SPARKS AND RECREATION BOARD MEETING, CITY OF MUSKEGO
MONDAY, AUGUST 10, 1987
The monthly meeting of the Parks and Recreation Board of the City of Muskego
was called to order at 7:lO PM by Chairperson Bob Rasmussen.
PRESENT: Jerald Hulbert, Richard Manchester, Alderman Pat Patterson (late),
Robert Rasmussen, John Schaal, Ronald Stephens, Jackie Schweitzer
(Recreation Supervisor) and Peter Theis (Parks Supervisor)
ABSENT: Dennis Kucharski (excused)
GUESTS: (per attached list)
APPROVAL OF MINUTES:
Ron Stephens moved to approve, as mailed, the minutes of the July 23, 1987
meeting. Jerald Hulbert seconded. Motion carried.
PERSONAL APPEARANCES:
Keith Bennett, raft-races at Idle Isle Park
Can obtain one-half million dollars liability insurance policy. Event would
run from 11 AM to 11 PM, Sunday, September 13th. Music would be from 1 PM to
7 PM (Music will stop one-half hour before dark.). Would be same date as
Waterbugs Ski Club picnic. Waterbugs would handle all parking. Want to charge
$2.00 to park. Pete requested a contact person to be in contact with in case
of bad weather in determining whether there would be parking on the grass.
Richard Manchester moved that the City split parking fee with Waterbugs at
$1.00 each. No second. Motion died. Richard Manchester moved that the City
collect all money. No second. Motion died. Jerry Hulbert made motion to let
Waterbugs charge $1.00 for parking and keep the money with a $250.00 security
deposit to be paid at the Recreation Office and that the season passes issued
by City be honored. Ron Stephens seconded. Motion passed, 3 to 1; Richard
Manchester cast the dissenting vote.
Keith to notify Peter no later than August 12th as to the decision of whether
the Waterbugs will still be interested in collecting the parking fees. Also,
a certificate of insurance, listing the City of Muskego as an additconal insured,
must be on file in the Recreation Office prior to the event.
WRITTEN CORRESPONDENCE:
Refund request
Alderman Patterson made notion to grant refund less $2.50 handling fee. Seconded
by Jerry Hulbert. Motion carried.
Pending correspondence regarding gymnastic class, Alderman Patterson moved to
approve refund less $2.50 handling. Jerry Hulbert seconded. Motion carried.

Neighbor of Park Drive lake access
Dave Nelson--against opening up this lake access to the public because of
vandalism that currently goes on and litter on his property from people who
currently use his area as public property.
Donna Ferguson--in favor of access as it would provide people the ability to
recreate on the lake (skate and swim).
John Huber--in favor of opening up because he is paying taxes already on it
and it should be accessible.
Al Schwulst--in favor of access if can be restricted to Park Drive residents.
Is that possible?
Jerry Hulbert concerned about allowing only Muskego residents to use. Possibly
post for residents only. Neighbors would like to see it closed at 10:00 PM.
Peter reported no piers available at this time. Jerry Hulbert moved that the
Parks Department would begin clean up of the area this fall and place picnic
table, garbage can and pier if possible in the spring. Seconded by Ron
Stephens. Motion carried. Jerry Hulbert moved that a sign be put up stating
use by Muskego residents only and park closes at 10:00 PM. Seconded by Ron
Stephens. Motion carried.
OLD BUSINESS:
Marlan Meadows outlot
Attorney Molter felt that the liability of someone being injured on the park
property would be with the City, unless there was negligence by the neighbors
when they were cutting the grass (a broken mower blade that they didn't pick
up. as an example).
Boat launch at Idle Isle Park
Pete stated that to relocate the launch you would need a Chapter 30 permit
from DNR (Department of Natural Resources) and Army Corps of Engineers approval.
Also he read a list of requirements that would need to be in place prior to
undertaking the project. Would need a project plan (how do it, where dredged
materials placed, water elevations, pictures); project costs (surveying,
construction equipment, materials); parking.lot .design; fee schedule and document
of reparian rights are just a few of the requirements. Pete could not give us
a cost of it at this time. Because of the amount of time involved and
information required, we would need an engineer to get involved.
Public comments regarding moving launch:
Jim Craycraft, thinks should leave the launch. Seems like a lot of money when
the current one is adequate.
Mike Obradovich, in favor of leaving the launch; it's nice, notliing wrong with
it.
Keith Bennett, recommended putting up signs to ask people to respect the neigh-
bors. Think more people will be hurt than will be helped by moving the launch.
Not cost effective.

