PRB042987minutesMINUTES PARKS & RECREATION SPECIAL BOARD MEETING WEDNESDAY, APRIL 29, 1987 The special meeting of the Parks and Recreation Board of the City of Muskego to begin work on updating the Comprehensive Plan for Parks and Open Space was called to order at 7:40 PM by Chairperson Bob Rasmussen. PRESENT: Jerald Hulbert, Dennis Kucharski, Richard Manchester, Alderman Pat Patterson, Robert Rasmussen, Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor). ABSENT: John Schaal, Ronald Stephens Chairperson Rasmussen reported meetings were held with Peter (2 meetings) and Jackie (1 meeting) to formulate the basics for the Comprehensive Park and open space Plan. Board members should have received copies of the 1981 plan and the rough draft of the updates as discussed with Peter and Jackie. Jackie was asked to check on the costs of hiring a consultant to assist in the updating of the plan. It was felt that there was information in the plan that was out of the scope of the department personnel, that a person who does these comprehensive plans could best do. The following report was presented: Brookfield - in process of just starting to update (in-house at this time). Germantown - price quote of $2,000-$5,000 from Schreiber/Anderson Assoc. German- town didn't do anything yet. South Milwaukee - did in-house (took 1 year), but they are a school recreation department. Hartford - started in-house, city planner finished. New Berlin - last done in 1981 by SEWRPC, cost $3,500. West Bend City - done in 1985 by SEWRPC, cost $7,500. Copies of West Bend's plans were presented. Theirs was very extensive. Jackie contacted Jerry Emrick from SEWRPC and he indicated it would be at least 6 months before they could begin. A" approximate cost would be $3,000-$5,000. They also did a plan for Oconomowoc ($4,500) and Sussex ($2,500). After discussion about the plan, Dennis Kucharski moved to investigate with SEWRPC and Schreiber/Anderso" the cost of their assistance in updating the Comprehensive Park and Open Space Plan. Jerry Hulbert seconded. Motion carried. The Board discussed the need for input in the plan from citizens, Common Council, Plan Commission (in particular), the schools and Chamber of Commerce. It was agreed that letters be sent to the various service organizations indicating the Minutes, Special Meeting of the Parks and Recreation Board, April 29, 1987, page 2 Board is updating the five-year plan and asking them to ask their membership if they have any suggestions, ideas, etc. and to submit back to the Board, in writing, these ideas. Then a special invitation would be sent asking a representative from the organization to meet with the Board to discuss more in detail their suggestions. Also a news release sent to the paper indicating what the Board is doing and asking for community input. It was questioned whether this expense could come out of Park Dedication funds? To be checked into for next meeting. It was determined that the regular May Board meeting would be used to discuss questions which should be asked of the consultants. Alderman Patterson moved to schedule a special meeting to meet with these agencies to discuss the Board's needs of their services. Dennis Kucharski seconded. Motion carried. A possible date, if available with the consultants, would be to have a special meeting on May 27th. Consultants to be contacted before May 11th meeting. The Board reviewed briefly the rough draft as submitted by Peter. Felt in comprehensive plan should include the additional properties maintained by the Parks Department and the descriptions and locations of the lake accesses. In reviewing specific site recommendations, the Board discussed the status of Dandilion Park, as it was the #l acquisition proposed. The Board felt that maybe it would be possible to enter into negotiations for that parcel of land to be used for commercial, residential and park purposes. Jerry Hulbert moved to pursue the acquisition of recreational facilities at Dandilion Park after reviewing the master plan and it is still a number 1 acquisition site, all or an adequate portion of the property. Richard Manchester seconded. Motion carried. Also to add to specific site recommendations would be a recreation complex (family center). Horn Field: Add, "(3) Ball field renovation (possibly change use to a softball field or for junior level hardball program)"' Parkland Plaza: Add at end of (1) statement, "or leased for commercial recreation". Muskego High School: Joint school district and City project to light fields and redo hard surface areas at high school (tennis courts and track). Possible future acquisition sites to add: Future Parkland Landfill Site Landfill on west side of City for motorcross and/or snowmobile use This is a preliminary review of the plan. There will be many more meetings anticipated to keep going over the existing plan for adds, deletes, etc. There being no further business, Richard Manchester moved to adjourn.
