PARKS & RECREATION BOARD MEETING
March 17, 1986
The meeting of the Parks and Recreation Board of the City of Muskego was called to order by Richard Arrowood at 7 05 PM.
PRESENT; Richard Arrowood, Joseph Weitzer, Richard Manchester, Don Kangas, Alderman Patrick Patterson, Jackie
Schweitzer (Recreation Supervisor), Jerry Hulbert,
John Schaal (late arrival).
ABSENT: Peter Theis (Parks Supervisor) excused.
GUESTS; Anita McSorley, Jeff Musialowski, John Marson (M.A.A.),
Ron Ford (Muskego Softball League), Wil Vidal (LMLA).
The minutes of the monthly meeting of the Parks and Recreation
Board held on February 17 were approved as mailed.
PERSONAL APPEARANCES
Water Bugs Ski Team
Anita McSorley and Jeff Musialowski appeared before the Parks
and Recreation Board on behalf of the Water Bugs Ski Team. She presented an outline of the Club's proposed dates for
practice, and a brief breakdown of the Club's rules and goals
for this year. A motion was made by Richard Manchester to approve
the dates based on the proper agreement forms being signed and
filed with the Muskego Parks and Recreation Department, the insurance policy on file, no music being used except on show
dates, and constant review of this group's activities by the Parks and Recreation Department. Jerry Hulbert seconded.
Motion carried.
Hot Air Balloon for Lake Fest
Wil Vidal appeared before the Board to get permission to add a hot air balloon attraction to their Lake Fest. The Board
requested information as to where the balloon will land when it leaves the park? Also, if it should do damage to personal property when landing, will REMAX cover the claims? Alderman
Patterson moved to approve the request as presented. Joe
Weitzer seconded. Alderman Patterson moved to amend the motion
to have the exact area for laying out the balloon worked out with Peter Theis. Joe Weitzer seconded. Amended motion carried.

Wil Vidal brought before the Board a request to allow the LMLA to post signs at Lake Fest prohibiting the carrying in of
fermented, malted and intoxicating beverages. The Board felt if signs are posted and enforced one week, it should be enforced
all the time and at all parks as stipulated by City Ordinance 26
Alderman Patterson moved to defer action until the legal
liability of beer permits issued by the City is clarified.
Richard Manchester seconded. Motion carried.
Softball
Ron Ford appeared before the Board to discuss the renovation
of the ball diamonds at the high school. The main renovation would be done to the infield and the costs be absorbed by the
men's and women's leagues, the city, and the school. A motion
was made by John Schaal to recommend to the Finance Committee the expenditure of a dollar value not to exceed $700 for
renovation of the high school ball field, provided the monies
are matched by the afore-mentioned groups involved in the project. Joe Weitzer seconded. Alderman Patterson moved to approve the money expenditure provided the project is studied in respect to drainage and that the end result is feasible and reachable.
Jerry Hulbert seconded. Amended motion carried. Main motion carried.
Ron Ford next noted that no Metro (portable toilets) was planned
for placement at Bluhm III for this summer season. There is
no money budgeted to accommodate this expenditure. This will be deferred to the next meeting.
Ford next noted the USATOWA had scheduled their Tug-A-War
Tournament for Bluhm the same weekend as his league's tournament. While there is no conflict with diamond use, there is a problem
with concessions. The Board suggested perhaps the USATOWA would move their tournament to Horn. Jackie is to contact USATOWA and see if this would be conducive to their project.

John Marson appeared before the Parks and Recreation Board to mention that Harry Udvare will appear before the Parks and
Recreation Board, in the future, to discuss providing funds for
lights at one of the other diamonds at Mill Valley.
WRITTEN CORRESPONDENCE
Class Travel, Inc.
Jules E. Novak of Class Travel, Inc. submitted a letter to the
Parks and Recreation Board Chairman noting a complaint with
the department concerning a Washington, D. C. trip offered to the senior citizens through "Artistic Tours." This tour was
set up not with the "Muskego" senior citizen in mind. The Board felt this complaint is unsubstantiated and a letter will
be written by Chairman Arrowood in response.

