PARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO
THURSDAY, JULY 23, 1987
The monthly meeting of the Parks and Recreation Board of the City of Muskego
was called to order a,t 7:18 PM by Chairperson Bob Rasmussen.
PRESENT: Jerald Hulbert (late), Dennis Kucharski (late), Richard Manchester,
Robert Rasmussen, Ronald Stephens, Jackie Schweitzer (Recreation
Supervisor) and Peter Theis (Parks Supervisor)
ABSENT: Alderman Pat Patterson (excused), John Schaal (excused)

APPROVAL OF MINUTES
Richard Manchester moved to approve, as mail&-the minutes of the June 8,
1987 meeting. Ron Stephens seconded. Motion carried.
PERSONAL APPEARANCES
Steve Illing, reconsideration of June 8 decision of Idle Isle boat launch
relocation
Mr. Illing requested the Board to get cost estimates from a contractor, costs
if Public Works did the work, and any other alternative ways it might be possible
to relocate the boat launch. He felt Mr. Theis's figures were too high. The
residents are looking at alleviating some of the early morning, late night noise
generated by the boats launching and on the lake.
Residents questioned who's responsible for the govertirng of the ordinance for
the lake regarding noise and speed? The residents were told it was the Common
Council.
More concerns of the residents are that they are confronted with an area too
small to accommodate the big boats getting out. Also have the weed harvester
problem because of the weeds it brings in.
Other comments were:
1. When the car/trailer and car parking were set up, didn't the DNR (Department
of Natural Resources) assist in the design of the parking area? Feel lake
is being destroyed by people that do not live on the lake because of their
disregard for the rules of the lake.
2. Safety and improvement should be main concern.
3. Part of evaluation should include location. Check on ownership of jib crane
(thought possibly the Yacht Club's property).

Jerry Hulbert moved for reconsideration of June 8 decision regarding the re-

location of the boat launch. Dennis Kucharski seconded. Board feels the people
on and off the lake should have input along with aldermen and DNR before any
decisions are made. Motion carried.
To summarize the process in reviewing the Idle Isle boat launch, they felt the
following steps should be considered: reevaluation of site, costs, contact
DNR for their concerns and a public hearing (whether DNR or City would have to
hold). Jerry Hulbert moved to have Peter come up with alternative methods
and costs for these methods to affect moving the boat launch. Richard Manchester
seconded. Motion carried.
Gilbert Spieler, Idle Isle boat launch relocation
Mr. Spieler was present for the same issue as Mr. Illing was present for. He
had presented a petition at the July 13, 1987 meeting. The petition was placed
on file.
The residents in the area are also concerned with the car parking, car/trailer
parking on their streets due to the limited parking in the park.
On the Board agenda for next month's meeting, the parking on Idle Isle Park will
be discussed.
Dan Maas, Park Drive lake access

Mr. Maas appeared to request the Board clean out the Park Drive lake access.
It is chained at this time. The residents would like the chain removed, the
foliage cleaned out. Signs are curr$atly posted that this is a fire lane and
no hunting. Questioned how it can be a fire lane with a chain across? The strip
is about 44' x 175'. Only half of the strip would need to be cleaned out for
the residents' use. Jerry Hulbert moved to explore the possibility of Public
Works and/or Parks Department clean up the area; and if possible, that it be
cleaned and the Parks Department provide with a pier, garbage can and picnic
tableiffavailable, but not to be placed on work schedule at this time. As time
would permit. Ron Stephens seconded. Motion carried. Ron Stephens moved to
draft a letter to the neighbors in that area letting them know what the Board
has done to date. Jerry Hulbert seconded. Motion carried. To be placed on
August agenda.
Keith Bennett, raft races at Idle Isle Park
Mr. Bennett appeared to request permission to have a one-day "Customer
Appreciation" day. (Saturday, middle of September) Included in the activities
would be a Waterbugs show, a water volleyball tournament, the raft races and
live music. Buoys, public address system and pick up boats would be provided
by the Waterbugs. He feels he has about 35 interested people at this time.
Felt his major problems would be noise and parking. Felt he has the people
power to handle it. No entry fees would be charged. All expenses for events
will be out of his pocket. Through the concession stand will be where the
food is sold. Hopes to generate enough funds through this to offset his
LKPCXU3k?S. Richard anchester moved to hire attendants, if possible, to park
cars, and to allow parking on grass (weather permitting). Jerry Hulbert
seconded. Motion car&d. The Board would like to see Mr. Bennett attempt
to coordinate the event with the Waterbugs picnic.

