PARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, AUGUST 8, 1988
The meeting of the Muskego Parks and Recreation Board was called to order at
7:05 P.M. by Richard Manchester.
PRESENT: Ald. Dan Hilt, Richard Manchester, Thomas L. Millonzi, Therese Rilling,
Ronald Stephens, Jackie Schweitzer (Recreation Supervisor) and
Peter Theis (Parks Supervisor)
ABSENT: Jerald Hulbert, Dennis Kucharski
GUESTS: Per attached list.
APPROVAL OF MINUTES:
Ron Stephens moved to approve, as mailed, the minutes of the special park tour
of July 23, 1988. Therese Rilling seconded. Motion carried.

Therese Rilling moved to approve, as mailed, the minutes of the sub-committee
meeting of June 24, 1988. Ron Stephens seconded. Motion carried.
PERSONAL APPEARANCES:
Keith Bennett; concerns and operation suggestions regarding Idle Isle Park
Mr. Bennett was not present at 7:lO P.M. Mrs. Bennett appeared later to hear
what the Board had to say regarding Keith's proposals. The Board, from the
June minutes, was expecting Mr. Bennett to appear with more firm ideas and
concerns of the operations at Idle Isle Park. Will again defer to September
meeting when he would be available to appear before the Board.
WRITTEN CORRESPONDENCE:
Neighbors comments regarding additional lights at Idle Isle Park and the
Recreational Trail
Pete reported letters were sent to neighbors about the possible installation of
lights at Idle Isle. Two letters were received in response; one for and one
against. Cost of lights too expenseive so Little Muskego Lake Association did
not install. Peter also reported letters were sent to people whose houses
were close to the proposed WEPCO recreational trail explaining about the proposed
plan. Pastor at St. Leonard's thinks if no direct cost to them, it is an
excellent idea. His was the only response back.

Review Kurth Park request
The Board again reviewed Mr. Colasacco's request for removal of basketball hoop
due to bad language by kids/adults, loud music, etc. Did look at this
specifically on the park tour. Richard Manchester observed beer cans in area;
suggested maybe posting a sign regarding use of profanity. Pete suggested to
remove street light would discourage night use, but felt that light also served
as a safety light for roadway. Could possibly stencil backboard with a time
limit for play. The Board felt the situation will be monitored, but no specific
action taken at this time. Pete will follow up with Mr. Colasacco on Board
discussion.
Park Drive lake access
Pete stated park access was clear@d,but it is up to area residents to do general
upkeep on the lot as part of the original agreement. One of the supporters of
opening up this access received a threatening note. Jerry Hulbert recommended
she contact the police department and forward a copy of the letter for our
department files. Letter was not received as of this time by the office.
OLD BUSINESS:
Recreation trails (WEPCO and Bay Breeze) status
Peter reported on the WEPCQ trail status. Ordered lumber for signs. No gating
would be required. No final agreement from WEPCO yet on anything but brushing
and grading. Bridge will have a three ton weight limit. Timetable would
possibly include grading before community fest. Peter plans on using cedar
lumber for signs with Plexiglas over signs to prevent vandalism. Regular street
kind of signs ordered. Brushing scheduled this week. Waiting on WEPCO for
final approvals. Meeting has been scheduled for Wednesday, August lOth, with
Ingersoll about Bay Breeze recreational trail.
Little Muskego Lake Advisory Committee report
Alderman Hilt and Richard Manchester reported the conunittee has discussed the
possibility of moving the launch. Looking at more signage on street. Lots of
ideas; no solid reconnnendations at this time. Hope to have something more
firm by spring. Are reviewing other areas around lake for possible launch
sites. Will keep Board informed of any further developments.
City Ordinance 26.01 as it relates to animals
Pete reported again he wants no dogs in the parks. The welfare committee
recommended ordinance be left as it is with addition that owner remove any
dog waste. Pete reported that Idle Isle Park is the worst area for waste
problem. The Board fully agreed with their previous motion that the committee
ban dogs from all city parks. Alderman Hilt indicated the ordinance change
will have to comet before the Common Council and possibly the whole Council
can come up with the votes to override the committee's recommendation.
Parkland Plaza parkland in relation to development occurring
Jerry Hulbert asked this be placed on agenda for discussion. Defer until next
meeting when Jerry will be present. Ron requested that a map of the general
area be prepared for the next meeting.

Ruby Drive lake access/Common Council Public Hearing 7/26/88
Alderman Hilt indicated the sale did not go through. City looking at retaining
land and providing Mr. Harr with easement for garage construction. Council
and Mr. Harr had some concern about land boundaries. Will parks,.and recreation
clear this area for access without going on Harr property? Pete stated access
is accessible. Board questioned whether should mark the access :better. Felt.
we might have to hire a surveyor. Pete views signs in review to mark access
areas. Ron Stephens moved that the Board feels after touring the area (Ruby
Drive) that there is sufficient access. Lake access signs to identify lake
accesses are part of five-year plan. Therese Rilling seconded. Motion carried.
The Board felt that residents should be responsible to mark their own property
boundaries if they so desire.
DEPARTMENT REPORTS:
Parks
LMLA use of Idle Isle Park
Pete reported no problem with this year's festival other than pop tops and the
fine litter to pick up.
Little Muskego Yacht Club fee
Pete reported that the flat fee agreed upon was paid Friday of the event. They
had been requested to have in one week prior to event; otherwise, no major
incidents.
Park tour comments
Board enjoyed the tour. Felt it was well conducted and very informative. A
little disappointed with turnout from Council members. Felt this should be an
every other year Board program or as Board faces change.
Muskego Community Fest guidelines
Pete distributed procedure/guidelines he and John Johnson worked out for the
Festival. Richard Manchester was concerned with the toti seven-day use of
civic grounds. Alderman Hilt states this is a community function. Pete will
pass on any comments from guidelines to Mr. Johnson. Board most concerned with
restoration of grounds to pre-festival condition.
1989 operating budget and 5-year capital plan
Peter presented members with a proposed five-year capital budget plan. Will
be discussed at next Board meeting. Will review 1989 budget at September Board
meeting.
Recreation
Golf lessons
Jackie reported receiving a letter from a person dissatisfied with the golf
classes after classes were completed. Indicated if aware of problems prior to
last class, could have talked with instructors. A letter was sent to Muskego
Lakes, along with this individual's letter. Will keep an eye out for next year. Possibly we need to stress this is a group lesson.

Fall/winter program review
Jackie reported that she is not always able to find quality staff for programs;
there will be some programs not offered. Believes we should strive for quality
programs, not always quantity.
Golf outing
Jackie distributed cards that should be returned by next Wednesday regarding
possible dates for the golf outing.
New Foundations funding pamphlet
A list of grants that are available ftxxn Foundations, etc. are outlined in
this book. The cost of the book is $85 and lists companies and grants available.
Board seemed receptive and felt money should be included in next year's budget
to purchase some kind of book on grants that might be available for future
park projects. etc.
NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
No plans were presented.
Neighbors cc~ncerns regarding park operation at Idle Isle Park
The office had received some calls regarding the volleyball court installation
at Idle Isle and the amount of~beer drinking going on, especially underaged
drinking. Jackie had told these people they were welcome to attend this meeting
with their concerns. No one appeared.

There being no further business, Richard Manchester motioned to adjourn.
