PRB030987minutesMINUTES PARKS & RECREATION BOARD MEETING MONDAY, MARCH 9, 1987 The meeting of:the Parks and Recreation Board of the City of Muskego was called to order at 7:lO PM by Chairperson Bob Rasmussen. PRESENT: Jerald Hulbert, Dennis Kucharski, Richard Manchester, Alderman Pat Patterson (late arrival), Robert Rasmussen, John Schaal (late arrival), Ronald Stephens, Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor). APPROVAL OF MINUTES: Correct minutes to reflect that the Icetronauts request for snowmobile access would be the extension of Cook Drive, not Kingston Drive. Jerry Hulbert moved to approve, as corrected, the minutes of the February 9th meeting. Dennis Kucharski seconded. Motion carried. PERSONAL APPEARANCES: Mr. Wurgler, President of the Icetronauts, appeared regarding use of access at the end of Cook Drive. The Icetronauts agreed to rope off and stake Mrs. Bohrer’s property so snowmobilers would not be on her property. A petition of three neighbors not having an objection to use of this access for snowmobile purposes was received and placed on file. Peter Theis reported all immediate neighbors were contacted by letter about the Board’s discussion of this possible use. Letter was received from ,Mr. and Mrs. Larry Hughes expressing their bp‘positton to this proposal. Ronald Bohrer, representing his mother, appeared. He indicated she has had problems in the past with noise and property damage. The Icetronauts agreed to rework her fence and to put up snow fence. They will be responsible for repair to the access lot. It is also a law that snowmobiles must operate under reduced speed in residential areas between lo:30 PM and 7:00 AM. Jerry Hulbert moved to allow access on the road extension of Cook Drive for the purpose of snowmobiling. Dennis Kucharski seconded. Dick Manchester moved to amend the motion to try on a one-year basis. If one complaint is received by the City, the access would be closed down. Lack of second, amendment died. Jerry Hulbert moved to amend the motion to make the use subject to review at the end of one year (end of April, 1988). Ron Stephens seconded. Amendment passed. Main motion as amended carried. Also, Icetronauts will mark the designated area on Lions Park if they wish to continue having access to this park for their snowmobiling. Keith and Wendy Bennett appeared to discuss the lease agreements for the Idle Isle Park pavilion. Attorney Molter had comments regardipg:insurance, ,tiaintenance and terms of lag&h of lease. Maintenance and Operation - Parks Department and Bennetts will work out among themselves. The building as now exists is responsibility of City; anything added would be Bennett's own responsibility. He will not hold City responsible for damage to his equipment if electrical blows. 3. Right of Entry-Any changes, updates, etc. of original list of names provided, the City will provide adequate notice. 4. Insurance - $500,000 aggregate (instead of $500,000 and $100,000) was agreeable to City and Bennetts. 5. Add that at the time Bennetts would begin a grilling operation, they would have a fire legal liability policy in effect. Dennis Kucharski made motion to approve lease with Keith and Wendy Bennett for Idle Z$le concession stand with-updated wording as discussed with Recreation Supervisor Schweitzer. Seconded by Ron Stephens. Motion carried. Waterbugs Ski Club: Mr. Bluemel called and requested that they be removed l from this month's agenda as their insurance contract was not in order yet. Harry Udvare of the M.A.A. (Muskego Athletic Association) appeared regarding the ball field schedule and the treatment plant fencing. Will be discussed later in the meeting. WRITTEN CORRESPONDENCE: Muskego Historical Society Alderman Pat Patterson made a motion to approve the Muskego Historical Society's request for pigeons at their Civil War Days in July. Seconded by Ron Stephens. Motion carried. Wedding shower reception at Jensen Recreation Center The written correspondence was not received for the meeting as requested. OLD BUSINESS: Update on sewer treatment plant fencing for ball fields Pete said the M.A.A. is waiting for a counteroffer from Century Fence for installing the fencing. M.A.A. has authorized the expenditure of $6,000 from their monies for this project. Rental fees for Bluhm Park building Richard Manchester made a motion to approve rates and reservation policy