PARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, DECEMBER 14, 1987
The monthly meeting of the Parks and Recreation Board of the City of Muskego
was called to order at 7:05 PM by Chairperson Bob Rasmussen.
PRESENT: Jerald Hulbert, Dennis Kucharski, Richard Manchester, Alderman Pat
Patterson, Robert Rasmussen, Ronald Stephens, Jackie Schweitzer
(Recreation Supervisor) and Peter Theis (Parks Supervisor).
ABSENT: John Schaal
GUESTS: (per attached list)
APPROVAL OF MINUTES:
Under Parkland Plaza discussion in the November 16th minutes, it should be
water (not sewer) that is going in, at an approximate cost of $480.00. The
development area should be referred to as Parkland Drive South. Ron Stephens
moved to approve, as amended, the minutes of the November 16, 1987 meeting.
Dennis Kucharski seconded. Motion carried.
PERSONAL APPEARANCES:
There were no personal appearances.
WRITTEN CORRESPONDENCE:
Mr. White's offer to purchase public lake access on Kingston Drive adjacent
to his home
Jerry Hulbert moved to request legal opinion from Attorney Molter as to
past history of this lot and our availability to sell it. Dick Manchester
seconded. Motion carried. The Board requested Peter to get an estimated value
from the assessor's department.
Refund requests
Alderman Patterson moved to approve refund of wrestling fees due to injuries
less $2.50/person. Seconded by Ron Stephens, motion carried.
Other requests (2) for wrestling (due to language of coach), Jerry Hulbert
moved to deny requests. Dennis Kucharski seconded. Motion carried. The
Board directed Jackie to talk to the instructor about the concerns as expressed
by these parents.

Park Drive lake access
The Board reviewed actions taken at the lot to date. Find the Parks Department
did a good job, as reflected in letter received from a neighbor regarding this
lake access.
Common Council/clarifying collection of fees
Alderman Patterson moved to only waive tournament fees if the donation is greater
than the actual charge and if it can be applied toward some project the Board
wishes to pursue, at the Board's discretion. These issues must be negotiated
and paid prior to tournament. Ron Stephens seconded. Motion carried.
OLD BUSINESS:
Sediment traps at Demon Park
The Board reviewed a letter from Pete. Dick Manchester moved to send the letter
(as written) to Public Works Committee. Jerry Hulbert seconded. Motion carried.
Discussion followed. It was decided two representatives from the Parks and
Recreation Board to attend next Public Works meeting to discuss items and
concerns. Try to get this resolved for all parties concerned. Bob Rasmussen
and Dick Manchester offered to attend this meeting.
Representatives from the Lake Demon Advancement Association were present to
express their concerns and ideas with these ponds.
DEPARTMENT REPORTS:
Parks
Historical Society's request for placement of carousel and shelter building
At this time, not feasible where they indicated they wish to locate them. contact
should be made with them for a revision of all three requests (carousel, shelter
building and walking path). The revision of the master plan was not sent to
Plan Commission after Board's last meeting when it was discovered that the
facilities would not fit in the areas as designated.
Outdoor shelter information
Peter presented figures on putting in a new shelter building. Appears cost of
removal of shelter at DandiLion Park would be greater than cost of new structure.
At present time, Historical Society is reviewing the move of this facility to
their facility.
Idle Isle parking control device
The Board reviewed use of meters verses ticket machines. Ron Stephens moved to
recommend the establishment of a drop box/honor system for collecting parking
fees during the week at Idle Isle Park. Alderman Patterson seconded. Motion
carried.

NEW BUSINESS, OTHER BUSINESS:
Glen Oaks subdivision plat
The Board reviewed the revised plan presented for the Glen Oaks subdivision.
Certificates of Appreciation
Members of the Parks and Recreation Board were presented with certificates
expressing appreciation for the time that they give to serve on the Board.
ADJOURNMENT:
There being no further business, Dennis Kucharski made a motion to adjourn
the meeting. Ron Stephens seconded. Motion carried. Meeting adjourned at
9:30 PM.
