PARKS AND RECREATION SUB-COMMITTEE MEETING
CITY OF MUSKEGO
THURSDAY, FEBRUARY 4, 1988
This special sub-committee meeting was called to order by Chairperson Stephens
at 5:05 PM.
PRESENT: Dennis Kucharski, Ron Stephens, Richard Manchester, Jackie Schweitzer
(Recreation Supervisor) and Peter Theis (Parks Supervisor)
ABSENT: No one.

REVIEW OF TOURNAMENT POLICY
Section I: Rules and Regulations--no changes recommended.
Section II: Fees & Charges--
Ron Ford, representing the Women's Softball League, stated that their league
is the only one running a tournament. Questioned the $50/field/day charge.
Would like a breakdown on this charge.
They are also concerned that at Bluhm Park people can rent the building for a
day and can have the two ball fields (#l and #2) reserved at no charge for their
use, but the ball leagues have to pay to reserve the fields for their use in
tournaments. The Bluhm Park policy was established in the spring of 1987 and
this could be an oversight. They agreed to look into this aspect.
The Board will also look into what surrounding communities charge for tournaments.
Mr. Ford indicated that the Women's league is- not looking at a "no fee" system,
but maybe a two tier fee structure (resident vs. non-resident fee).
The Board began reviewing the issue regarding the Bluhm Park shelter. Feel
maybe there needs to be a fee for use of the shelter and a separate fee for
use of the ball field. There will be no bases included in the field usage.
Need to determine how to identify resident VS. non-resident reservation. Will
need to review a separate charge for building use and athletic field use also.
Any charges for athletic fields would not be applicable to the Muskego leagues
for their regular season games.
The Board briefly discussed etiquette at ball games.
Mr. Udvare questioned whether there would be any change in the field reservation
policy for practices. Board agreed if existing policy works, leave it.

Board also discussed the Women’s Softball league agreed donation of 4 player
benches for the MHS (Muskego High School) and Jensen ball fields. Ordered
onlv 2 15’-benches Icost involved). Parks and Recreation Board to determine
where they will be placed. a’ . . Should arrive in 3-4 weeks.
The field usage schedule will be finalized at the March 14th regular Board
meeting.
The sub-committee will meet again before the March board meeting to continue
working on the charges for facilities/athletic fields and the master field
schedule for 1988. Requested copies of the existing building policies be
sent to committee members.
There being no further business, Dennis Kucharski made a motion to adjourn the
meeting at 6:52 PM. Seconded by Ron Stephens. Motion carried.
