PARKS & RECREATION BOARD MEETING
JUNE 16, 1986
The meeting of the Parks and Recreation Board of the City of Muskego was
called to order by Richard Arrowood at 7:05 PM.
PRESENT: Richard Arrowood, Joseph Weitzer, Richard Manchester, Alderman Pat
Patterson, John Schaal, Jerry Hulbert, Peter Theis (Parks Supervisor), Jackie Schweitzer (Recreation Supervisor).
ABSENT: Don Kangas
GUESTS: Agnes Posbrig, Margaret Lindhorst, Sharon Erdman, Brad Valerine,
Jim Valerine, Matt Moore, Keith Bennett, Alderman Dave Taube
The minutes of the monthly meeting of the Parks and Recreation Board held
on April 21, 1986, were approved as mailed.
WRITTEN CORRESPONDENCE:
Brad Valerine appeared before the Parks and Recreation Board and presented .s petition requesting a soccer field be set up at Schmidt Park. Alderman
Patterson moved to approve the request of the youths' petition provided the restitution worker would be able to provide the labor. John Schaal seconded.
Motion carried.
PERSONAL APPEARANCES:
Keith Bennett--concession stand at Idle Isle
Mr. Bennett appeared before the Parks and Recreation Board requesting permission
to lease the concession stand at Tdle Isle. The dates would be from the first
Saturday of May through the last Sunday in September. The hours would be 4:00 PM-
8:00 PM weekdays and 1O:OO AM-8:00 PM weekends and holidays. Mr. Bennett's
proposal included the upgrading of the building with free labor and with material
costs being subtracted from the rent. Also, the extra trash would be picked up
on the park property by Keith Bennett.
Jerry Hulbert moved to make a conditional reconnnendation to continue looking
into the feasibility of this project, checking with the City Attorney regarding
if it needs to be bid out so others could also submit proposals, and to see
about the possibility of liability insurance rates being decreased and have a
committee appointed to work out a proposed lease agreement. Alderman Patterson
seconded. Motion carried. Peter Theis, Jackie Schweitzer, and Joseph Weitzer
will work as a committee to work out the details of the lease agreement and the
concerns of the Parks and Recreation Board members and report back to the Board
the preliminary lease.

Muskego Historical Society-- Agnes Posbrig, Margaret Lindhorst, and Sharon
Erdman appeared before the Parks and Recreation Board to request approval for
the expenditure of trust funds in the sum of $270 for port-a-johns for the
1986 season at the Old Settlement Park and $730 for water blasting and painting
the Wollman House and School House at the Old Settlement Park. Ms.Erdman asked
about the possibility of using the pile of stone that is at the park to enlarge
the parking lot and reconstruct the paths. The Board noted the stone was purchased
with TIF funds for the purpose of reinforcing the paths. If the parking lot is
to be enlarged, plans would have to be submitted to the Board for the master plan
on the park. Peter noted on the request for mosquito spraying, nothing is being
done in any of the other parks for mosquitos either. Ms. Erdman asked if the split-
rail fencing which was to be purchased by TIF funding is available. Peter noted
the fencing has been purchased and is at the Parks Department garage waiting to
be picked up. The Society asked to have a telephone put in at the Old Town Hall.
Jackie presented some figures on the cost of tying in with the City phone system.
Finally, the Historical Society is checking into acquiring a gas furnace. Pro-
perty at the Town Hall is being damaged by the humidity and temperature change,
and the oil furnace presently there isn't efficient. The Board noted, if there
was to be a change in the Town Hall, a written proposal should be made to the
Board. Richard Manchester moved to recommend to the Finance Committee the spend-
ing of $1,000 of the allocated funds for the port-a-john and the painting of the
buildings. John Schaal seconded. Motion carried.
Mike Custer--Milwaukee Wave/Update on Milwaukee Wave soccer camp
The Milwaukee Wave put out a flier which listed their camp as $60/person and
Muskego was a sponsor. The Board had earlier given approval for their use,
based on their initial contact which stated the camp would be free. The Board
put conditions on the group's use which said they could hold it provided they
worked it out with the community's own soccer camp and offer it to the older
children only. Since these conditions have not been met, Alderman Patterson
moved to have a written notice sent to the sponsors of the Wave's clinic informing
them use of the field will not be allowed because the terms of the agreement
have not been met. Jerry Hulbert seconded. Motion carried.
Mrs. David Golla contacted Peter to have a narrow strip of land near Jensen Park
cleared out of the weeds and brush that exist. Alderman Patterson moved to deny
the request because the land is not park land. Jerry Hulbert seconded. Motion
carried.
Alderman Dave Taube appeared before the Parks and Recreation Board to request
the consideration of increasing the parking area on Idle Isle and also increasing
launching fees. Alderman Patterson moved not to increase the number of boat
launch or car parking stalls at this time. Joseph Weitzer seconded. Motion
carried. Peter was directed to check into the launching fees and under what
circumstances they can be increased.
OLD BUSINESS:
Freedom Square Lease
The lease was approved by Council and so far there have not been any problems.