as presented. Seconded by Alderman Pat Patterson. Motion carried. Update on status of Parkland Plaza (15 acres) Recreation Supervisor Schweitzer reported that the Common Council had approved the expenditure of funds for a title search on the property. Attorney Molter felt this was the next step in the process of determining whether this land is saleable. Update on Denoon Park (LAWCON) funding and launch site "No Parking".sign..has.been knocked down. Pete took care of it. Replaced sign. People have been parking in launch area on Mr. Haut's property. LAWCON funding of $2,000 to be paid to contractor for final payment on the park project. Update on MHS ball field project Peter indicated work has been completed; the third base drainage problem has been corrected. At this time, needs to be spring water tested; 1986 outstanding debt payments Mr. Ford indicated that their payment would be coming. DEPARTMENT REPORTS: Parks Moving of portable toilets from Racine parking lot to Hillendale parking lot Once lot is paved, Pete will put them back where they were. Moved in 1986 to alleviate some of the traffic/dust problems occurring at the Hillendale parking lot. Status of old Ford truck Peter indicated it would cost $200 to insure the Ford truck for 6 months. Site plan for walk paths at Old Settlement Park Alderman Pat Patterson made a motion to add drawing to Muskego Historical Society site plan. Seconded by John Schaal. Motion carried. Historical Society to do the work on the walk paths. It was also questioned wha~t John Ingersoll was going to do about his landscaping agreement for his building in the Old Settlement Park? Historical Society's request for grass cutting John Schaal made a motion to deny the cutting of grass at the Old Town Hall as requested by the Historical Society. Seconded by Alderman Pat Patterson. Motion carried. Signage of Horn Park Drive roadway and entrance. Alderman Pat Patterson made a motion to put 15 m.p.h. speed limit.,signs at Horn Park roadway. Seconded by Ron Stephens. Request for expenditure of Park Dedication fees for ball field renovation Peter requested that $5,3X.00 for renovation of Mill Valley I and II ball fields be approved out of Park Dedication Funds ($2,544 for #I; $2,778 for #II). Alderman Pat Patterson moved to do Mill Valley II only at this time. Seconded by John Schaal for $2,778.00. Motion carried. Alderman Pat Patterson moved to defer to next meeting to see if Park Dedication Funds can be used for this plPCp0.9e. John Schaal seconded. Motion carried. Fertilizer report With the milorganite issue, Peter informed the Board that not much fertilizing is done on the City parks. Recreation Baseball/softball field approval for summer 1987 Ron Ford and Gail Bennett appeared representing the Women's Softball League. Mr. Ford stated that the M.A.A. had the lighted field at Mill Valley three nights a week and the men's league has it one night a week. He believes the women's league should have it at least one night a week also. Harry Udvare and John Marson representing the M.A.A. were present. Mr. Udvare gave a slight history of the Mill Valley complex diamond use. He asked if the women's league might use Mill Valley III on Mondays? Harry stated that the M.A.A. would have to have the junior boys play four nights a week if they could not use Mill Valley III on Thursday nights. Both leagues indicated the convenience for running their league programs if they could use the lighted ball field. After much discussion with the representatives regarding the field schedule, Alderman Pat Patterson made a motion to leave M.A.A. at Mill Valley III on Thursdays. Seconded by Jerry Hulbert. Motion carried. Jerry Hulbert made a motion to run M.A.A. from 5:00 PM to 11:00 PM at Mill Valley III and putting women's at Kurth on Thursday. Seconded by Alderman Pat Patterson. Alderman Pat Patterson withdrew his second; Jerry Hulbert withdrew his motion. Alderman Pat Patterson made a motion to put M.A.A. at Kurth Park on Wednesday nights. Seconded by Jerry Hulbert. Motion carried. Other league changes made to the schedule included: 1. Move JV team from Horn Park to Bluhm II. 2. Move M.A.A. games at Kurth and Mill Valley I on Mondays to Mill Valley III. 3. Move Icetronauts from MHS field on Mondays to Mill Valley I. 4. Move Puddles League from Bluhm I to Bluhm II. 5. M.A.A. does not need Bluhm I on Wednesdays. 