PRB101287minutesMINUTES PARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO MONDAY, OCTOBER 12, 1987 The monthly meeting of the Parks and Recreation Board of the City of Muskego was called to order at 7:O.Z PM by Chairperson Bob Rasmussen. PRESENT: Jerald Hulbert, Dennis Kucharski, Richard Manchester, Robert Rasmussen, Ronald Stephens, Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor) ABSENT: Alderman Pat Patterson (excused), John Schaal (excused) GUESTS: (per attached list) APPROVAL OF MINUTES: Jackie reported that page 3 of the minutes, under the Idle Isle Park lighting issue, the correct fee should be $.95/foot, not $95.00/foot. Dennis Kucharski moved to approve, as amended, the minutes of the September 14, 1987 meeting. Jerry Hulbert seconded. Motion carried. PERSONAL APPFARANCES: Muskego Historical Society's annual report Representatives of the Muskego Historical Society appeared. Annual report for 1987 was handed out. End of year is September 24th. Ingersoll money has been received by the City; not in accounting of their annual report. Richard Manchester moved to accept annual report and place on file. Dennis Kucharski seconded. Motion carried. Mayor Salentine informed the Board Mr. Masterson contacted him. Carousel and steel building available to Historical Society first and Parks Department second if Historical Society doesn't want. Place on agenda for November meeting. WRITTEN CORRESPONDENCE: Refund request Janiszewski requested Hunter Safety refund. Child was not old enough to take class. Dick Manchester moved to refund less handling. Ron Stephens seconded. Motion carried. Waiver request A divorced mom wanted her one child in clowning and one child in gymnastics. Was told to send in a letter requesting waiver of fees. Not received as of this meeting. Minutes, Parks and Recreation Board Meeting, October 12, 1987, page 2 l OLD BUSINESS: Soil Conservation Service report on Denoon Park sediment ponds The Board reviewed the report from the Soil Conservation Service . Mr. Christenson and Mr. Pratt appeared to express their concerns about the sediment ponds. Mr. Christenson felt ponds are not offensive. Major concerns--hold sediment back, protect lake. Jim Pratt felt they should be deepened. Pete reviewed; leave ponds, discharge system per S.C.S. report. Jerry Hulbert moved to keep ponds as intended. Dick Manchester seconded. Motion carried. Bennett's Idle Isle concession financial statement A financial report was presented for $2,800 spent on materials. Added to the first financial statement, their costs are about $3,800. They exceeded the $2,250 as in the agreement. Parkland Plaza land and Pellmann's property Dick Manchester reported no meeting since the last Board meeting. Dick Manchester moved to put road acquisition on hold pending future development within that area. Jerry Hulbert seconded. Motion carried. Idle Isle season pass fee Current season pass fee is $5.00. Dick Manchester moved to increase the season pass fee to $10.00. Jerry Hulbert seconded. Motion carried. Senior citizens with proper I.D. will continue to receive free of charge. Dennis Kucharski moved to charge $5.00 for a second sticker and the request for a second sticker be made in writing to the Board. Ron Stephens seconded. Motion carried. DEPARTMENT REPORTS: Parks Status of 1988 operating and capital budgets Pete reported new employee request was deleted by the Finance Committee in the operating budget. All capital budget items/projects approved and money for paving of Idle Isle lot was also included, to comply with City ordinance. Total capital budget, $18,940. Idle Isle improvement, parking meters and Parks Comprehensive Plan, about $14,000, to be taken out of park dedication. The remaining items will be capitalized through the operating budget. Muskego Historical Society budget Their budget was approved by Finance as recommended by the Board. Women's Softball League payment Pete updated the Board that no payment has been received. on May 1, $415 was due for maintenance and about $400 for tournament fees. Ron Stephens mov:d to have city attorney draft letter and copies to Wornen'S softball league Officers Minutes, Parks and Recreation Board Meeting, October 12, 1987, page 3 as to the issue that payments not received and further action will be taken if not received. Richard Manchester seconded. Motion carried. MHS use of Demon Park soccer field Pete reported that the Muskego High School has problems with their soccer field. Requested use of Demon for six days. Some problems that occurred: (1) parking problems; (2) injury at field, no phone; (3) additional garbage; (4) expenses--cut grass and line field and policing of area. School has been cooperative and has indicated we should bill them for expenses. Idle Isle concession stand electricity charge Pete reported $206.79 difference in Idle Isle electricity from 1986. This is the charge to be paid by Bennetts for their use of concession stand for 1987. Unloading of picnic supplies by driving on grass at Idle Isle Pete recommended boulders to protect grass area. Jerry Hulbert moved to have Peter place boulders at his discretion to protect grass at Idle Isle. Dennis Kucharski seconded. Motion carried. Recreation Status of 1988 operating and cable club budgets Jackie reported that the operating budget as proposed to Finance Committee was approved as submitted. Total approved for Cable Club budget as recommended by Board. Status of computerization of department Jackiereported on computer proposal that was included in the budget. Mayor reported on process of computerizing City Hall, especially Recreation and Parks. Bob Rasmussen reported on meeting with 5ackie on needs of Recreation Department. Three thousand two hundred eighty two dollars ($3,282) was included in the Recreation budget for a workstation and letter quality printer. Dennis Kucharski moved to computerize the department in 1988 with IBM system in City Hall after reviewing information with Mayor who met with consultants. Richard Manchester seconded. Ron Stephens questioned large commitment (4-year commitment). Bob Rasmussen questioned software use. Can we use present data base? Motion carried. Mayor indicated clerk's office would help staff implement the system in the department. NEW BUSINESS, OTHER BUSINESS: Review of subdivision plats as presented from Plan Commission The Board reviewed plats for Woodcrest Heights and Glen Oaks as presented from Plan Commission. Noted on the Woodcrest plat that the Outlot ill no longer says for park; dedicated to City of Muskego.