OLD BUSINESS.
Review/Adopt Policy Regarding Personal Property Damage during
Softball/Baseball Games/Practices
The city insurance agent reviewed the concerns of the Parks and
Recreation Board and noted it would be unreasonable to request that each league carry this type of insurance. Most of the
time, the insurance company will deny payment saying that is part of the risk of parking at a ball diamond.
1986 Master Calendar for Ball Field Usage
Jackie presented the master calendar to the Board. She noted there were no conflicts with the league requests, except at
Horn between the high school use and the M.A.A. She talked it
over with the M.A.A. representative and the results of that
conversation are included on the master schedule.
Alderman Patterson moved to deny the request of the Choir Practice's Tournament. Don Kangas seconded. Motion carried.
Jerry Hulbert moved to approve the schedule as presented with
the men's tournament scheduled for July 12 and 13, the women's
tournamentonJuly 19 and 20. John Schaal seconded. Motion
carried.

Update on Request of Marlin's Aquatic Swim Club
A letter was received by Donald Matheson regarding the Marlin's
inability to pay; The fees cover the costs of the pool and
upkeep and need to be paid. Alderman Patterson moved to extend
the payment deadline for the Marlin's to June, if necessary, but not waive the fees. Jerry Hulbert seconded. Motion carried.
Parking on Racine Avenue near High School Ball Field
The Safety Committee reviewed their earlier decision regarding the parking along Racine. Chief Johnson also submitted a
correspondence in support of the Board's request asking that
signs be placed 500 feet, from the Racine Avenue entrance to
the high school parking lot, south of the street. This should
alleviate some of the safety hazards.
Appoint Committee to Review Park Master Plan
Joseph Weitzer, Jerry Hulbert, Alderman Patterson, Peter Theis
and Jackie Schweitzer volunteered to be members of the committee
to review and update the Park Master Plan.
DEPARTMENT REPORTS
PARKS l Status of Industrial Park Park Lot
A park lot in the industrial park was sold without any consider-
ation by the Parks and Recreation Board. The company that

purchased the lot indicated they would still consider developing the area into a small park area for lunch breaks, etc.
l Review Price Quotes on Portable Toilets
Peter obtained price quotes from two companies, $54 from Metro and $55 from A-l. Alderman Pattersonm~ovedto accept the quote
from Metro based on this cost. Joe Weitzer seconded. Motion
carried.

RECREATION
Fitness Trail Grant Proposal
Jackie brought before the Board the possibility of getting a
$7500 outdoor fitness par type course with grants for about $2700. The Board had mixed views and could come to no solid agreement
as to pursue this issue at this time.
Update on Job Descriptions
The Muskego Parks and Recreation Department's intern is updating
the department's job descriptions for seasonal employees and Jackie requested a recommendation regarding first-aid/CPR
training for the staff. The Board felt supervisors should be required to have CPR and first-aid training.
Secretarial Position
Jackie is concerned over the present secretarial staffing of two
part-time secretaries. It is being considered of requesting at
budget time for 1987 that the secretarial position be made into
one full-time position.
Policy Regarding Parents/Children at Participant Classes
Jackie has asked that a policy be adopted by the Parks and Recre-
ation Board to prohibit non-participants from attending classes
(i.e., parents attending child's classes or children sitting in
on parental classes). The Board felt there maybe is a problem and deferred action on this policy request in order to give it
a little more thought before adopting a policy on the situation.
Review By-Laws/Guidelines of the Cable Club
Jackie presented the By-Laws and Guidelines which have been drawn
up for the Cable Club by the Cable Club members. Joseph Weitzer
moved to accept the By-Laws/Guidelines as presented. Alderman
Patterson seconded. Motion carried.