Lighting of another ball field at Mill Valley ball complex
The MAA (Muskego Athletic Association) is still looking at lighting another ball
field at the Mill Valley complex or renovating a ball field at Bay Lane. If the
materials are supplied, who will do the labor?
Update on High School ball field
The school district has already submitted a purchase order for the drain tile
to the contractor. The remaining $2,100 will be split $700 apiece between the
women's softball league, the men's softball league, and the city.
Lighting at Schmidt Park
A sodium area light will cost $8.61 a month, $103.32 a year, with a minimum
of a five-year lease. Alderman Patterson moved to approve the placement of the
sodium area light at the cost estimate. Jerry Hulbert seconded. Joseph Weitzer
moved to amend the motion to have the Finance Committee approve the funds for
the project. Alderman Patterson seconded. Motion carried.
Muskego Aquatic Club
Full payment has been received from the Swim Club for their Spring 1986 pool usage.
ReMax balloon for Lake Fest
The insurance certificate, listing the city as an additional insured for the
ReMax balloon for Lake Fest has been received.
DEPARTMENT REPORTS:
Parks
Cost on Signs
The cost of signs for posting "No Fermented Beverages" will be $65.30 a sign;
to post at 22 locations comes to $1,436.60. Alderman Patterson moved to deny
the "signing" project. John Schaal seconded. Motion carried.
Parking Lot/Mill, Valley
Peter reported price quotes for different ways to repair the parking lot at Mill
Valley (on Hillendale side). The Board felt perhaps the best way to remedy
the problem would be asphalt or pea gravel and oil.
Park Tour Concerns
1. Ingersoll at Historical Park
Ingersoll has cleaned up the area near his "dish".
2. Horn Park
There was a pile of wood chips dumped on the electric company's right-of-way
by the electric company. That right-of-way is the entrance road to Horn Park.

3. Horn Brothers trucks have been parked on the city property by the Parks
Garage. Peter has informed them that they are parked on city property.
(They are still parking in the lot.) Concern was expressed about the
Horn Bros. employee's parking in the area near the Old Town Hall building.
Employee Status
Peter hired a retired couple to do the improvements and grounds upkeep of the
City Hall complex area. They are doing a nice job.
Capital Budget expenditures
Peter reported that the infield at Bluhm Park #l has been renovated (stones
removed from soil) and the shed at the Mill Valley complex has been installed.
Update on insurance claim for trees at Jensen Park
The damaged trees at Jensen Park are not covered by insurance but some resti-
tution will be made as the minors involved have been caught.
Bluhm Park
This past week, an MAA team at Bluhm Park could not get into the storage room
at Bluhm so they stopped a police car and had the officer break into the storage
room in the building. Richard Manchester moved to have the bill for the repair
of the lock and door at the Bluhm Park Pavilion sent to the MAA. Jerry Hulbert
seconded. Joseph Weitzer moved to amend the motion to have a copy of the bill
sent to the Police Department and a cover letter to that department stating
the concerns of the Parks and Recreation Board on the procedure such an officer
would take. The amended motion carried. Jerry Hulbert opposed. Main Motion
carried. Alderman Patterson opposed.
Recreation
The 1986 summer registration went well. It was held here at City Hall. In
revenue, $13,600 has been realized so far. Many of the classes have filled well.
Summer Employees
Jerry Hulbert moved to approve the summer employee list as presented. Alderman
Patterson seconded. Motion carried. Joe Weitzer abstained.
NEW BUSINESS, OTHER BUSINESS:
Capital Budget Committee member
Joseph Weitzer was appointed by the Mayor to serve on the 1987 Capital Budget
Committee.
Monthly Board Meeting Date
Discussion of the meeting dates took place. It was in agreement to change the
meeting date to the second Monday of the month. A motion was made by Richard

Manchester and seconded by Jerry Hulbert to move the meetings to the second
Monday of the month. Motion carried.
Election of Officers
The election of officers is to be placed on the agenda for July.
ADJOURNMENT:
A motion to adjourn was made by Richard Manchester and was seconded by Alderman
Patterson. Motion carried. Meeting adjourned at lo:33 PM.