Fran Burgeson, opposed to moving it because of the expense. If noise is a
problem, possibly restrict speed. Was informed it is posted and pretty well
enforced.
Pat Robb, shore erosion should be responsibility of the owners, shouldn't
make it a Parks and Recreation Department expense.
Eric Welting, lives near launch, had a problem earlier in the year with a
boat, but talked with Waterpatrolman Warda and problem is taken care of.
Jerry Hulbert moved to table the relocation of the boat launch at this time
as it appears the costs outweigh the benefits and is not cost effective.
Alderman Patterson seconded. Motion carried.
DEPARTMENT REPORTS:
PARKS
Alderman Patterson moved that any outstanding women's league fees for 1987
be paid by December 1st or they will not be allowed to schedule fields for
1988. Seconded by Ron Stephens. Motion carried.
Alderman Patterson moved that 1988 fees must be paid by May 1st for all leagues.
Seconded by Jerry Hulbert. Motion carried.
l Denoon Park boat launch
Peter reported receiving a call from a man who lives near Lake Denoon that
X-foot boats were being launched at the department's boat launch.
Lake access parcel ordinance
Peter reported the Cormnon Council adopted a resolution designating all 19
accesses under City jurisdiction be regulated by the Parks and Recreation Board.
Pellmann property
Richard Manchester reported on his meeting with Mayor Salentine, Alderman Hilt
and Mr. and Mrs. Pellmann regarding the purchase of their land for future park
land. Have 20-23 acres at $8,000 per acre. The Board felt they were not
interested in the purchase at this time, but if they were willing to donate it,
it would be accepted and the park would be named for them.
RECREATION
Track Club program
Jerry Hulbert moved to follow Jackie's recommendation to offer a youth track
program through the department and that only department-sanctioned involvement
in meets would be through the Hershey Track and Field program. Seconded by
Dick Manchester. Motion carried.

NEW BUSINESS, OTHER BUSINESS:
‘a Capital budget committee representative
Alderman Patterson nominated Ron Stephens to serve on capital budget
committee. Seconded by Jerry Hulbert. Motion carried.
Parking lot space/Idle Isle Park
Jim Craycraft, lives off of the lake but uses it regularly for boating.
Would like to see more car/trailer parking stalls. Felt mo.st people wouldn't
object to higher fees and higher season pass costs if these improvements were
made. Also questioned the percent of car/trailer parking to percent of car
parking.
Number of parking spaces were set by DNR. People don't want car/trailer
parking expanded. It would bring more boats on the lake. In 1984, Parks
and Recreation Board put $25,150 in capital budget to expand car parking.
Capital budget committee took out. Cost of repairing the small area in
front of launch was $900. This was material costs only, didn't include
manpower of Public Works or the Parks Department.
The street light near the bridge does not appear to be in the best position for
providing good lighting. Peter requested to see about moving one way or the
other (closer to launch or closer to bridge).
Alderman Patterson moved to table the expansion of the parking until put
l capital budget together for next meeting. Seconded by Dick Manchester.
Motion carried.
The Board would consider for next year, but were not in favor of changing at
this time. Peter should include in his budget proposal.
Bike trails/footpath system
Jerry Hulbert requested the Department staff to obtain information from sur-
rounding communities on bike trails or footpath systems in regards to costs,
maintenance, etc.
Subdivision developments
Alderman Patterson moved to send a letter to Plan Commission requesting that
Parks and Recreation Board receive sketch plan for subdivision developments.
Seconded by John Schaal. Motion carried.

Motion was made by Dick Manchester to adjourn the meeting at lo:20 PM.