Regarding the issue of beer drinking, Mr.-Bennett would not be selling beer,
but thought he should obtain a permit for any beer drinking that might take
PlClClZ. The Board didn't feel it good for an individual to take out a permit
for drinking of beer, liability of it. Richard Manchester movedrto deny
request for beer permit. Dennis Kucharski seconded. Motion carried.
Jerry Hulbert moved that as condition of Mr. Bennett's use of the park for
this special event, he must list the City as an additional insured on hisinsurance
policy. Ron Stephens seconded. Motion carried.
Jerry Hulbert moved to allow live music, but the band must stop at l/2 hour
before dark. Dennis Kucharski seconded. Motion carried.
Dave Wenzel/Russ Grothman, .Marlan Meadows outlot
Mr. Wenzel and Mr. Grothman were not in attendance. A letter from them was
received and placed on file. Their main concern was their liability because
of their involvement in maintaining a portion of the outlot area directly
behind their homes. The Marlan Meadows homeowners are planning a picnic in
the outlot area and as the City has retained this area in its natural state,
they are concerned if someone should get hurt. Ron Stephens moved to send
a letter, with the diagram of the City-owned outlot, to all lots bordering
Outlot #l of boundaries and to state it is parkland. Dennis Kucharski seconded.
Motion carried. Ron Stephens moved to send to city attorney for clarification.

Refund requests
Refund requests were received from the following people:
1. Laessig ($40.00/tennis league). Richard Manchester moved to deny request.

2. Beauchamp ($7.50/adult swim lessons). Richard Manchester moved to deny.
Dennis Kucharski seconded. Motion carried.
3. Dominski ($lZ.OO/children tennis lessons). Jerry Hulbert moved to approve
less $2.50. Ron Stephens seconded. Motion carried.
4. Sawyer ($7.50/basketball, $12.00/children tennis lessons). Richard Manchester
moved to approve less $2.50. Jerry Hulbert seconded. Motion carried.
5. Johnson ($20.00/theatre). Dennis Kucharski moved to approve less $2.50.

Reasons for actions: ii1 and 112 requested refunds after the program had begun;
/I3 and #4 requested prior to start of program and for medical reasons; 115 re-
quested prior to start of program.

OLD BUSINESS
a Park Dedication Fees
Requested staff to get info on average cost of lots purchased in Muskego in
1978 compared to average cost of lots purchased in Muskego in 1986 or 1987.
Waiving of fees policy
The Finance Committee reviewed the Board's inquiry as to whether the Board
should continue to waive program fees, or if these requests should be sent to
the Finance Committee for their review. The Finance Committee felt the Board
should continue to review and make the determination as to the waiver of a fee.
Footpaths at Demon Park
Pete reported no decision on public or private property. No current complaints.
Parkland Plaza parkland (retain VS. sell)/possible purchase of other land if
Parkland Plaza sold

Mayor Salentine had requested the Board consider the purchase of this land
(Pellmann's property), as it could tie in the Guernsey Meadow wooded land owned
by the City, and sell the 15-acre land-locked parcel of Parkland Plaza parkland.
The Board felt each site should be evaluated on its own merit. Not that one
is contingent upon the sale of the other. Also, Dennis Kucharski will contact
the School District about their interest in purchasing the Pellmann prgperty
adjacent to the Bay Lane School complex.
Women's League Tournament
Peter reported there were no problems with the mechanics of the tournament.
The area was cleaned up well, things went well, but the league has not paid
their field usage fee to date. Mr. Ford has no problem making a $450.00 donation,
but has a problem with paying the $400.00 fee. Richard Manchester moved to
bill him for the $400.00 and any other outstanding debts owed. Dennis Kucharski
seconded. Motion carried.
DEPARTMENT REPORTS
PARKS
Drainage problem at Emerald lake lot
Peter reported that the drainage has been corrected to the residents satisfaction.
The residents have submitted a letter asking the City to purchase railroad ties
so they could make a sandbox on the lake lot. Peter estimated the railroad
ties and sand would cost $75.00. The Board expressed concern that a sandbox
would require more maintenance of the lot, which there is not enough staff as
it is for other projects. The Board felt.if residents want to buy materials
and labor and maintain, there would be no problem.

