PARKS AND RECREATION BOARD MEETING, CITY OF MDSKEGO
WEDNESDAY, MAY 27, 1987
This special meeting could not be called to order due to lack of quorum; but
at 7:lO PM, those present listened and asked questions of the two consultants
who were invited to attend.
PRESENT: Jerald Hulbert, Richard Manchester, Robert Rasmussen, Jackie Schweitzer
(Recreation Supervisor) and Peter Theis (Parks Supervisor)
ABSENT: Dennis Kucharski (excused), Alderman Pat Patterson (excused), John
Schaal and Ronald Stephens
Gerald Emrich, consultant with Southeastern Wisconsin Regional Planning
Commission (SEWRPC) presented copies of various comprehensive parks and open
space plans that they have done for other communities. Mr. Emmrich then detailed
the kinds of services they would provide in updating the plan. The plan would
deal with population projections more so than a number of years kind of plan.
It would be at least six months before they could begin on the plan and another
six months to get the material to a preliminary draft stage.
David Schreiber,of Schreiber/Anderson Associates, gave a slide presentation
of various park plans they have designed and built showing the kinds of service
they can provide. Mr. Schreiber provided a handout dealing with the comprehen-
sive plan components and work program. He highly recommended a community
survey of needs be done before getting into the master plans. His office could
do the survey questions and then they would work with a local service group in
doing the actual survey (telephone, newspaper, direct mail, etc.). Also would
like to see a private/public venture as a way to increase revenues, or reduce
costs of parks. Mr. 'Schreiber would like to start in August so he could do some
field study of our existing sites being used. It would then take about six
months to complete. Suggested if it was a budget problem, the cost could be
split between two years, due to the timing for the project.
The Board will review the two proposals at their June 8th meeting and go to
the Finance Committee to request expenditure of funds for hiring one of the two
consulting groups to update the existing comprehensive parks and open space plan.
The meeting concluded at 10:00 PM.
