and joggers. With the development occurring in the center of Muskego and the
water and sewer project involving the Bay Lane Road, the Board would like to
see the road widened to put space for people to bike or walk on the road,
especially when ball games are going on. Also felt then could pursue the
possibility of developing WEPCO (Wisconsin Electric Power Company) right-of-way
as a bike path, with first priority being the section from Horn Park (Pioneer
Drive) to Bay Lane School and then the overall development of the City for
future bike paths/pedestrian walks. Jerry Hulbert seconded. Motion carried.
Members of the sub-committee will be Jerry Hulbert (chair), Tom Millonzi, and
Alderman Patterson if he can (wasn't present for confirmation).
Subdivision plats from Plan Commission
The Board reviewed the Squire Glenn Estates preliminary plat as presented.
This led to the discussion of the bike path as discussed earlier.
OTHER BUSINESS:
The Board also requested that Denoon Park development be placed on the March
agenda for short-and long-term development.
ADJOURNMENT:
There being no further business, Richard Manchester made a motion to adjourn the
meeting. Seconded by Ron Stephens. Motion carried. Meeting adjourned at 9:55 PM.