Tug of War security deposit
Peter reported that this year's tournament was unorganized, they were selling
wine coolers which weren't approved by the Parks Board, and did not communicate
with the Parks Department for keys, etc. They also did a very poor job of
cleaning up the facility. Their $75.00 security deposit has not been returned
yet, pending Board's decision to withhold staff time to clean up. Peter
calculated $14.75 should be withheld to cover these costs. Richard Manchester
moved to withhold $14.75 and return $60.25 for the tug-of-war tournament.
Jerry Hulbert seconded. Motion carried.
Puddles tournament followup
No problems with this tournament. They were well organized. A thank you note
was received.
Update on fee collection/structure at Idle Isle Park
Peter presented an income report for fees collected at Idle Isle for first
half of summer of years 1985, 1986, 1987. Almost a 50% increase in income
in 1987.
Seemed to be a discrepancy in the fee structure approved earlier in the year.
Board reaffirmed their position on the fees as:
Parking fees $1.00 city resident
Parking fees $3.00 non-city resident
- Sign says $2.00 for non-city. Board recommended to leave for rest of 1987 and
redo sign for 1988 to read $3.00 non-city resident.
It was suggested by a citizen that Mr. Bennett (with concession stand) collect
fees and issue passes during the week or that the coin drop system for all people
to pay be looked in to.
Piers on Lochcrest and Kingston
Piers were donated by LMLA (Little Muskego Lake Association) for Lochcrest and
Kingston with understanding that adjacent homeowners would install and remove
these piers, with inspection in spring before used, by Peter. The pier on
Lochcrest is in but is twice as long as approved.
Pier on Kingston Drive is only one-half in. There are new people who are taking
charge of this one.
Peter reported that the Parks Department has no nmre piers available at this
time.
Service of portable toilets at Idle Isle
Service had to be increased to twice a week at Idle Isle Park due to increase
in use of the facility. The increase cost is $352.80 for the second half of l the season. That is for twice a week (Fridays and Mondays). Peter pointed out
he had placed this cost in his budget for 1987 but it was cut out by the Common
Council. For health reasons alone, it is necessary to pump twice, but also
they are just full. Cost will be covered in Account 0100-7300-2400.

Posting of pond at Blubm Park
Police Department requested the pond at Bluhm be posted no swimming. The Board
determined that the pond is not part of the park property, the request should
go to Public Sewer Committee. Board feels it is not under their jurisdiction.
Horn Park building renovation
The Parks Department spent $3,800 in materials and labor for the main room at
Horn Park building. The light fixtures ware donated and labor for the dry-
walling was donated by A. M. Drywalling and the heating labor was donated by
Tri Town Heating and Air-Conditioning. The electrical labor and material was
charged for.
Lakefest review
The Lakefest went as planned. The Board did not receive the insurance rider
prior to the event as was a condition of their use df Idle Isle for their
event.
Mill Valley parking lot paving project
Project was completed on July 17, 1987. Work was done by Suburban Asphalt for
a total cost of $11,000. The City spent $6,894 with the School District paying
the balance. Peter hopes to get the lot on a maintenance schedule, but monies
for these kinds of things seem to get cut out of the budget.
e RECREATION
Program registration update
Summer registration was very good for the majority of programs. About $17,000
was taken in in revenue.
35 and Over Softball program
This league didn't get organized in time to be included on the master ball field
schedule. Their games are played on Sunday evenings, so no problem; 6-week
season (4 teams). This is a department-sponsored activity.
Summer employees
A list of all employee names, addresses and rate of pay were mailed to all
Board members. Jackie went through three additional people who were hired
because of employees who terminated empltiyment earlier than scheduled or were
added because of increased program participation.
The Muskego Track Club will be losing their coordinator of several years.
A letter was submitted requesting the Board consider taking over the program.
The Board would like to know what other communities do in respect to cost,
l out of area track meets, etc.

NEW BUSINESS, OTHER BUSINESS
Woodcrest Heights
At the last Plan Commission meeting, a couple of Commission members felt that
it would be good to have an interlocking trail system in Muskego. Jerry
had suggested that sidewalks/footpaths go in from the Congregational Church
on Racine Avenue down Racine to the high school. There will be curb and gutter
going into the subdivision. The Board discussed in depth the "outlot" that
appears on the plat.
Ron Stephens moved to send to Plan Commission that they delete "for park
purposes" off of the outlot area. Dennis Kucharski seconded. Motion carried.
This area is not included on the Comprehensive Park master plan. The Board
would strongly recommend that the "outlot" not be turned over to the City as
it serves no purpose as parkland and also removes it from the tax roll.
The Board is also concerned about the additional 152 units to use the high
school facilities as part of this development. The high school facilities
are heavily used as is. Tennis leagues and lessons by the department use
the courts three nights a week. Pool time and lessons are used to maximum
as is. The Board felt with 152 units,.consideration should be made to
develop some type of recreational facility within the confines of the
development.
Lake Brittany Addn #l
This development will generate money only, no parkland.
Bike Trails/Paths
Jerry Hulbert requested that discussion on bike trails/paths for foot, bike,
equestrian be placed on the agenda for next month's meeting.
