PRB090886minutesMINUTES PARKS & RECREATION BOARD MEETING SEPTEMBER 8, 1986 The meeting of the Parks and Recreation Board of the City of Muskego was called to order at 7:Ol PM by Vice-President Manchester. PRESENT: Richard Manchester, Don Kangas, Jerry Hulbert, John Schaal, Alderman Pat Patterson, Jackie Schweitzer (Recreation Supervisor) and Peter Theis (Parks Supervisor) GUESTS: Bob Rasmussen, Dennis Kucharski, Debbie Verburgt, Agnes Posbrig, Margaret Lindhorst, Sharon Erdman ELECTION OF OFFICERS: Deferred until next month's meeting when a full board should be present. APPROVAL OF MINUTES: Minutes were not approved as members had not received them in the mail. COMMUNICATIONS: Personal Appearances: Woman's Club Debbie Verburgt, representing the Muskego Woman's Club, appeared to ask for endorsement of bike trails in Muskego, using the Electric Company right-of- ways. The County provides funding of such projects. Pete expressed concern about the City's responsibility to maintain the trails. Alderman Pat Patterson moved that Waukesha County be notified that the Parks and Recreation Board is interested in pursuing the establishment of a bike path in Muskego along the Electric Company right-of-way as long as the maintenance of the trails is the responsibility of Waukesha County. Don Kangas seconded. Motion carried. Lake District Request This issue was deferred until Mrs. Knapp could appear to discuss the building addition in further detail. M.A.A. M.A.A. representative, Harry Udvare, appeared regarding the letter sent to the 0 M.A.A. regarding the damage to the lock at Bluhm Park pavilion in June. M.A.A. Board recommended that the M.A.A. pay 50% of the bill; Police Department cover 25% since the officer did the damage; and the Parks Department pay 25% since the lock was somewhat faulty. Alderman Patterson moved to accept $122.50 of the M.A.A. on the condition . that the Police Department pay the other $122.50 as the other 50% of the bill toward resolving the situation. Jerry Hulbert seconded. Motion carried. If Police Department refuses to pay, the matter should be referred to Common Council for resolution. Concession Stand Keith Bennett did not appear to discuss the concession stand at Idle Isle. Thought that he maybe didn't receive his notice in the mail either. Written Correspondence: Letter of Resignation Letter of resignation was received from Joseph Weitzer. Due to a career change, he will be unable to continue to serve on the Board. Refund Request A letter was received requesting a refund for Session III swim lessons in summer 1986 due to illness of the child. John Schaal moved to approve refund request for swim class of $6.50 less $2.50 handling fee for a total refund of $4.00. Jerry Hulbert seconded. Motion carried. OLD BUSINESS: Locks at Bluhm and Idle Isle The discussion re'garding the Bluhm lock is under M.A.A. personal appearances. Regarding the Idle Isle lock, Alderman Patterson moved to send a letter to Anita McSorley and Jeff Musialowski stating that they agreed as representatives of the Waterbugs to take responsibility for use of the facility. If restitution is not made by October 15th, all privileges will be denied for future use of the park. John Schaal seconded. Motion carried. Possibly consider a deposit for their future use if restitution is made this year. (Don Kangas was excused at this time.) Historical Society Request Historical Society representative, Sharon Erdman, appeared regarding permission to install a gas furnace in the Old Town Hall. Would be replacing the gas furnace in only the basement at this time. There is a mold problem in the basement due to moisture in the basement. They feel this will greatly help that situation. Cost of the furnace and installation will be at the expense of the Historical Society. John Schaal moved to approve installation of a gas furnace for Old Town Hall with all proper inspections by ,the building inspection department as required to be performed. Jerry Hulbert seconded. Motion carried. Secretarial Status Common Council approved creating a full-time secretarial position for the department and eliminating the two part-time positions. The hiring of current Minutes, Parks and Recreation Board Meeting, September 8, 1986, page 3. part-time secretary, Stella Dunahee, to fill this new position "as recommended by Recreation Supervisor Schweitzer. Park Dedication Ordinance The Board reviewed copies of this ordinance. Actual control of how the Park Dedication Account is expended "as questioned by the Board members. It was also recommended that a survey of what area communities are receiving per unit for park dedication would be of interest. This will be surveyed through the SEPRC group. Backstops at Bay Lane The dirt has washed away around the concrete supports of the backstops. Diamond 3 especially is slanting. It is assumed that this is the school's responsibility to maintain or replace these backstops. Review of DNR Launch Fees Peter reported that there is no problem in increasing fees of launching at Idle Isle Park. Alderman Patterson moved to increase launch fees at Idle Isle Park to match the state limits to $3.00 state resident and $5.00 non- state resident. Jerry Hulbert seconded. Jerry Hulbert amended the motion to increase Muskego resident parking to $1.00 and non-city resident parking fee to $3.00 and maintain the season pass at $5.00 for Muskego city residents. Alderman Patterson seconded. Amendment carried. Main motion as amended carried. Well at Kurth Reported has been rechlorinated and has now been approved as safe bacteriologically. Will need to keep an eye on this situation for future use. DEPARTMENT REPORTS: Parks Ticket Gate/Idle Isle Review of ticket gate at Idle Isle Park entrance; Peter reported it would cost about $7,600.00 for materials needed and that does not include the cost of installation and concrete. The Board decided that the project isn't warranted at this time due to the high cost. WCC Crew Status This program is not working well. Peter has contacted the state with his concerns regarding the situation. He "as informed that they are having problems filling the positions in this part of the state. Historical Society Budget Requested $1,380.00 (electricity, $400.00; sewer, $280.00; property insurance, $382.00; Metro Sanitation, $300.00; heat for museum for 8 months, $400.00). Pete to take care of draining the building at Old Town Hall. Peter to contact Mr. Bertram to see about turning off the water at the Old Settlement Minutes, Parks and Recreation Board Meeting, September 8, 1986, page 4. Centre. Alderman Patterson moved to recommend to Finance Committee the approval of $900.00 to cover electric, sewer and property (building) liability insurance for the Historical Society. John Schaal seconded. Motion carried. Budget Review The Board reviewed with Peter the 1987 Capital Budget request of $50,000.00 and his 1987 Operating Budget of $127,927.30. The Board reviewed the status of existing equipment in relation to the requested items in capital budget. The Board discussed at great length the request for a full-time position within the Parks Department. (John Schaal was excused at this time.) Recreation 1986-87 Program Jackie indicated that the 1986-87 program booklets were taken to the post office on September 4th for mailing. Registration for all programs is September 10th and 11th. Budget Review The Board reviewed the 1987 Operating Budget request of $112,486.00 with Jackie. No major increases in budget. Due to a lack of quorum, no formal action was taken; but those members present reconnnended to approve the operating and capital budgets for the Parks and Recreation Department to Finance Connnittee as submitted. Those present also recommended to send to Finance Committee with no recommendation the Cable Club's budget of $6,240.00. NEW BUSINESS, OTHER BUSINESS: Capital Budget Committee Jerry Hulbert agreed to serve as the capital budget representative of the Board to replace Joe Weitzer who was originally appointed by the Mayor to fill this position. Green Meadows Discussion regarding the Green Meadows subdivision was deferred as the plat is going to be redone and resubmitted. ADJOURNMENT : Meeting adjourned at 11:40 PM.