6. Men's league and M.A.A. do not need Bluhm III on Wednesdays. 7. Couples league (late request) use of,Ktirth Park on Fridays. Minutes, Parks and Recreation Board Meeting of March 9, 1987, page 5. Ron Stephens made a motion to approve 1987 Baseball Schedule as changed. Seconded by Dennis Kucharski. Motion carried. John Schaal made a motion to wave field usage fees for the women's softball tournament fee and replace with a donation in the amount of $450.00, the purpose of the donation to be determined by the Board. Seconded by Dennis Kucharski. Vote on the motion: Jerry Hulbert--yes, Dennis Kucharski--yes, Richard Manchester--yes, Alderman Pat Patterson--no, John Schaal--yes, Ron Stephens--yes. Motion carried. Dennis Kucharski moved to defer to the next meeting the goal of this special fund. Jerry Hulbert seconded. Motion carried. Alderman Pat Patterson cast the only negative vote. Jerry Hulbert moved to deny the women's league request for use of their own equipment for their tournament. Seconded by John Schaal. Motion carried. Alderman.Pat Patterson moved to approve tournament dates, as requested by the men's league, women's league and Puddles. Seconded by Jerry Hulbert. Motion carried. Expenditure of Park Dedication Fund for title comniitment for Parkland Plaza parkland Attorney Molter has indicated that at this time, it is not appropriate to spend Park Dedication funds for the title search. At such time the land is sold, Park Dedication funds can reimburse the account the title search was paid out of. NEW BUSINESS, OTHER BUSINESS: Review of subdivision plats as presented from Plan Commission None'to review at this time. Priorities, goal setting, general discussion of overall plan of the parks and recreation division This was deferred to the next Board meeting due to the late hour. Board cormnittee assignments This was moved to the next month's Board due to the late hour. Chairperson Rasmussen asked Board members to review and decide before the next meeting which coxmnittees they might want to serve on. ADJOURNMENT: Alderman Pat Patterson moved to adjourn at 12:lO AM. BLUHM PARK SHELTER BUILDING USAGE FEE SCHEDULE PAYMENT OF RESERVATION FEE Payment of reservation fees must be received within ten (10) days of the reservation request. Failure to submit the reservation fee within the specified time period will result in cancellation of the reservation request. Checks should be made payable to "City of Muskego". Weekends and Holidays Adults/Families Under 100 persons $35.00 Each additional 100 persons $20.00 Youth and Non-profit Organizations Under 100 persons $25.00 Each additional 100 persons $19.00 Weekdays Adult/Families Under 100 persons $21.00 Each additional 100 persons $10.00 Youth and Non-profit Organizations Under 100 persons $16.00 Each additional 100 persons $ 9.60 Fees apply for the picnic shelter area only. If a permit is cancelled more than three (3) working days prior to scheduled use, fifteen ($15) dollars of the reservation fee will be forfeited. Any cancellations later than three (3) working days prior to scheduled use will result in total forfeiture of fee. Youth groups must have adult supervision at all times. Keys for bathrooms, if applicable, must be picked up at the Recreation Office the day prior to use; in the case of a weekend or Monday, the Friday before. Keys must be picked up by 3:30 PM. A $25.00 security deposit is required when the key is obtained. This must be a separate check from the usage fee payment. Security deposits will be returned after the area has been inspected by the Parks Department. Keys are due in the Recreation Office the day following use, except in the case of a Friday through Sunday use, when they must be returned on Monday before 3:30 PM. GENERAL RULES 1. Park hours are 5:00 AM-11:OO PM. 2. Dogs must be on a leash at all times. 3. No motorized vehicles allowed in grass or other park areas. Parking in designated areas only. -continued- Bluhm Park Shelter Usage 2 4. Any consumption of beer in the park is by permit only. Wine or hard liquor are not allowed at any time. 5. No beer or soda sold without permit by Common Council. 6. Grounds must be left as they were found. Any damage costs will be charged to those responsible for the area. 7. Clean up fees for any litter or disorder beyond the ordinary use will be charged to those responsible for the area. 8. No horseback riding allowed.
